About this file

This is a federal contracting certification template for the Buy American—Balance of Payments Program Certificate (Basic version, February 2024). It is a required provision used in Defense Federal Acquisition Regulation Supplement (DFARS) solicitations to ensure compliance with domestic content requirements.

Offerors must certify the country of origin for all end products subject to the Buy American and Balance of Payments Program requirements. The certificate requires offerors to identify: (1) domestic end products, including those containing critical components or critical items; (2) qualifying country end products with their country of origin; and (3) other foreign end products with their country of origin and domestic content percentage (if exceeding 65 percent, except for COTS items). For non-COTS items with components of unknown origin, those components are presumed to be foreign-sourced. The government will evaluate qualifying country end products without regard to Buy American statute restrictions. The certification must be signed by an authorized company representative and include the company name, signatory's printed name, title, signature, and date. This template does not address specific products, services, response dates, or pricing—it serves solely as the required certification mechanism for demonstrating compliance with domestic content and country-of-origin requirements in federal defense contracts.
