About this opportunity
The United States Special Operations Command (USSOCOM) Directorate of Procurement, on behalf of the USSOCOM Program Executive Office - SOF Warrior, is seeking industry feedback on draft solicitation documents for the USSOCOM Intelligence Support Services - Joint (ISSJ-III) contract. The purpose of this effort is to provide comprehensive, actionable intelligence services to USSOCOM across various intelligence disciplines, including all-source intelligence, human intelligence, signals intelligence, open-source intelligence, geospatial intelligence, targeting intelligence, and socio-cultural analysis. The contractor will perform strategic, operational, and tactical multi-layered analysis in support of Intelligence Preparation of the Environment for military and humanitarian missions worldwide. The government will evaluate proposals based on Transition Plan, Management, Past and Present Performance, and Price/Cost, using a best value trade-off approach. Responses to the draft documents are requested by April 26, 2024.

Requirement: The purpose of this effort is to provide comprehensive, actionable, intelligence services to USSOCOM through a pool of resource personnel across the intelligence functional spectrum including, but not limited to: All-Source Intelligence*, Human Intelligence (HUMINT), Signals Intelligence (SIGINT), Open-Source Intelligence (OSINT), Geospatial Intelligence (GEOINT), Targeting Intelligence, and Socio-Cultural Analysis (SCA)*. The Contractor shall perform SOF-specific strategic, operational, and tactical multi-layered analysis in support of Intelligence Preparation of the Environment (IPE) for military and humanitarian missions in any Area of Responsibility (AOR) world-wide. The Contractor will also provide intelligence expertise on the operations and methodology of Violent Extremist Organizations (VEO), Transnational Criminal Organizations (TCO), Special Interest Aliens (SIA), Counter Weapons of Mass Destruction (CWMD), Integrated Deterrence and other emerging threat priorities. **Select positions have a language-enabled requirement with Interagency Language Roundtable (ILR) 2+/2+ rating or higher depending on position**.
Additionally, the Government will require Offerors or members of a JV to possess a final Top Secret Facility Clearance with approved safeguarding at the minimum Secret level as accredited by the Defense Counterintelligence and Security Agency (DCSA) at the time of proposal submittal. Further information related to the specific performance parameters of this requirement is available in Attachment 1 – Draft Statement of Work.
