About this file
This is Addendum #5 to Request for Proposal 27-87787 issued by the Indiana Department of Administration on behalf of the Indiana Department of Correction for comprehensive correctional health services. The addendum revises the proposal submission deadline from October 5, 2026 to October 16, 2026 at 3:00 PM Eastern Time. The services encompass primary care, urgent and emergent care, infectious disease management, infirmary care, dialysis, physical therapy, optometry, women's health, telemedicine, mental health and addiction recovery services, dental services, electronic health record management, specialty care, hospital services, and re-entry planning for approximately 25,000 to 28,000 incarcerated individuals including up to 1,000 Immigration and Customs Enforcement detainees across eighteen adult facilities, three juvenile facilities, and ten parole districts. The contract term is three years from execution with two optional two-year renewal periods for a potential total of seven years. A mandatory pre-proposal conference was held on August 26, 2026, and written questions were due August 27, 2026. Evaluation and award activities were scheduled for October through November 2026.
The addendum corrects formulas in the Cost Proposal template by removing duplicate equipment line-item entries on line 23 and updating calculation formulas for three-year contract pricing (lines B42, B43, G42, G43, L42, L43) and optional two-year renewal pricing (lines B43, B44, H43, H44). Respondents must use Cost Proposal v2 for submission to ensure accurate total pricing calculations. All outpatient medical claims are reimbursed at Medicare plus 4 percent, while inpatient hospital claims require the vendor to reimburse IDOC approximately 33 percent quarterly. Pricing must remain firm for 180 days from award and fixed throughout the initial three-year term with no inflation adjustments permitted. A 3 percent Indiana Veteran Owned Small Business subcontractor participation goal applies with up to 5 points available for meeting or exceeding the goal plus 1 bonus point, and an additional 5 points are available under the Buy Indiana Initiative for qualifying Indiana companies. The incumbent vendor is Centurion Health of Indiana, LLC, under a contract expiring March 31, 2027.
