The U.S. Department of Veterans Affairs (VA) is seeking a design-build contractor to provide all labor, materials, equipment, design and construction services necessary to replace existing steam boilers and related systems. The The Design-Build Contractor/Designer team to continue with development of the project past the 35%/Schematic Design.

This is a TWO-PHASE DESIGN-BUILD ACQUISITION - All qualified offerors may submit for Phase I. After PHASE I evaluation, selected PHASE II offerors will be notified with instructions for PHASE II submission.
This is a "Competitive" requirement Set Aside 100% Service Disabled-Veteran Owned Small Business (SDVOSB).
Magnitude of the Construction Project: Between $2,000,000 and $5,000,000

PROJECT TITLE: Replace Boilers and Piping PROJECT LOCATION: Thomas E. Creek Amarillo VA Health Care System, Amarillo, TX COR: Samuel E. Hagins
1. PROJECT OVERVIEW
1.1 PUPOSE:
The U.S. Department of Veterans Affairs (VA) is seeking a design-build contractor to provide all labor, materials, equipment, design, and construction services necessary to replace existing steam boilers and related systems.
Replace Boilers & Piping, VA Project# 504-18-119, has been established to replace existing steam boilers, condensate piping, and replacement of water heaters serving the hospital (Bldgs. 1 and 28), dietary services (Bldg. 4) and Community Living Center (CLC) (Bldg. 29) at the Thomas E. Creek VA Medical Center. The project is to be delivered using the Design-Build approach, with a Design-Build Contractor/Designer team to continue with development of the project past the 35%/Schematic Design 1 (SDI) stage of design. Design and Construction Schedules moving forward from 35% are intended for the Design/Build teams to furnish as part of their proposals.
All A/E submissions need to be in accordance with program guide PG-18-15, A/E Design Submissions Requirements, Volume C: Minor and NRM Projects and PG-18-15, Volume E: A/E Submission Instructions for Design-Build Projects Request for Proposal Documents. 1.2 OBJECTIVES
1. Existing boilers in the Bldg. 11 Boiler Plant at the Thomas E. Creek Medical Center are as follows:
3 - 200 HP (6.7 MMBTU) Johnston boilers, installed in 1977 1 - 125 HP (4.2 MMBTU) Cleaver Brooks boiler, installed in 1995
Note: Two of the 200 HP boilers are run during peak heating season with the third serving as backup. Only the 125 HP boiler is run during the air conditioning season to supply the non heating loads.
2. These boilers serve Bldgs. 1, 4, 28, and 29 for facility heating, domestic hot water, sterilization, and dietetics. The combined square footage they serve is approximately 321,000 SF. The boilers are capable of dual fuel operation, using natural gas or fuel oil.
3. The Design/Build contractor shall complete 36%- 100% design and construction of a turn key system to include disconnection, demolition, and removal of 3 existing 200 HP boilers and associated equipment, as well as installation and commissioning of 3 new 250 HP boilers and associated equipment.
4. The contractor shall include replacement or repair of any equipment found not operational or near end-of-life that could adversely affect new boiler operations. The final design shall clearly identify pipe runs, types/location of heat exchangers and steam traps, proposed control schemes, demolition of steam infrastructure, and where tempora1y boilers will be placed, if needed, to keep Boiler Plant operational during boiler replacement.
5. The contractor shall assure that construction will be staged so that heating and non-heating steam loads served through the existing system will continue to be supplied with steam at required pressure and flow volume during boiler replacement. This work shall be scheduled primarily during the air conditioning season to avoid leaving the hospital without adequate facility heating during cold weather. The final design shall include an analysis to identify best options for how these loads will be supplied with suitable steam during boiler replacement.

The contractor shall be responsible for the verification of existing site conditions that may affect required equipment clearances, power, data communication, piping configuration and flow conditions and federal, state, and local requirements of the contract. The contractor shall also be responsible for communication, obtaining permissions, pe1mits, coordination with the Station as necessaiy to meet the requirements of the contract.
2. SCOPE OF WORK
2.1 GENERAL Contractor shall provide engineering design, commissioning, and construction services to meet the program objectives and requirements and to provide the required outcome in terms of overall quality, timeliness, and documentation. The contractor shall be responsible for obtaining and coordinating the services of all third-party contractors performing other services on site and other entities as part of the contract to ensure the expected quality, timely, and documented final product.
A. Locations: The contractor shall provide design-build services for the Thomas E. Creek campus of the Amarillo VA Health Care System, 6010 Amarillo Blvd., Amarillo, Texas.
B. Normal work hours shall be 8:00AM to 4:30PM Monday through Friday except for Federal Holidays. If the Contractor desires to work on Saturday, Sunday, holidays, or outside the project site's normal working hours the contractor shall submit a written request for approval to the VA-COR at least seven (10) working days prior to the proposed start of such work.
C. The Bldg. 11 Boiler Plant has controlled access, so all contractors shall be required to obtain and wear security badges in plain sight above the waist. Contractors found without a badge can be immediately removed from VA prope1iy by VA Police. Security badges are obtained through the COR.
D. Demolition of existing structures and equipment: All demolition work shall be removed. Abandon in place shall not be used in this project.
E. Infection Control: The contractor will collaborate with the VA Construction Safety Committee to include the Infection Control Risk Assessment and incorporate the required environmental controls on the contract documents necessary for the control of construction dust and debris. The contractor's team, construction workers and COR's must attend the Infection Prevention (IC) training provided by the VA eve1y fiscal year. IC training class is free and is approximately an hour in length. If this requirement is not met, workers will be removed from construction site.
F. Training on new Boiler system operations and troubleshooting for VA personnel (up to 10 personnel).
2.2 DESIGN REVIEWS:

The contractor shall provide a complete, 100 % functional and operational boiler system design to be used for the construction of the new boiler system. The design shall be within the given target construction cost provided by the Government. The cost estimates shall be based on labor and material prices prevailing in the project's locality. The cost estimates shall be descriptive, detailed, and include all operations of work required, including quantities and unit costs. The construction cost shall include the construction costs, including management, overhead/profit, and subcontractor mark-ups), as well as Government Furnished Equipment and Contractor Furnish Equipment costs. The first sheet of the cost estimate shall summarize all costs by engineering discipline and by work classification.
The contractor shall document review comments and how and where the comment is addressed. The contractor shall provide meeting notes/minutes for meetings and conference calls. Review comments may be verbal, noted directly on review sets, or written list. The contractor shall be responsible for compiling & addressing review comments. Contractor shall produce & distribute meeting notes or minutes for VA review within two (2) days after each submission review meeting.
The contractor will design and construct within funding limitations and coordinate cost control measures, and value engineering with the Contracting Officer's Representative (COR) to conserve the project budget while not sacrificing performance, quality, and value. Cost control alternatives shall be explored at all design review stages.
Compliance to these standards, VA design manuals & guidelines, National Fire Codes, NFPA, UL, ASME, ASTM, FM, ASHREA, International Building Codes, state building codes, local building codes, & federal building codes, and OSHA Standards shall be reflected in the completed design and construction documents. Refer to the VA Technical Information Libra1y at http://www.cfm.va.gov/TIL. Refer to VA Construction Standard CD-30.
Design Team Meetings: The Contractor shall meet with key VA staff (COR, Engineering, key personnel, etc.) to conduct interviews to ensure that design will meet VA needs. Design team meetings are suggested after each submission. The number of meetings may vaiy based on AE experience and design progress.
The design and construction of the new Boiler system shall be expandable to support facility growth and allow for multiple new buildings to be integrated into the system, if needed.
2.3 PROJECT MANAGEMENT:
The contractor shall exercise proven project management methodologies and practices during perfo1mance of this contract. The key contractor personnel shall attend a one-day kick-off meeting with the VA Contracting Officer, VA-COR, VA Energy Engineer, and other VA invited attendees.
A. Project Manager. The contractor shall have a project manager (PM) assigned during the project. The Contractor PM shall be responsible for all deliverables including maintaining the project schedule, price control and safety compliance.
B. Project Plan. The Project Plan and update shall include an overview of the VA project scope, objectives, and methodology, as well as a Microsoft Project outline of tasks (see Specification 01 32 16 Network Analysis). The project plan shall also include quality management procedures and a contactor team reporting organization chaii. The updated Project Plan and schedule shall be approved by the VA-COR prior to staii of construction.
C. Phasing Plan. The contractor Phasing plan shall be developed to ensure minimal outages to overall steam system and disruptions to the medical center operations. The contractor shall ensure that a functional boiler system with back-up (n+1) is maintained for the Amarillo VAMC during construction. A minimum of 2 weeks' notice shall be given for all planned outages, along with a plan to maintain critical Medical Center areas and infrastructure served by steam.
D. Quality Control Plan. The contractor shall submit a Quality Control plan to the VA-COR for review and approval, in accordance with specification sections 01 45 00 Quality Control Plan Requirements.
E. Submittal Log. The contractor shall review all material submittals, shop drawings, test reports (as applicable), etc. Reviews shall be completed, and submittals returned to the COR within fomieen (14) calendar days or the contract specified timeframe of the receipt of the submittal. The Submittal Log will be kept update by the contractor and available upon request by the COR.
F. Record Drawings Requirement. The contractor shall provide marked-up prints to the design team showing actual construction and any changes which occurred during construction. The design team shall revise the construction documents and provide a complete set of all drawings showing actual, completed construction and reflecting any changes incorporated in the work printed on paper and on electronic media. Electronic media drawings shall be in AutoCAD 19 and in pdf format. Electronic media specifications shall be in the latest version of Microsoft Word in use at VA and in pdf format.
G. Commissioning Plan. The Commissioning Plan shall be written to assist the Commissioning Agent hired by the design-build team and approved by the VA. The Commissioning agent shall establish acceptance criteria for the project that are clear and measurable and provide a clearly defined methodology for establishing substantial completion and final acceptance of the new Boiler system.
H. Safety Plan. The contractor shall submit a Master comprehensive safety plan to the VA COR for review and approval, in accordance with Specification Section 01 35 16 Safety.
I. Security Plan. The contractor shall submit a Security plan for VA-COR approval that meets the requirements described in Specification 01 00 00 General Conditions.
J. Key Personnel. The following individuals have been designated as key personnel under the contract:

Architect Design Project Manager- To be completed at award. Architect Engineer Field representative - To be completed at award. Construction Project Manager - To be completed at award.
Fire Protection Engineer (Texas Licensed) - To be completed at award.

Quality Control Manager - To be completed at award Trainer/Instructors - To be completed at award.
The Contractor agrees that such personnel shall not be removed, dive1ied, or replaced from the contract without prior written approval from the Contracting Officer. Any personnel the Vendor offers as substitutes shall have abilities and qualifications equal to or better than the Key Personnel that is being replaced. All Requests for substitutions in personnel shall be submitted through the VA COR to the Contracting Officer at least 30 days prior to making any change in Key Personnel. The request shall be in writing, providing an explanation of the circumstances necessitating the proposed substitution and contain a complete resume for the proposed substitute. The Contracting Officer shall evaluate such requests and notify the contractor in writing of approval or disapproval within 10 business days of receipt of the request.
2.4 WARRANTY
A. The contractor shall provide a warranty in accordance with FAR 52.246-21 Warranty of Construction (APR 1984). All warranty information, including item description, warranty start date, warranty ending date, and contact information of the warranty shall be prominently identified at the beginning of the O&M Manual.
B. warranty shall state when the project is completed as a whole and operational.
C. The contractor shall respond to warranty support within a maximum of eight (8) business hours of written VA Contracting Officer VA-COR requests.
D. The contractor shall correct defects within a maximum of five (5) business days after approval of the VA-COR.
2.5 COMMISSIONING AND VERIFICATION
A. Intent: Verify that the intended design as reflected in the contract documents has been achieved.
B. Contractor shall work cooperatively with Commissioning Agent so that a full range of checks and tests can be carried out to determine if all components, subsystems, systems, and interfaces between systems function in accordance with the design intent, as identified in the contract documents. In this context, "function" includes all modes of operations, and all specified responses to abnormal emergency conditions.
2.6 ACCEPTANCE
For the purposes of warranty and payment for the work performed at a location, government "Acceptance" shall be provided by the VA upon the completion of all the following:
A. The contractor has demonstrated / verified that the new boilers and related systems function as intended at commissioning. All punch list items identified during the commissioning have been resolved.
B. The contractor has provided O&M manuals.
C. The contractor has provided Record drawings.
D. The contractor has satisfied Boiler Personal Training.
2.7 CONFIDENTIALITY AND NONDISCLOSURE
A. The preliminary and final deliverables and all associated working papers, application source code, and other material deemed relevant by the VA which has been generated by the contractor in the performance of this Order are the exclusive property of the U.S. Government and shall be submitted to the VA-COR at the conclusion of the contract.
B. The Contracting Officer shall be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this contract. No information shall be released by the contractor. Any request for information relating to this contract presented to the contractor shall be submitted to the CO for response.
C. Press releases, marketing material or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO.
D. To the extent that the work under this contract requires that the contractor be given access to proprietary business, technical or financial information belonging to the Government or other companies, the contractor shall treat such information as proprietary business sensitive and agrees not to appropriate such information to its own use or to disclose such information to third parties unless specifically authorized by the CO in writing. A mutually agreed to agreement for exchange of sensitive information or nondisclosure agreement may be required.
VHA Supplemental Contract Requirements for Combatting COVID-19
1. Contractor employees who work in or travel to VHA locations must comply with the following:

0. If fully vaccinated, contractors shall show proof of vaccination.
0. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the vaccination.
0. If unvaccinated, contractors shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor’s order or an FDA approved over-the-counter test that includes an affiliated telehealth service.

Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel.

PART I/SECTION A – REQUEST FOR PROPOSAL
I.1A JOINT VENTURES
If submitting an offer as a joint venture as defined by P.L. 109-461 AND Department of Veterans Affairs I.L. 049-06-4, http://www.vetbiz.gov/library/jtventure.pdf , an offeror must provide a copy of the joint venture agreement specific to the project that is consistent with the percentage of required work and net proceed. Additionally, the offeror must provide a breakdown or labor of which is to be performed by the SDVOSB firm and that which is performed by the small business joint venture firm and that which is sub-contracted. All Joint Ventures will be required to be registered and verified as an entity in VETBIZ. Before submission of proposals. Failure to be both VISIBLE and VERIFIED as a Joint Venture in CVE prior to submission of proposal may result in the offeror's proposal being disqualified and receiving no further consideration.
I.2A SELECTION PROCEDURES
This acquisition will utilize the two-phase design-build selection procedures in accordance with FAR 36.301. Phase I shall include the scope of work, evaluation factors as stated in FAR 36.303-1, and Phase II evaluation factors. A maximum number of five (5) offerors will proceed to Phase II. Once the Contracting Officer selects the most highly qualified offerors, they will be asked to submit Phase II proposals. Phase II of the solicitation shall be prepared in accordance with FAR Part 15, with evaluation criteria developed in accordance with FAR 15.304. The Government will award a contract resulting from this solicitation to the offeror whose offer conforming to the solicitation is determined by the Source Selection Authority to provide the best overall value to the Government. It is the intent of the Government to award without discussions; however, the Government reserves the right to have discussions if such are needed.
In addition to the general standards of responsibility found at FAR 9.104-1, in accordance with FAR 9.104-2, the special standards of responsibility described below apply to this procurement.
Offerors who fail to meet any special standard of responsibility will not be eligible to receive contract award.
I.3A PRE-PROPOSAL SITE VISIT
A pre-proposal site visit will be conducted in Phase II. The most highly rated firms selected to proceed to Phase II will be invited to attend the pre-proposal site visit. The Contracting Officer will establish the date and time and notify Phase II offerors in writing. See FAR Clause 52.236-3, Site Investigation and Conditions Affecting the Work, and FAR Provision 52.236-27, Site Visit (Construction) of this solicitation.
I.4A SELECTION CRITERIA/PROPOSAL PREPARATION INSTRUCTIONS
EVALUATION FACTORS
General: Phase I proposals will be evaluated to determine the most highly qualified offerors to advance to Phase II. Factors 1 and 2 are of equal importance when selecting the most highly qualified offerors in the Phase I evaluation. Offerors who are selected to move on to Phase II will be requested to submit a Phase II proposal. Phase II Proposals will be evaluated, and award will be made based on both price and technical considerations most advantageous to the Government per FAR Part 15.101(a), Tradeoff Process. Factors 3-5 will be evaluated in Phase II and are listed in descending order of importance. The combined non-cost/price factors are significantly more important than price. The Government may consider award to other than the lowest priced offeror or other than the highest technically rated offeror if it is in the best interest of the Government.

Factor 1 – Past Performance:
(a) Solicitation Submittal Requirements:
Offerors shall submit up to five (5) recent and relevant projects where the offeror performed Architecture and Engineering services, and up to five (5) recent and relevant construction projects as defined below. If a completed Construction Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted for each project. If an offeror does not have a completed CPARS for past performance on either construction projects or A&E projects, then the offeror should submit Past Performance Questionnaires (Attachment) for each project for both Construction Experience and Design Experience. The offeror should provide completed Past Performance Questionnaires (PPQ) in the proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before the proposal closing date, then the offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the reference noted for that project(s) to obtain the PPQ information. However, offerors should follow-up with references to help ensure timely submittal of questionnaires. If the reference requests, questionnaires may be submitted directly to the Government’s point of contact, Michael Walls, michel.walls2@va.gov
Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted. Offerors may also address any adverse past performance issues. Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.
The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the offeror’s references or the reference’s unwillingness to provide the information requested may affect the Government’s evaluation of this factor.
(b) Basis of Evaluation:
The contracting officer shall review relevant performance information on each offeror based on (1) the past and present efforts provided by the offeror and (2) data independently obtained from other government and commercial sources. Relevant performance includes performance of efforts involving a project that includes boiler replacement that are similar or greater in scope, magnitude and complexity than the effort described in this solicitation. A recent project is defined as being completed within five years of the issuance date of this solicitation. The purpose of the past performance evaluation is to allow the government to assess the offeror’s ability to perform the effort described in this RFP, based on the offeror’s demonstrated present and past performance. Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will not be considered as highly as past performance information for the principal offeror. Design Build Projects will be rated more favorably. Offerors with no relevant past or present performance history or the offeror’s performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating "Unknown Confidence," meaning the rating is treated neither favorably nor unfavorably.
Factor 2 – Technical Approach:
(a) Solicitation Submittal Requirements:
Provide a brief narrative (page limitation: one (1) page (in 12-point Times New Roman font) for brief narrative) describing the offeror’s method to manage the project to achieve design and construction objectives as described in the RFP. If the page limits are exceeded, the pages in excess of the limit will not be read or considered. Include at minimum all aspects covered in the scope of work. The following shall be included in the narrative:
1) Design Approach: Describe the techniques and methods for an efficient, effective design and;
| 2) Construction Approach: Describe the techniques and methods for this construction project | to include coordination with the design packages, projected timelines and coordination of | all aspects of the phasing. | |
| (b) | Basis of Evaluation: |
The basis of evaluation will include reviewing the offeror’s proposed technical approach for this design-build project as defined in the solicitation submittal requirements. The assessment of the offeror’s method to manage the project shall be used as a means of evaluating the offeror’s ability to successfully meet the requirements of the solicitation.
Factor 3 – Technical Solution
1. Solicitation Submittal Requirements:
Provide a narrative describing the technical solution to the project that meets the requirements of the RFP. Include the following:
· The Design/Build 36%- 100% design and construction of a turn key system to include disconnection, demolition, and removal of 3 existing 200 HP boilers and associated equipment, as well as installation and commissioning of 3 new 250 HP boilers and associated equipment.
· Replacement or repair of any equipment found not operational or near end-of-life that could adversely affect new boiler operations. The final design shall clearly identify pipe runs, types/location of heat exchangers and steam traps, proposed control schemes, demolition of steam infrastructure, and where temporary boilers will be placed, if needed, to keep Boiler Plant operational during boiler replacement.
· Staging of Construction so that heating and non-heating steam loads served through the existing system will continue to be supplied with steam at required pressure and flow volume during boiler replacement. The final design shall include an analysis to identify best options for how these loads will be supplied with suitable steam during boiler replacement.
Narrative shall not exceed five (5) single-sided pages, up to 10 supplemental concept drawings may be provided to supplement the narrative. The plans provided by the Station to describe the scope of work may be included and modified, and do not count against the drawing page limit.
1. Basis of Evaluation:
The Government will evaluate the narrative and conceptual drawings (if included) considering the extent to which the offeror demonstrates a clear understanding of the architectural and engineering and construction requirements of the project. The Government will evaluate the offeror's technical solution to determine adherence to the technical requirements of the RFP.
Factor 4 – Schedule
(a) Solicitation Submittal Requirements:
(1) The progress schedule will be in a time scaled bar graph format. The horizontal axis will be scaled for time beginning with the Notice to Proceed and concluding with contract completion. The vertical axis will show the milestones and major portions of the contract work. All schedule items will show a start date and a completion date. The detailed schedule, will indicate specific tasks with dates for each step of the process including:
1. Design Period: The design period sub periods (i.e., first and second reviews, other meetings, internal Quality Assurance/Quality Control plan reviews, etc.).

1. General Project Delivery Schedule and Narrative - Show relationships between construction document development/completion (including required review activities) and construction activities.

Schedule shall indicate all elements of the design and construction timeline, from notice to proceed (NTP) (in order to establish a common baseline among all offerors, assume NTP date of January 5, 2023) to contract completion, including but not limited to preconstruction meetings and submittals, design and design phase approvals, utilities, demolition, material lead times, utility installations, testing/adjusting/balancing, construction and post-construction submittals, close-out.
