Problem Statement
Problem Statement: Nellis organic resources do NOT meet Nellis High-End requirements.
FY15 ADAIR Deficit 3,418 sorties
FY16 ADAIR Deficit 3,742 sorties
Inadequate support to USAFWS syllabus for ½ each year
Insufficient capacity/capability for Red Flag
Nellis ADAIR rqmt will grow with increase in 5th Gen support
2014 RTRB Open Action Item Recommended Solution: Develop options to meet High-End adversary replication capability and capacity for USAFWC
ACC Nellis ADAIR Working Group (1 Dec 14) Task: Develop potential solutions for the short-term (‘15-17) and mid-term (‘18-22)
Long Term solution (>’22) will be supplemented by L/VC
Nellis ADAIR Requirements
FY17 ADAIR Requirements: 6,398 9,700 sorties
USAFWS 3,700 6180
57 OG (Red/Green Flag) 1,316 1400
53 TEG 1,382 1900
64 AGRS In House 220
Daily Sortie Generation Capacity:
Red Flag baseline requirement 14x12 (10 weeks/year)
Peak Weapon School requirement 24x16 (>10x8 24 weeks/year)
Capability Requirements Support 30-90 minute Nellis VUL (AAR required for 90 min Ex Red Flag VUL)
Replicate current 4th Gen / 4th Gen Plus Threat / future near-peer and peer threats
Maneuverability, Systems, Weapons, EA, Datalink
Where We Are
Mission
AAS Proof of Concept
Provide support for the 57 ATG with Adversary Air Support (AAS) sorties in order to facilitate the Weapons School, Red Flag, and Operational Test adversary support. AAS sorties will simulate non-western threat aircraft capabilities in an air-air environment and integrate as part of the USAF
Aggressor force in support of the Nellis AFB adversary air requirements.
Key Contractual Aspects
Draken continues on ID/IQ
11 (10) A-4’s On Station
6 x 4 is the scheduled contract
Fly 80% Radar Equipped / 20% EA aircraft
188 Pods are GFE (P5 Pods as well)
L-159’s Begin Arriving in October
3 Initially…2 additional ever other month
Deployment capability in current contract
Utilizing availability during Nellis periods
Excess capacity available to support FTUs
Must provide GFR and COR support
Concept proven at Luke AFB, AZ
Minimum Specifications
AAS Proof of Concept
Aircraft minimum specifications
350 Knots Indicated Airspeed (KIAS) at an elevation of 25,000 MSL
Sustain maximum +7G and -3G turns
Maintain loiter time of no less than 60 minutes on station, 100 NM from base
RADAR
Fire-Control Radar (FCR) capable of targeting data on a 2M target out to 20 nautical miles.
An FCR provides the high-fidelity targeting data required for the high-end training at Nellis AFB.
Commander Perspective
Today…organic assets lack capability AND capacity
Lessons learned
Professional aggressor force
AD augmented red air
COCO / GOCO adversary air
COCO AdAir
Assist in capacity, but the bigger concern is the remaining capability gap
Platforms available cannot replicate threats
A-4 was the state of the art Aggressor for the Navy in the 1970s
Invalidated lessons due to limited threat representation/replication
Loss of higher-level training aspects needed to win the high-end fight
OT: no longer able to validate specs on A/C because there's not enough capability to replicate proper threats per Operational Flight Program (OFP)
Where We Need To Go
AAS FUTURE (2022+)
Requirements
USAFWS, OT&E, ATG, RF
2022+ Requirement – is the requirement to win the high-end fight
Multi-source threshold
Mix of airframes and assets
5th gen, 4th gen, and 3rd gen
Meets more of the capacity needs while balancing capability
