ATTACHMENT 2: 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

ADDENDUM to 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(a) Basis for Award: The Government will issue a purchase order to the responsible offeror whose quote, conforming to the solicitation, represents the lowest price and whose price is determined to be fair and reasonable.

(b) The following factor shall be used to evaluate quotes:

1. Price

(c) Special Standards of Responsibility: In addition to the general standards of responsibility under FAR 9.104-1, offerors must meet the following special standards of responsibility in accordance with FAR 9.104-2:

1. Past Experience: Minimum of two (2) years of relevant past experience to NAICS 484230, including the handling and transporting of biospecimen or similar sensitive materials as required in the Statement of Work, demonstrated by submission of the following for at least two, but not more than five, Government or Commercial contracts:

a. Contract, task order, or purchase order number [if applicable].

b. Period of performance dates.

c. Point of contact (name, title, and phone/email).

d. Brief description of the services performed.

Failure to demonstrate compliance with these special standards will render the offeror non-responsible and ineligible for award.

(d) Evaluation Approach: The Government will first review quotations for compliance with the solicitation requirements. Quotations deemed compliant will then be evaluated for offeror responsibility in accordance with FAR 9.104, including any applicable special standards of responsibility identified in the solicitation. Among quotations that pass both the compliance and responsibility reviews, price will be the sole factor considered. The evaluation will consider the following:

1. Compliance Review: The Government will review each offer for compliance with the solicitation; non-compliant offers will be excluded from further consideration.

2. Responsibility Determination: The Government will determine responsibility in accordance with FAR 9.104, including any applicable special standards of responsibility identified in the solicitation.

3. Price: The Government will evaluate the price by adding the total of all line-item prices, to determine price reasonableness in accordance with FAR 13.106-3(a). The Total Evaluated Price will be that sum.
