CIVIL AND LANDSCAPING DESIGN NARRATIVE

I. PROJECT DATA

A. Project Description:

1. This renovation project does not have a Civil Engineer on the A/E Schematic Design

Team.

a. No indication for the need for civil engineering was provided in the Scope of

Work as project is primarily related to removal and replacement of steam boilers inside Building 11, steam/condensate piping replacement in underground steam tunnels, and work within other existing buildings on campus for plumbing and steam distribution.

2. No landscaping or irrigation is included as part of the design for this project.

3. The DB offeror is to provide design, construction, and restoration of pathways for removal of existing boilers and deaeration tank and installation of new ones.

a. The Schematic Design has determined that boilers are to be accessed through the west exterior wall of the Boiler Plant between existing columns/pilasters forming the bay which contains the 200hp Boiler #1.

1) The DB offeror may access the west temporary opening from parking lot

“K,” located to the west and downhill from Buildings 11 and 21, or along the west side of Building 11 from the drive on the west side of Building 19 and along the west side of Building 11.

1) Existing chain-link fencing and site furnishings at the west side of Building

11 may be removed as required to allow for boiler removal and delivery.

Fencing and site furnishings shall be reinstalled and restored to pre-work condition prior to completion of the Project.

b. The Schematic Design has also determined that access for removal and replacement of the Deaerator Tank shall be through the east exterior wall at the same level as the Deaeration Platform (approximately 12-feet above the boiler room floor level and 10-feet above grade) between existing columns/pilasters forming the bay containing the Deaeration Tank platform.

1) The DB offeror may access the east temporary opening from Parking Lot

“J,” located adjacent to and east of the Boiler Plant. Protection of the paving and existing stair enclosure, along with access to the doors and stairs into the Boiler Plant, will be required during work for removal and restoration of portions of the east exterior wall and replacement of the Deaeration Tank.

4. Siting for a temporary boiler and related flatbed semi trailer against the east exterior wall of the Boiler Plan and provision of temporary fencing will be required by the DB offeror.

a. DB offeror is to provide constant monitoring and maintenance of temporary boilers – see FPEMT Narrative.

5. The DB offeror is to identify in their submittal areas required for lay-down, staging and storage of equipment and materials, and provide approved temporary fencing for enclosure and securing of the area(s).

6. Existing grades, paving, walks, manholes, curbs and gutters are to be protected with approved earthen cover to a compaction and depth sufficient to accommodate wheeled and static loads of heavy equipment, loaded trailers and other equipment and traffic required for completion of the Project. Cover to be removed and site restored to pre-work condition prior to completion of the Project.

7. Additional site work will depend on staging and placement of temporary boiler equipment, construction materials, etc.

8. The DB offer is to identify physical security risk measures to be incorporated, with a

Physical Security Risk Mitigation Plan to be submitted to the VHA Oversight

Committee on Physical Security and Resiliency for review and concurrence.
