MEMORANDUM FOR INTERESTED CAF ADAIR PARTIES
FROM: Headquarters Air Combat Command (ACC) Acquisition Management and Integration Center (AMIC)
SUBJECT: Solicitations No. FA4890-17-R-0007 - Combat Air Forces (CAF) Adversary Air (ADAIR) Acquisition Update
1. The team would like to make you aware of some developments impacting the acquisition and provide an opportunity for your feedback and/or questions. Some of these developments are creating significant unknowns making it difficult to finalize the strategy and structure of the contract.
a. Defense Procurement Acquisition Policy (DPAP) – Office of Undersecretary of Defense
(OSD) Involvement. DPAP has determined this acquisition will not be a special interest item. Therefore, an Acquisition Strategy Review with OSD will not be required and AFPEO/CM has been delegated acquisition authority. Peer Reviews will still be conducted.
b. Acquisition Schedule. There are currently three timeline scenarios. Two are based on streamlined vs. non-streamlined reviews. The third is based on the implications associated with this acquisition being subject to the National Environmental Protection Act (NEPA) and Strategic Basing, which I will detail in the subsequent paragraph. There is one component remaining in the streamlined reviews requiring approval.
c. Funding. As with any acquisition, CAF AdAir is subject to the availability of funds. ACC, in coordination with Headquarters Air Force is seeking full funding in FY19 for all 12 operating locations. In the event, full funding is not approved, the solicitation will be structured to award task orders based on prioritization and the funding that is received (i.e., four to five of the 12). Funding is also impacted by the NEPA process.
d. Change to Multi-Functional Team (MFT). Mr. Robert Anderson, ACC AMIC/PMS has been added to the team as the Deputy Program Manager.
2. An Environmental Impact Analysis Process (EIAP) must occur prior to task order award and performance start. The environmental planning function is the NEPA Center (AFCEC/CZN), with SAF/IEI, Deputy Assistant Secretary of the Air Force for Installations, providing oversight. The trigger point to initiate the process is an AF Form 813 and Description of Proposed Action and Alternatives (DOPAA). Prior to drafting this documentation, unit self-assessments needed to be completed to cement the Air Force’s ability to provide on-base space for performance. The unit self-assessments are wrapping up and efforts are underway to begin drafting the required documents for approval this month. Some locations may only be subject to an Environmental Assessment (EA) vs. a full blown Environmental Impact Statement (EIS) assessment. The main impact being time to execute: 12 months vs. 18-24 months, respectively.
In terms of basing, resources cannot be expended (i.e., a task order awarded) until approval is received. This process can be worked concurrently with the environmental process. Bottom-line, as things stand today, we have the ability to have a contract awarded prior to when the environmental process can be completed, creating up to a year gap or more for actual task order performance start at some locations. Both the Secretary of the Air Force and Headquarters Air Force sides of the house are engaged to investigate how to streamline and accelerate the process within the confines of the law. Please see below for the timeline scenarios.

As stated above, despite the acquisition being completed, task order performance start could be delayed further by the environmental process, with performance start not occurring at some locations until May 2020 or Jan 2020. This would require proposals being valid past 365 days to accommodate the gap at some locations. Please see the below question. The results will impact the structure of the evaluation criteria, pricing, and approach for the IDIQ-level vs. task order awards. At the time of final RFP posting all of this would be defined and stipulated for proposal compliance.
Question: What is the maximum amount of time your company would be willing to honor your proposed pricing?
3. We are committed to keeping you informed on significant developments, and are available to discuss any of your concerns. If you have any questions or require any further clarification regarding this update, please contact Mr. Steve Brannen at 757-764-9471 or Capt Hannah Kosirog at 757-225-2153.
