Cleaning of Off-Road Equipment. The Contractor shall wash all equipment except for hauling vehicles prior to entering National Forest Land. Remove all soil which could contain noxious weed seed. Remove grease and oil from drive mechanisms which would be discharged into the stream when equipment is operating. Prior to transporting equipment to the site, assure that the equipment's hydraulic, lubrication and fuel systems are free from leaks. Maintain equipment to be free of leaks in the hydraulic, lubrication and fuel systems while in the project area.
Mobilization. This work consists of moving personnel, equipment, material and incidentals to the project and performing all work necessary before beginning work at the project site. Mobilization includes obtaining permits, insurance and bonds.
Mobilization will be paid as a Lump Sum, at the bid amount, which will be complete payment for all work described in the contract, and necessary to complete the work for this item. Progress payments for mobilization will be paid as follows:
• Bond premiums will be reimbursed according to FAR Clause 52.232-5 Payments Under Fixed-price Construction Contracts, after receipt of the evidence of payment.
• When 5 percent of the original contract amount is earned from other bid items, 50 percent of the mobilization item or 5 percent of the original contract amount, whichever is less will be paid.
• When 10 percent of the original contract amount is earned from other bid items, 100 percent of the mobilization item , or 10 percent of the original contract amount, whichever is less, will be paid.
• Any portion of the mobilization item in excess of 10 percent of the orignal contract amount will be paid after final acceptance.
Developing the Lane Creek Riprap Pit. This work consists of all work, equipment and materials needed to clear, remove overburden, and produce 7,000 cubic yards of riprap. Produce riprap sizes predominately between 2’ cubic size (2’ by 2’ by 2’) and 5’ cubic size (5’ by 5’ by 5’).
Remove all overburden from the pit development limits, including all clearing slash. Cut merchantable trees and deck them at the location shown in the plans. Strip overburden and all clearing slash, including unmerchantable size trees in one operation and stockpile this material in the location shown on the plans.
Set up the drill hole pattern within the proposed development limits shown on the pit development plan. Begin the drill hole pattern adjacent to the uphill road edge and proceed uphill with the pattern until the quantity of 7,000 cubic yards is produced. Maximum drill hole depth is the elevation of the adjacent Forest Service Road 2000222.
Estimate the cubic yards of riprap produced by measuring each drill hole depth and multiplying the depth by one half the drill hole spacing squared, divided by 27 to get the cubic yards of material produced at each drill hole.
Sum the cubic yards produced at each drill hole to meet the riprap production quantity of 7,000 cubic yards.
Growden Energy Dissipater Project A RFQ AG-05G1-S-09-0010 Three Rivers Ranger District Page 11
Utilize controlled blasting techniques and other measures so that no fly rock reaches the high voltage power lines down hill of the Lane Creek Riprap Pit.
Constructing the Energy Dissipater. This work consists of excavating and sorting riprap in the Lane Creek Riprap Pit, hauling riprap to the energy dissipater at the Growden Dam Heritage Site, diverting Sherman Creek into the alternative channel, and excavating out the energy dissipater site and placing riprap to construct the energy dissipater.
Sort riprap so that 50 percent of the rock is between 16” and 24” cubic dimension and 50 percent of the rock is between 6” and 16” cubic dimension.
Dewater the energy dissipater area by excavating out the upstream end of the alternate channel shown in the plans. Excavate the upstream end of the channel to a sufficient depth that the surface flow out of the pool at the outlet of the box culvert through the dam is completely diverted into the alternate channel.
Excavate for the energy dissipater to the elevations and dimensions shown in the plans and staked by the COR.
Place excavated material to the upstream side of the energy dissipater so as to block off the existing outlet of the pool at the outlet of the box culvert. Compact the deposited material by operating equipment over it. Dump and haul riprap to the energy dissipater off the face of the dam and away from the pool at the outlet of the existing box culvert through the dam. Move the riprap material into place in the excavated energy dissipater and pack down with the excavator bucket to form a dense mat of rock which conforms with the configuration shown in the plans.
Measure excavation by the average end area method, in place prior to excavation. Measure riprap in place after the energy dissipater is constructed.
Complete Installation of Diversion Culvert. This work includes placing the inlet and outlet sections on the existing diversion culvert at the Growden Dam Heritage Site. Haul the culvert segments to the appropriate end of the existing diversion culvert. Access the outlet end of the culvert by traveling down the face of the dam or by another route agreed to by the Contracting Officer. Do not access the outlet by traveling over the existing diversion culvert. Cut the outlet section to fit the constructed energy dissipater and push the belled end onto the end of the existing culvert. Utilize culvert joint lube supplied by the Government to facilitate joining the culvert sections. At the inlet of the existing diversion culvert, cut the 48” to 36” culvert reducer section to the length specified by the Contracting Officer. Limit the flow into the culvert work area by building a berm with streambed material around the area. Clean out the belled end of the existing culvert and roughly grade out the culvert bed for the inlet culvert section. Lubricate the bell and spigot ends of the culvert segments to be joined with lubricant provided by the Government and install the culvert segments by pushing the spigot end of the reducer onto the belled end of the existing culvert. Pack material excavated from the streambank around the culvert haunches and backfill over the top of the inlet culvert segment at the joint as directed by the Contracting Officer. Grade the streambank as directed by the Contracting Officer to keep the stream in the existing stream channel.
Work Area Signs. Forest Service will install and maintain construction signs at the construction site and at the other locations shown in the plans.
