VAMC Amarillo Boiler Replacement Solicitation No 36C25722R0010 Questions from Bidders
1. Does temporary boiler have to be duel fuel?
Per VA response, Yes the temporary boiler must operate on dual-fuel systems.
2. Please indicate operating system pressure?
Per VA response, the operating pressure is approximately 70 psig.
a. What would be the distance from temp equipment position to connection points?
Per VA response, the distance from the temp boiler and equipment from the connection point would be approximately 100 feet maximum.
3. Will the equipment be located around hospital personnel?
Per VA response, only engineering staff will be around the equipment.
4. Is 460Vac/200amps available?
Per VA response, there is a 480 VAC, 3ph, 4-wire main breaker panel. Field verify spare capacity of the main breaker panel as well as existing breakers, provide new breakers as required.
5. Will temp equipment be required to be connected during off hours?
Per VA response, yes the temporary equipment will be required during off hours since there are no off-duty hours. This is a 24-hour operation facility.
6. Phase one mentions Water Treatment, but no specifics available, is there more information?
Refer to FMPET Design Narrative, D.1.c Chemical Feed System and D.1.h Water Softeners for more information about water treatment required by this project. Project shall include the design and provision of suitable chemical treatment and water softening as required to maintain boiler operation.
7. Can the revision of the existing boiler header be performed during phase 2, or else more information needed?
The project phasing document lists modifications to the boiler header in Phase 1 and in Phase 2. Coordinate and review with VA COR to determine if boiler header work can be completed in Phase 2 rather than Phases 1 and 2. As indicated, maintain steam operation as long as possible and minimize shutdowns, arranging for shutdowns to occur in non-heating season if possible.
8. Can the wall opening be performed during phase 2?
Wall opening is listed at the end of Phase I and also the beginning of Phase 2.
Coordinate the wall opening to allow for minimum duration of exposure to ambient conditions while new boilers and equipment are installed. Coordinate with VA COR for specific timing of activities.
9. Confirm, anticipated temp equipment time would start just prior to arrival of new equipment, and remain during construction?
Temporary equipment must be set and fully operational prior to any existing equipment removal. Per the phasing document boilers are not to be taken out of service until new boilers have been delivered to the jobsite. Therefore, to aid in the construction delivery schedule, temporary equipment should be in place and operational prior to the delivery of new equipment. Per the phasing document temporary equipment is to remain in place until after the testing and balancing of the new systems.
10. Phase I Submission Requirements: Please confirm or correct the following Phase I submission requirements: SF 1442; Joint Venture Agreement (applicable only to JVs); Special Standard of Responsibility requirements (OSHA/EPA Letter, OSHA Logs, EMR Letter, Limitations on Subcontracting); Representations & Certifications (from the solicitation); Factor 1 requirements (CPARS and/or Past Performance Questionnaires for up to 5 Design Projects and up to 5 Construction Projects); Factor 2 requirements (1 page narrative).
Submit all Phase 1 (Factor 1 and Factor 2) required documents listed in the solicitation.
11. Factor 1 Past Performance Questionnaire Attachment: The attachment for the PPQ was not included in the solicitation package. Please provide.

12. Factor 1 Requirements: Please confirm that the only items the offeror is to submit under this factor are CPARS and/or PPQs for the chosen projects.
Submit all Phase 1 required documents listed in the solicitation.
13. Factor 2 asks for the Offeror's Design and Construction Approach techniques and methods, however, the Offeror is limited to one (1) page and 12 point Times New Roman font. We respectfully request that the Government increase the one
(1) page limit to three (3) or four (4) pages to allow the Offeror sufficient space to discuss these techniques and methods.
RFP offers will remain at 1 page. If there is a change, it will be sent to contractors participating in Phase 2 of the solicitation.
14. Are we to use 12 pt font consistently throughout the entire RFP submission?
12 pt. font is for the Phase 1 RFP submission. If there is a change, it will be sent to contractors participating in Phase 2 of the solicitation.
15. In reference to the file size, if the size of files is addressed, will this also change the number of allowable emails available for submission?
If there is a change, it will be sent to contractors participating in Phase 2 of the solicitation.
16. Are we required to complete the Reps and Certs in the solicitation and include them in our RFP submission?
Yes, include the Reps and Certs in the Phase 1 RFP submission.
