1.3. Important Offeror Responsibility.
Offerors must read and consider the requirements of the entire request for proposal (RFP) solicitation, including all attachments and reference publications, before proposal preparation. RFPs are used in negotiated acquisitions to communicate Government requirements to prospective contractors and to solicit proposals. The pre-proposal conference(s) and site walk(s) provide opportunities to improve understanding of the requirement, RFP, investigate the site and conditions affecting the work, and identify questions for the Government to answer. The Government is not responsible for offeror business decisions to do other than fully read and consider the entire RFP solicitation, any failure to adequately investigate site conditions, or any failure to inquire about any questions before proposal submission.
1.4. No Assumption of Advance Government Knowledge.
When preparing proposals, offerors must assume that the Government has no prior knowledge of contractor facilities, capabilities, experience, or personnel. The Government evaluates the information included in the proposal; no assumptions are made about contractor facilities, capabilities, experience, or personnel. The sole exceptions to this rule are for past performance and responsibility determinations, where we may consider your proposal and additional information from any source during our evaluation.
1.5. Pre-Proposal Site Walk and Conference.
Offerors must attend and actively participate in any pre-preproposal conference(s) and site walk(s).
You must submit an email request to the POCs listed in section L1.8 to request assignment to a conference/site walk. Each individual Offeror is limited to no more than three (3) site walk attendees. You must include your company CAGE Code and DUNS number with your request, and a list of desired attendees. You must submit an RRMC Visit Access Request (VAR) form we provide promptly. Each attendee must pass a background check before visit approval. Offerors must have an active facility clearance sufficient to safeguard materials classified as SECRET to attend the site walk.
We reserve the right to add additional site walk groups as necessary by solicitation amendment to accommodate qualified, responsible potential offerors that ask to attend the site walk.
The RRMC Visit Access Request (VAR) includes the following data requirements. Do not provide this information until we ask for it.
• Last name
• First name

The Government will not review or evaluate more than five (5) pages of data for each project, and a maximum of fifteen (15) pages in total for the three (3) projects submitted for the experience SubFactor. A page is the data shown on a single side of an 8 ½ x 11 inch piece of paper using the margins and font sizes established on the Exhibit G form.
Offerors must submit relevant projects that represent at least three (3) of the following four (4) general characteristics for evaluation:
1. A relevant design-build project with a final contract price of $5 million or more and that demonstrates at least some element of sustainable design and/or historic preservation.
