SOURCES SOUGHT NOTICE
THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING
PURPOSES ONLY. THE SOURCES SOUGHT MARKET RESEARCH CLOSES AT
1600 EDT ON 30 JANUARY 2017. The Government is seeking industry input from all sources at this time to determine if this acquisition should remain a total small business set-aside under the auspices of the Federal Acquisition Regulation (FAR) Part 19. Small Business concerns are highly encouraged to respond to this request. The applicable North American Industry
Classification System (NAICS) for this requirement is 611512 with a size standard of $27.5M.
Interested parties must be registered in the System for Award Management (SAM) under NAICS
611512.
Air Combat Command, Acquisition Management Integration Center (ACC AMIC), Joint Base
Langley-Eustis VA, is in the process of determining the acquisition strategy to obtain non-personal services to provide realistic advanced adversary air threats from commercial ADAIR sources to support pilot combat readiness training. The contractor will perform to the standards specified in this contract. The Government will identify the required threshold and objective aircraft performance attributes needed to progressively expand aircraft system capabilities to replicate peer combatant threats. CAF ADAIR contractors will support multiple customers/locations across the CAF with Operations and Maintenance services. Contractors shall provide complete ADAIR services including, aircraft, pilots, aircraft maintenance, program and contract management to meet PWS and task order requirements. Contractor operations may be located on or off-station as required to best support tasked operating locations (OLs).
The period of performance will cover a 120 day Phase-In period, 1-base year period, and 6 one-year option periods. The Government expects to make an award on or about 4 Jan 2019, with the
120 day Phase-In period of (7 Jan 2019 – 10 May 2019) and actual performance start date of 13
May 2019. This acquisition will be issued as a Draft Request For Proposal (RFP) on or about 24
Jul 2017. Please note this is an estimated posting time, and it is the responsibility of the interested parties to monitor the Federal Business Opportunity website/FedBizOpps for all subsequent postings. A draft Performance Work Statement (PWS), Market Research Questions
(Attachment 1), and Industry Day Questions (Attachment 2) are posted in conjunction with this notice to provide the size, scope, and complexity of this requirement. Appendices and other documents are still in development and the government will post draft versions as they become available prior to industry day.
The Government is seeking industry input to determine if there are adequate small business concerns that are capable of performing the follow-on requirement under the auspices of the
Federal Acquisition Regulation (FAR) Part 19. A determination regarding the set aside status for this effort has not been made. This is not a formal Request for Proposal (RFP), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. Interested small business concerns should submit a capabilities package (please limit to no more than 10 pages total) outlining their key business abilities relevant to the performance of this requirement and addressing the questions found in Attachment 1 to this notice. All companies are encouraged to respond and submit the requested information to this office no later than 1600 EDT on 30 Jan 2017.
Note: Offerors responding to this notice as a small business concern must be certified and qualified as a small business under NAICS 611512, registered in the System for Award
