ADAIR RFI Attachment 2
REQUESTED INFORMATION
Nellis Adversary Air (ADAIR) Support
1. Please refer to the Attachment 1 - Statement of Objectives (SOO) and provide a response that addresses each of the following questions/considerations in the format of your choice. Include any related assumptions, issues, and risks, as well as ALL associated costs. This information will be used to develop Courses of Action (COA) and to shape any resulting acquisition strategy. The Government is considering a possible hybrid approach as a COA; therefore, we request that all cost data be broken-out per component (i.e., aircraft, modifications, fuels, personnel, support equipment, etc.) as opposed to being rolled up into a total cost per flying hour.
1.1. Aircraft
1.1.1. Per the objective and threshold aircraft attributes listed in Appendix 1 of the SOO, identify what aircraft can be provided with the required capability. Clearly identify what objective/threshold capability could be provided. The Government needs to understand the cost differences associated with objective vs. threshold capabilities. If any of the capability cannot be provided, please identify what would be provided as substitute capability.
1.1.2. What would you require as a realistic timeline to provide capable/compatible aircraft or a suitable substitute and the associated operations and maintenance support?
1.1.3. What would you recommend as a realistic MDS mix, if applicable, and total number of aircraft to meet the sortie requirements?
1.1.4. What are the State Department requirements for aircraft import?
1.1.5. Identify air worthiness certification considerations/concerns
1.1.6. Identify differences in approach/price for contractor-provided aircraft vs. government-provided or leased aircraft
1.2. Sustainment
1.2.1. Provide explanation of required support equipment and any special requirements
1.2.2. Identify maintenance considerations/concerns
1.2.3. Identify life-cycle sustainment considerations/concerns
1.3. Location
1.3.1. Provide approach for on-base vs. off-base operations
1.3.2. Provide approach/concerns with contractor-provided temporary facilities (i.e., trailers) on Nellis AFB
1.3.3. Identify commercial airport limitations/concerns
1.3.4. Identify deployment considerations/concerns
1.4. Pilot Qualifications
1.4.1. What would you recommend as a realistic number of pilots needed to fulfill the sortie requirement?
1.4.2. Are there any additional pilot qualifications you would suggest in order to maximize training/test and evaluation for the USAFWC?
1.5. Liability and Insurance
1.5.1. Identify any concerns with contractor vs. government responsibilities
1.6. Debriefings
1.6.1. Address how you’d fulfill the briefing/debriefing requirement if stationed anywhere other than Nellis AFB
1.7. Contracting Considerations
1.7.1. Identify the desired length of contract to recoup investment costs
1.8. Provide general risk assessment
1.9. Again, request itemized cost detail to assist Government pricing various options
