PHASING NARRATIVE

I. PROJECT DATA

A. Facilities: Thomas E. Creek VA Medical Center

6010 West Amarillo Blvd.

Amarillo, TX 79106-1990

B. Project Phasing:

1. The Design/Build Designer/Contractor team is to develop and submit a Phasing Plan that allows for continuous operation of the AVAHCS campus without disruption of activities and usage.

2. Two major phases have been identified for this project:

a. Phase I – Boiler Plant (Bldg. 11) and Water Treatment (Bldg. 19) –

Temporary Conditions and Demolition

1. Route new utilities for emergency boiler connections.

2. Set temporary boiler(s) and make operational.

3. Remove existing boilers.

4. Revise existing boiler header. Maintain steam operation as long as possible and minimize shutdowns.

5. Provide wall opening for new boiler and equipment installation.

b. Phase II – Installation of New Equipment

1. Boiler and equipment replacement.

a. Provide wall opening for new boiler and equipment installation.

b. Replacement of fuel-fired boilers.

c. Replacement of Deaerator Tank; Run condensate system in bypass mode to bypass deaerator. Minimize downtime.

d. Replacement of related equipment (pumps, controls, displays, chemical feeders, water softener system, additional modifications to existing steam boiler header, ad infinitum – see FPMET Narrative for more-detailed description);

e. Commissioning of new systems. Confirmation of proper operation and controls.

f. Testing and Balance of new systems.

g. Removal of temporary boiler systems.

2. Items below can be performed concurrently with Item 1 “Boiler and equipment replacement”. Coordinate and minimize steam shutdown quantity and duration as much as possible. Longer duration shutdowns shall be performed during non-heating season.

a. Total replacement of condensate return lines from Bldgs. 1, 4, 28 and 29 to Bldg. 11. Route new piping prior to removing existing.

b. Repair of cracks and resealing of joints in existing exterior masonry walls;

c. Repair of existing roofing and flashings at Bldg. 11 and connecting corridor (base bid if add alternate is not accepted);

d. Replacement of roofing at Bldg. 11 and connecting corridor to Bldg. 19, design and installation of new lightning protection system (add alternate);

e. Installation of fall protection at exterior fixed ladder;

f. Replacement of electrical generator in Bldg. 11 (add alternate).

g. Replacement of heat exchanger water heaters in Bldgs. 1, 4, 28 and 29.

Maintain existing in operation as long as possible. Minimize downtime.

h. Reconfiguration and modernization of steam distribution and condensate piping in Bldgs. 1, 4, 28 and 29. Must be performed in non-heating season.

i. Replacement of Pressure Reduction Valves (PRVs) and condensate return lines in Bldgs. 1 and 4. Must be performed in non-heating season.

j. Replacement of defective steam traps in Bldgs. 1, 4, 28 and 29.

k. Commissioning of new systems. Confirmation of proper operation and controls.

l. Testing and Balance of new systems.

3. Boilers are not to be taken out of service until new boilers have been delivered to the jobsite.

a. The DB offeror, with approval of AVAHCS, may propose to begin work to take individual boilers out of service based on approval of order for the individual boilers which are being replaced, and establishment of scheduling dates for delivery, installation, placement and acceptance into operational status.

4. Two boilers are to remain operational at all times for heating, sterilization and food preparation.

5. The new boiler header will need to be built adjacent to the existing header. Each boiler and building feed will need to be replaced one at a time to reduce downtime.

6. Replacement of piping in steam tunnels and mechanical rooms will need to be phased to coincide with scheduled shutdowns and transitions from heating to cooling seasons.

a. Work in mechanical rooms and tunnels can take place independently.

Scheduling of tie-ins from existing to new piping will need to be coordinated with scheduled shutdowns of boilers and/or individual buildings’ usage.

7. Phasing for water heater replacement will require that at least one of the existing water heaters is operational in each mechanical room throughout the project.

a. Replacement of water heaters in Buildings 1, 4, 28 and 29 will require individual building shutdowns for disconnection of existing and connection of new units.

8. Replacement of the Generator can be independent of work for the boilers and steam distribution/condensate return systems.

9. Replacement of roofing, installation of lightning protection system at Building 11 and repair of exterior masonry can be independent of work for the boilers and steam distribution/condensate return systems. Work to be scheduled to coordinate with

2021-06-30 Rev PHASING NARRATIVE PH-3 removal of existing boiler flues as part of Phase I and installation of new boiler flues and through-roof penetrations as part of Phase I.

10. Hazardous Material abatement (where required) will require isolation of work areas and related temporary ventilation. Work will need to be coordinated with Infection

Control and Campus’ Certified Industrial Hygienist

11. Demolition: Post demolition meetings should be planned to discuss unforeseen conditions.

12. Renovation and relocation of existing electrical services will need coordination regarding local and building-wide shutdowns.

13. Coordination will be required during tie-in to existing steam, power, data, etc.

14. Coordination will be required for inspections and local imposition of code enforcement procedures.
