About this file

This document is a pre-award survey of a prospective contractor's accounting system. The survey evaluates whether the contractor's accounting system meets generally accepted accounting principles and can properly segregate direct and indirect costs, accumulate costs by contract, allocate indirect costs, and provide financial information as required. It finds that the system properly segregates costs, identifies direct costs by contract, accumulates costs under general ledger control, excludes unallowable costs from government contracts, and provides information for progress payments. While the system does not currently identify labor by cost objective or have a timekeeping system, it does distribute labor costs appropriately. The accounting system is currently in full operation and designed to provide reliable data for follow-on acquisitions. The survey recommends the accounting system is acceptable for award of the prospective contract.

The related federal contract opportunity is for the Army's Cyber TRIDENT program. Cyber TRIDENT will provide an integrated, streamlined approach for developing, releasing, and maintaining cyber training capabilities in support of Army, Navy, Marine Corps, Air Force, National Guard, and Reserve organizations, as well as the Department of Defense and state and local governments. The contract will optimize the acquisition lifecycle for the Program of Record for Cyber Experimentation and continue to evolve its platform, architectures, and development environment while efficiently providing cyber training integration and technologies.
