MARKET RESEARCH

Questionnaire for Small Business Concerns

For

Adversary Air

Air Combat Command, Acquisition Management Integration Center (ACC AMIC), Joint Base

Langley-Eustis, VA, anticipates procuring realistic advanced adversary air threats from commercial ADAIR sources to support pilot combat readiness training. As part of the

Government’s continuous information exchange with Industry while formulating the acquisition strategy, the Government requests your assistance in determining if this requirement should be set-aside 100% for small business concerns under the auspices of Federal Acquisition Regulation

(FAR) Part 19.

In order for the Contracting Officer to make a determination to set-aside any acquisition, there must be a reasonable expectation that offerors can satisfactorily perform contract requirements and that award will be made at fair market prices. Total set-asides cannot be made unless such a reasonable expectation exists. The Government believes it is mutually beneficial to all interested parties to make this determination as early as possible in the acquisition process. If your firm intends to submit a proposal as a Prime contractor for this effort, you must respond to the following questions/requests regarding your experiences, capabilities, and intentions. Please limit your entire response to all questions/requests to 10 pages. The Government is not requesting technical and/or management proposals at this time. Your responses will be used in the formulation of an acquisition strategy solely for the Market Research purposes of the

Government.

1) Do you intend to submit a proposal as a prime contractor for this requirement?

2) Submit evidence of experience and ability to provide program management of a large and technically complex pilot combat readiness services type contract. Provide references and points of contact.

3) Please include brief information on your company’s technical and financial resources to be able to meet the program requirements of this nature and size as detailed in the documents posted to the Federal Business Opportunities website.

4) Please address your company’s ability to manage and integrate subcontract efforts.

5) Include evidence of your company’s ability to provide program management of sites at geographically-dispersed locations for services similar to those in the Performance Work

Statement (PWS).

6) Specifically address the up-front capital investment to acquire necessary aircraft and ability to hire qualified personnel.

7) Submit a statement that your company is certified and qualifies as a small business concern as specified for service industries with North American Industry Classification

System (NAICS) Code 611512, Flight Training, with a corresponding size standard of

$27.5M in average annual receipts (usually is the average of the concern’s receipts for the last three completed fiscal years). If you are requesting a set-aside action other than a small business set-aside, please identify the appropriate set-aside program for which you wish to be considered.

This information will only be used for Market Research purposes and will not be used for proposal evaluation later. All information received will be protected and safeguarded as Source

Selection information in accordance with FAR 3.104, Procurement Integrity. Again, please submit your responses via email to hannah.kosirog.1@us.af.mil no later than 4:00 p.m. Eastern

Daylight Time on 30 Jan 2017.

The ACC AMIC/PKB point of contact for subject requirement is Capt Hannah Kosirog, Contracting Officer (757) 225-2153.
