IDIQ Road Work for the Colville National Forest Page 1 of 4
836F ROAD DECOMMISSIONING (05/04)
A SCOPE
Work includes the closing and decommissioning of roads to use by motorized vehicles, restoring natural drainage patterns, and returning the roadway to resource production using one or a combination of methods. The roads are located on the Colville National Forest.
Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies, incidental supplies necessary to perform all work described in accordance with drawings and specifications of the contract. Contractor will be paid for actual work performed.
The Contractor shall assume all risk, loss, damage, or expense arising out of prosecution of the work, except as otherwise provided in the contract.
B DESCRIPTION OF WORK
Work includes removal and disposal of culverts and gates, scarifying or ripping roadbeds, roadbed treatments with excavator, water barring, seeding and mulching, and installing road closures devices.
This work may be ordered as individual work items.
C TECHNICAL SPECIFICATIONS
Description
This work shall consist of closing and decommissioning designated roads and restoring drainage facilities to the original hydrological function.
Items listed on the contract SCHEDULE OF ITEMS may require additional work requirements such as clearing in order to accomplish the work requirements. If no work item is listed for the additional work, it will be considered incidental and included in payment for pay items shown.
For the purpose of this specification the project Road List and Work Description Lists are considered part of the Drawings.

Clearing and Slash Treatment
Clearing may be necessary in order to complete a work item. Remove vegetation from fill slope, back slope, and ditch lines prior to excavation and placement of excavated material. Unless otherwise shown on SCHEDULE OF ITEMS, clearing is incidental to other pay items and will not be paid separately.
(a) Performance. When clearing is needed, it shall be accomplished as follows:
(1) Clearing slash shall be scattered on disturbed areas and shall not be incorporated in embankment material unless otherwise SHOWN ON THE DRAWINGS.
(2) Unless otherwise SHOWN ON THE DRAWINGS, the materials generated will not need to be limbed and lopped.
(3) Materials shall be positioned in a stable position to prevent rolling.

(4) Generated Materials that create such a deep or thick mat that they will prevent seeding, ripping, or other ground surface treatments called for shall be further scattered or moved off disturbed areas.
836F.01
Road Closure Berm
Road Closure Berms shall be constructed as SHOWN ON THE DRAWINGS, at the locations designated by the Contracting Officer.
836F.02
Recontouring
Recontouring shall be completed as SHOWN ON THE DRAWINGS, at the locations designated by the
Contracting Officer. Recontouring consists of replacing the excavation material with the embankment material to approximate the original shape of the ground prior to road construction. The finished surface shall be sloped to drain, with the top 6 inches of material left in an uncompacted condition suitable for seeding.
836F.03
Ripping
This work, where SHOWN ON THE DRAWINGS, shall consist of ripping an existing roadbed, including turnouts and landings, by ripping or loosening the roadbed and other designated areas with a standard ripper.
The distance between multiple ripper shanks shall not exceed 4 feet. The design of the shank and tooth will be such that the treated soils are slightly lifted and fractured rather than plowed, mixed, or displaced.
Furrows made by ripping shall not exceed 3 feet apart.
Ripping shall be accomplished to within 2 feet of the back slope and 2 feet of the outer edge of the road unless otherwise SHOWN ON THE DRAWINGS.
Ripping shall be accomplished to a minimum depth of 18 inches. The Contracting Officer may agree to a lesser depth when excessive rock is encountered. Ripping will not be allowed when crossing draws, nor at waterbars.
Ripping shall be done in a sequence so that equipment will not be driven back over the areas thereby re-compacting the soils. The exception to this is when materials from Embankment Pullback or Draw
Rehabilitation are to be deposited on the roadbed. Where excavated material is placed on the roadbed and ripping is called for, the area shall first be ripped prior to placement of material.
836F.04
Outsloping
Designated roads or segments shall be outsloped by pulling material from the road fill section towards the back slope. Pullback material shall be spread over the roadbed and ditch forming a minimum outslope equal to the grade and dimensions SHOWN ON THE DRAWINGS or 10% where not shown. Any existing ditches at the toe of the back slope shall be filled.

836F.05
Embankment Pullback
Designated roads or segments shall have embankment pulled back to limits and slopes SHOWN ON THE
DRAWINGS. Excavated material shall be placed at designated locations against back slopes or on flats, unless otherwise SHOWN ON THE DRAWINGS, sloped to drain, and left in an uncompacted condition.
836F.06
Seeding
Place specified seed mix on all disturbed areas where SHOWN ON THE DRAWINGS or directed by the
Contracting Officer. To control erosion as soon as ground disturbing work has been accepted. Hand operated seeding devices shall be used to apply seed.
Seed
Seed rates are based on pure live seed. If seed is unavailable for purchase, contact Ranger District
Specialist for substitutes. Seed as listed below shall be applied at the specified rate per acre:
Species lb/acre
Sheep Fescue, Covar 7
Intermediate Wheatgrass 7
Streambank Wheatgrass, Sodar 4
836F.07
Mulching
Furnish and place weed free straw or wood fiber mulch on disturbed areas where, and as SHOWN ON
THE DRAWINGS or directed by the Contracting Officer. Mulching shall be done following acceptance of ground disturbing work and 836F.12 Seeding, when listed on SCHEDULE OF ITEMS.
Mulch materials shall be applied at the application rate of at approximately 2 tons per acre.
836F.8
Measurement
Use the method of measurement that is designated in the SCHEDULE OF ITEMS. Only those items listed in the SCHEDULE OF ITEMS will be measured.
(a) Measurement for Pay Items with Pay Unit as EACH will be the actual count of the number of items.
(b) Measurement for Pay Items with Pay Units as MILE will be measured along the centerline of the roadway from the beginning of that work to the end of that work. Distance will be measured to the nearest one-hundredths mile.
(c) Measurement for Pay Items with Pay Units as LUMP SUM (L.S.) will be measured as one complete unit. All other items are considered incidental and will not be measured or paid separately.
(d) Measurement for Pay Items with Pay Units as ACRE will be the actual slope distance acres measured to the nearest one-hundredth (0.01) acre.
