About this file
This is an attachment to a federal solicitation (140R3026R0012) that establishes the basis for contractor cost estimation and proposal preparation guidelines.
The Government provides its best estimate of staffing and base labor hours necessary to perform the statement of work efficiently over a three-year period, based on historical data, projections, and reasonable assumptions. Offerors may use this Government estimate as a starting point for developing their management plans and cost proposals but are explicitly cautioned that the estimate does not guarantee adequacy for full performance and does not relieve contractors of their obligation to complete the contract after award. Offerors are required to conduct their own independent evaluation and analysis when preparing proposals. The Government does not guarantee utilization of variable labor hours; however, offerors may optionally submit plans for variable labor hour usage. Such plans will be evaluated technically but not as part of cost evaluation, though they may be implemented partially or fully after award. The offeror's signature certifies that loaded labor rates specified in Schedule B and Attachments 1A, 1B, and 1C are guaranteed for any quantity of variable labor hours ordered and confirms the offeror used independent evaluation and analysis in proposal preparation.

Solicitation 140R3026R0012 Attachment (1A): Basis for Contractor Cost
Basis for Contractor’s Cost
The information contained in this attachment reflects the Government’s best estimate, based on past experience and analysis, of the staffing necessary to perform the statement of work in an efficient and effective manner using base labor hours. The estimate is also based on historical information, projections, and reasonable assumptions regarding the Contractor’s ability to accomplish the entire backlog in a three year period. The Offerors may utilize this information as a starting point in developing their management plan and cost to perform the statement of work, using base labor hours, as identified in Section C.1.1 Scope.
The Government does not warrant that the information provided in these attachments will in fact be adequate for the offeror to perform the scope of work (using base labor hours) since offerors have different labor mixes, varying degrees of efficiencies and management approaches. The offerors are hereby placed on notice that the use of this information provided by the Government’s best estimate (in the preparation of their offer) will not relieve the Contractor of full performance of the contract after award. The Offerors should use their own independent evaluation and analysis to prepare their proposal.
The Government does not guarantee the use of any variable labor hours during the performance of this contract. The Offeror may, as an option, submit a plan for the use of any amount of the variable labor hours. This plan will be part of the technical evaluation but will not be part of cost evaluation. However, the plan may be utilized after award either partially or in its entirety.
The Offeror’s signature guarantees the Offeror’s loaded labor rates as specified in Schedule B and Attachments 1A, 1B, and 1C (Attachment to Schedule B) for any quantity of variable labor hours ordered. In addition, the Offeror’s signature certifies the Offeror used its own independent evaluation and analysis in preparation of this proposal.
