About this opportunity
The Department of the Army Materiel Command Contracting Command Rock Island Arsenal seeks maintenance, supply, and transportation logistics support services at Fort Riley, Kansas, with proposals due October 28, 2026 at 12:00 PM Central Time. This procurement is a 100% small business set-aside restricted to offerors holding an active Enhanced Army Global Logistics Enterprise (EAGLE) Basic Ordering Agreement certified under NAICS 561210 by the closing date; no extensions for BOA acquisition will be granted.
Place of performance is Fort Riley, Kansas 66442. The contract covers three primary functional areas: Installation Maintenance Division (field and sustainment-level maintenance per Army Regulation 750-1); Installation Supply & Services Division (central issue facility, hazardous material warehousing, ammunition supply, fuel operations, and retail supply for Classes II, III, IIIP, IIIB, IV, VII, and IX); and Installation Transportation Division (personal property shipping, fleet management, cargo movements, container yard operations, and rail operations). Work supports the 1st Infantry Division and subordinate units.
The base period spans 365 days including a 60-day transition-in, followed by four optional one-year periods and one optional six-month period, totaling 5.5 years if all options exercise. The contract structure combines Firm Fixed Price for transition-in and Program Management Office functions with Cost Plus Fixed Fee for operational divisions. Estimated total contract value is approximately $1.52 million over the base year, escalating annually at 3.0–3.02% through option years; this is not a ceiling price.
All contractor personnel must hold SECRET security clearances and CAC eligibility. Contractor personnel work on a non-personal services basis without direct Government supervision. Key operational requirements include ISO 9001 quality compliance within 180 days, contingency planning for mission-essential operations within 72 hours' notice, surge capability deployment within 21 days, and monthly performance reporting. The incumbent contractor is FITT Scientific, LLC. Amendment 0003, issued October 21, 2026, removed the 79th Explosive Ordnance Disposal from supported organizations and modified transportation task requirements. Evaluation uses best-value source selection weighting technical capability, past performance, and cost/price, with award to the lowest evaluated fair and reasonable priced, technically acceptable proposal. Proposals must remain valid 180 days from closing and include SECRET Facility Clearance documentation.
