DEPARTMENT OF THE AIR FORCE
HEADQUARTERS AIR COMBAT COMMAND
ACQUISITION MANAGEMENT AND INTEGRATION CENTER
JOINT BASE LANGLEY-EUSTIS VA
18 July 2016
MEMORANDUM FOR INDUSTRY
FROM: ACC AMIC/DRX
11817 Cannon Blvd, Suite 306 Newport News, VA 23606
SUBJECT: Request for Information (RFI) and Rough Order of Magnitude (ROM) for Nellis AFB Adversary Air (ADAIR) Business Case Analysis (BCA)
1. THIS IS FOR INFORMATION AND PLANNING PURPOSES ONLY. Responses are requested by 1600 Eastern Time on 15 Aug 2016. The Government is seeking industry input from all sources (small and large business) at this time. The Government plans to consider all information submitted in response to this request as part of the ADAIR analysis.
2. The United States Air Force, Air Combat Command, Acquisition Management and Integration Center (ACC AMIC), Joint Base Langley Eustis, VA, is in the process of determining Industry’s ability to provide future-state ADAIR services to support the USAF Warfare Center (USAFWC) for the 57th Wing Weapons School and Red Flag training, as well as Nellis Operational Test and Evaluation missions. The ADAIR effort has been approached by the Air Force in a 3-phased process: Phase I – Proof of Concept (existing sole source contract to Draken International); Phase II – Mid-Term Coverage (in progress competitive acquisition); and Phase III – Advanced Adversary Air. This RFI/ROM request is in reference to Phase III only.
3. There is currently a significant gap between CAF-wide training requirements and ADAIR support availability, resulting in a shortage of 30,000 to 40,000 sorties per year. The problem is most acute at Nellis AFB, with the FY16 deficit projected at ~3,000 sorties and increasing in the future. ACC AMIC, under direction of the Air Combat Command Vice Commander (ACC/CV), has been chartered to perform a Business Case Analysis (BCA) for Phase III that will identify/analyze various courses of action (COAs) in order to determine the most cost-effective business solution that meets statutory, regulatory and mission requirements with the focus being on Nellis AFB due to the immediate need. As ACC’s strategic sourcing lead, AMIC was tasked to investigate organic (government-provided) and outsourced (Industry-provided) solution sets, and provide a recommended way forward for ACC/CV approval. The 99th Contracting Squadron (99 CONS) at Nellis AFB is currently managing the Phase I effort, and in the process of competing the Phase II effort, which will overlap with the Phase III timeframe and provide a stop-gap measure while a long-term solution is developed and executed. In order to leverage resources and maximize business expertise, 99 CONS and AMIC are working together with mission partners to ensure consistency and communication throughout the phased process.
4. The Phase III Advanced ADAIR is a projected long-term solution to meet USAFWC ADAIR requirements, and will provide sorties that represent an advanced, realistic, non-western air-to-air (A-A) combat threat. The mission will be conducted at Nellis AFB, with a possible deployable capability. Phase III will include a potential combination of ownership, operations, maintenance, and performance of tactically-relevant aircraft for A-A tracking, targeting, and ADAIR operations, to include associated equipment systems that interface with various platforms and ground force personnel. ADAIR sorties will augment the current USAF Aggressor force in support of training and test requirements.
5. The BCA notional timeline is as follows:
Market Intelligence Gathering – Jul/Aug 2016
Develop/Analyze COAs – Sep/Oct 2016
Position Paper Development – Oct 2016
Review/Coordination – Nov 2016
Approval – Dec 2016
If Phase III requires an outsourced solution, the estimated timeline for source selection/award would be from Dec 2016 to Dec 2018, with a transition/sourcing period from Dec 2018 to Dec 2019. Please note: This is an estimated timeframe and it is the responsibility of the interested parties to monitor the Federal Business Opportunity website at www.fbo.gov for all subsequent postings.
6. Request you review each of the following attachments described and provide a thorough response based on the information needed. Attachment 1, Statement of Objectives (SOO), provides the initial objectives/thresholds of the Phase III effort. Attachment 2, Requested Information, is a list of essential items in which your response is necessary in order to fully develop COAs and shape any potential resulting acquisition strategy. Please note: The Government is considering a possible hybrid approach as a COA; therefore, we request that all cost data be broken-out per component (i.e., aircraft, modifications, fuels, personnel, support equipment, etc.) as opposed to being rolled up into a total cost per flying hour. Please include any assumptions made, perceived risks, and proposed solution-sets to meet the SOO requirements.
7. This is not a formal Request for Proposal (RFP), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. Please submit the requested information to this office by NLT the closing date and time (15 Aug 16, 1600 Eastern Time) to Mr. Steve Brannen at stephen.brannen@us.af.mil and Ms. Tiffany Bray at tiffany.bray@us.af.mil. Request that you use title “[Company Name] – RFI/ROM for ADAIR Phase III” in the e-mail subject line. Please include the following information about your organization in your response:
Name of Organization Address Telephone Number Point(s) of Contact E-Mail Addresses Cage Code DUNS Number Size of Business: ________Small ________Large
8. The internet and e-mail shall be used as the primary means of disseminating and exchanging information. Hard copies of documents posted on FBO will not be made available. The Government will provide an email confirmation acknowledging receipt of information submitted. If you have difficulty in emailing your response and/or confirmation of receipt is not received, then you are encouraged to contact Mr. Brannen at (757)764-9128 or Ms. Bray at (757) 764-9471 or the undersigned at (757) 764-9162.
