About this opportunity

The United States Air Force Academy (USAFA) is seeking multiple firm fixed-price five-year Blanket Purchase Agreements (BPAs) for the procurement of alternate duty uniforms for the 94th, 98th, and 70th Flight Training Squadrons. The 10th Contracting Squadron will oversee this solicitation, which requires the purchase, embroidery, screen printing, and delivery of uniforms with specific design and branding requirements. Vendors must provide commercial off-the-shelf items that adhere to detailed uniform specifications outlined in the solicitation attachments, including logo placement, material composition, and customization options. The government will evaluate offers based on best value, with a strong emphasis on domestic end products under the Buy American Statute. Quoters must submit their responses by May 20, 2025, at 10:00 AM Mountain Daylight Time, and are required to provide past performance references, descriptive literature demonstrating compliance with salient characteristics, and complete all necessary contract documentation.

The solicitation is designated as a 100% small business set-aside, targeting contractors in the Cut and Sew Apparel Contractors (NAICS 315210) category. The master dollar limit for the BPA is $875,000.00, with a per-call limit of $150,000.00, covering uniform needs for approximately 306 Flight Training Group assigned and attached personnel. The performance period spans from June 2, 2025, through June 1, 2030, with potential for uniform modifications to accommodate changing organizational requirements. Uniforms will be procured for multiple groups, including different squadrons and the Advanced Soaring Racing Team, with estimated annual quantities ranging from 24 to 170 items across various clothing types and sizes. The place of performance is the Air Force Academy in Colorado (80840), and vendors must be registered in the System of Award Management (SAM) to be eligible for consideration. Purchase orders will be processed through Government Purchase Cards, with transactions limited to $25,000.00 per card and strict invoicing requirements for larger purchases.
