This addendum is due to a question received after the Q&A responses had been posted. To ensure transparency, the State elected to answer this question via Addendum #3 which would allow all possible respondents the same information.
Question:
During our review, we noted that the solicitation continues to contain substantial pharmacy-related responsibilities within the Correctional Health Services scope, including pharmacy and medication administration requirements, MAT services, consultant pharmacist requirements, discharge medications, blood products, and various medication management activities.
At the same time, the Scope of Work redline associated with Addendum 1 appears to reference pharmacy services being contracted separately without redline changes removing certain pharmacy services from other areas of the RFP or clarifying the scope of the upcoming newly appointed third-party vendor.
As a result, our team was uncertain whether the State's intent is:
1. For some pharmacy services to remain part of the comprehensive Correctional Health Services contract; or
1. For the State to separately procure and manage a pharmacy contract and vendor for all pharmacy services.
If the latter is the State's intent, respondents may benefit from additional clarification regarding which pharmacy-related responsibilities and costs remain the responsibility of the Correctional Health Services contractor versus the separately contracted pharmacy vendor. Areas that may benefit from clarification include, but are not limited to:
1. Specialty pharmaceuticals
1. Hepatitis C medications
1. HIV medications
1. MAT medications
1. Blood products
1. Consultant pharmacist services
1. Medication administration support
1. Release/discharge medications
1. Other pharmacy-related costs or services referenced throughout the solicitation
State Response:
The separate pharmacy contract will provide medications that the Health Services vendor orders. The pharmacy will receive the order, process it, and deliver the medications to the facility. The Health Services vendor is responsible for receiving the medications, processing the medications, and administering/issuing the medications to our patients.
If the Health Services provider orders MAT meds for a patient, the pharmacy vendor will receive the order, process it, and deliver to the facility. The HS vendor will receive the medication, process it and administer it.
The consultant pharmacist in the Health Services contract will provide a check and balance on the process and conduct the quarterly pharmacist review/audit.
For discharge medications, the Health Services vendor will order according to HCSD 2.15 A/Y. The pharmacy vendor will supply the medication for the Health Services vendor to issue at release.
Same for blood products.
