About this file
This document is a Contract Requirement Performance Requirement Summary (PRS) establishing performance standards for operations and maintenance services at a water treatment facility, specifically the Yuma Desalting Plant (YDP) and Water Quality Improvement Center (WQIC). The contract encompasses 24 performance requirement standards covering personnel management, certifications, accounting, safety, quality control, environmental compliance, security, operations, chemicals management, records, standard operating procedures, membrane inventory, procurement, maintenance, electrical systems, housekeeping, DCS/SCADA systems, drafting services, plant demonstrations, preventive maintenance, and crane operations.
The PRS establishes maximum error rates (MER) for each requirement, with surveillance methods including contractor observation records (COR), actual data, and periodic customer complaints. Performance is rated on two scales: unacceptable performance (which may trigger contractual remedies after 4 or more annual deficiencies exceeding the MER) and exceptional/very good performance (which may result in positive contract adjustments). Key standards include maintaining 95% onstream factor for water treatment systems, limiting unscheduled maintenance downtime to 5% monthly, ensuring replacement staff within 45 calendar days of absence, and complying with zero-deviation standards for safety programs, certifications (welding, CCST, HVAC, OSHA), environmental plans, and security protocols. Financial remedies for performance deficiencies and bonuses for exceptional performance are referenced to Section H.1 of the underlying contract document.
