About this file
This document outlines the submission requirements and evaluation criteria for a seed project task order under the Washington Headquarters Services Multiple Award Construction Contract II vehicle. The task order will be awarded to the lowest priced technically acceptable offer submitted by an active MACC II contractor. Technical acceptability will already have been established under the MACC II contract. Price will be the sole determinant, with proposals sorted by total price and the lowest offer selected for award. The seed project task order is valued between $500,000 and $15 million and will involve design-build or design-bid-build construction, alteration, or repair services at government facilities in the District of Columbia, Maryland, Virginia, and Adams County, Pennsylvania areas.

EXHIBIT C SEED PROJECT SUBMISSION REQUIREMENTS (11 May 2021)
A. SEED PROJECT EVALUATION
The evaluation of the seed project proposal for a task order award is entirely separate from the MACC II source selection.
Consideration for task order award does not begin until after the MACC II IDIQ contracts are awarded.
The Government intends to award one task order resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation is the Lowest Priced Technically Acceptable (LPTA) offer.
The Government intends to make an award without discussions; however, the Government reserves the right to conduct discussions. The Government may reject any or all proposals at its sole discretion if such action is in the public interest.
The Government may waive informalities and minor irregularities in offers received.
B. EVALUATION FACTORS
Factor I - Technical
The MACC II Volume I: Factor I – Technical proposal was evaluated during source selection for the MACC II contract.
All active pool MACC II contractors are considered to have an acceptable technical proposal for purposes of evaluation for task order award. There is no separate technical proposal for the seed project task order award.
Technical Acceptable/Unacceptable Rating Method
Adjectival Rating Description Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
Factor II - Price
The MACC II Volume III: Price (Seed Project, Task Order 0001) was evaluated during source selection for the MACC II contract. The prices for the seed project proposed by all active pool MACC II contractors were determined fair, reasonable, and realistic during source selection for the MACC II contract.
To evaluate price proposals, the Exhibit D Seed Project Offer Schedule offers will be sorted by total price in ascending order. The contractor that proposed the lowest price will receive the seed project task order.
