About this file

This is an Addendum to the Invitation to Bid issued by Brevard County, Florida, for the BCGC-North Exterior Restoration project (B-2-26-25). The addendum clarifies critical specifications and scope requirements for the exterior restoration of the six-level, 81,194 square-foot government building located in Titusville, Florida. Key clarifications include: expansion joints at transitions between precast concrete panels and curtain wall assemblies shall receive double sealant bead applications rather than pre-manufactured joint systems; vertical mullion covers require sealant removal and replacement with re-securing of 25 mullions in the base bid plus unit pricing for additional or fewer mullions; all existing sealants must be fully removed prior to new installation with contractor-performed substrate preparation and adhesion testing; contractors are responsible for determining appropriate access methods without existing swing stage anchors; and the project completion schedule of 150 calendar days for Substantial Completion plus 30 additional days for Final Completion represents the overall duration, while the schedule on Sheet A7.1 reflects individual facade drop sequences that may be performed concurrently. The revised Price Sheet (Attachment B) and Drawings (Attachment C) with revision date April 3, 2026, have been added to the bid package. The sealed bid opening remains scheduled for Tuesday, April 14, 2026, at 10:00 AM, with all other terms and conditions unchanged.

The addendum addresses technical compatibility and execution concerns raised during the pre-bid phase, establishing that no prior compatibility testing of existing sealants has been conducted and that the contractor bears full responsibility for substrate verification and adhesion testing in accordance with manufacturer requirements. Contractors must provide qualified estimates for all work, including the base bid mullion re-securing costs and unit pricing for potential variations in mullion quantities. No changes were made to pricing terms, bid bond requirements, insurance obligations, contract duration, liquidated damages ($500 per calendar day), warranty specifications, or other original solicitation terms and conditions outlined in the primary bid package.

ADDENDUM 1

TO ALL PROSPECTIVE BIDDERS

This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Please acknowledge receipt of Addendum 1 in space provided on Price Sheet. Bidders are requested to acknowledge receipt of this addendum with their bid.

1. CLARIFICATION TO QUESTIONS RECEIVED:

Question 1: Can you please identify where the existing expansion joints are (identify on the plans) and what pre-fabricated joint we are to use.

Answer 1: Locations of expansion joints are located at the transitions between precast concrete panels and curtain wall assemblies. Pre-manufactured expansion joints (e.g., Emseal Colorseal) are not required for this project. Expansion joints shall be treated with a double sealant bead application in accordance with detail D/A5.2 on Drawing Sheet A5.2.

Please see Revised Attachment C – Drawings, Addendum 1 revision date 4/3/2026.

Question 2: Photograph 8/A6.3 states “replace all vertical mullion covers”. This is contrary to Note 1.1 that only requests resecuring 25 unsecured mullion covers. Which is correct?

Answer 2: Full replacement of the vertical mullion covers is not required. All sealants associated with vertical mullion covers shall be removed and replaced. Mullion covers shall be adjusted as needed and re-secured at all locations where they are loose or displaced.

The Contractor is to include in the base bid the cost to adjust and re-secure 25 mullions.

The Contractor shall also provide a unit cost to re-secure one mullion cover. If this quantity is not used, the County will receive a credit for the unused quantity based on this same unit cost. If the quantities used are more than 25, payment to the Contractor shall be at the same unit price. If any mullion covers are found to be damaged, the Contractor shall notify the County in accordance with the Contract’s General Conditions, Article 7.1.6 for review and direction.

Question 3: Have studies been conducted to verify prior sealants used in the building previously are compatible with the new specified materials.

Answer 3: No compatibility testing of existing sealants has been performed. All existing sealants shall be fully removed prior to installation of new sealants. The Contractor shall perform substrate preparation and adhesion (pull) testing in accordance with the sealant manufacturer’s requirements prior to full application to verify proper adhesion.

Question 4: Is the building set-up for using a swing stage platform?

Answer 4: No existing swing stage anchors are present at the roof level. The Contractor shall be responsible for determining appropriate access methods and providing any required equipment necessary to perform the work.

Question 5: The sample Contract states the work is to be completed in 150 calendar days + 30 additional days for punch list work (180 total days) but the schedule shown on Sheet A7.1 shows 32 weeks, or 224 calendar days. Can you please clarify?

Answer 5: The Contractor shall have 150 calendar days from issuance of the Notice to Proceed to achieve Substantial Completion of the project. The Contractor shall have an additional 30 days from Substantial Completion to achieve Final Completion of the project or 30 calendar days after the County’s receipt of the Substantial Completion Punchlist, whichever is greater. The schedule shown on Sheet A7.1 represents a suggested sequencing duration for individual façade drops and is not intended to reflect the overall project duration. Multiple drops may be performed concurrently; therefore, the total project duration is not the sum of the durations indicated on the drawings schedule.

2. Added Revised Attachment B – Price Sheet

3. Added Revised Attachment C - Drawings

**Please note that the bid opening date and time remains Tuesday, April 14 @ 10:00 AM.

All other terms and conditions remain unchanged.
