a. In the event any hazardous material(s), including mold, are discovered in the Contractor’s assigned work area, the Contractor shall be responsible for applicable employee awareness training and for completely removing said material(s).
b. Every effort must be taken to perform full abatement and removal of all hazardous/regulated materials within a project scope (excluding intact native rock formations); encapsulation and enclosure are not considered to be viable primary options. If the Contractor, along with the COR/GDA and ESH, determines that removal is not possible and/or feasible, an alternative response may be permitted if a plan is provided to the COR/GDA and ESH demonstrating why removal is not feasible and how an alternative response is a better option (cost is not an acceptable factor), and that plan is accepted by the COR/GDA and ESH.
c. Removed hazardous/regulated materials shall not be mixed with non-hazardous/regulated materials, recyclables and/ or other debris. ESH shall be notified when material that has been removed has been prepared for transport off-site prior to it being removed from the facility. ESH requires a three (3) business day advance notice for review and signing of disposal manifests.
d. The original Generator’s copy, of the disposal manifest shall be provided to ESH and a signature received from ESH on the waste manifest prior to hazardous/regulated material being removed from the facility.
5. Existing Asbestos: The elemental composition of native rock at the facility has been found to contain actinolite/tremolite asbestos, an amphibole asbestos often referred to as naturally occurring asbestos (NOA). If the Contractor should disturb NOA or any other ACM, the work shall be performed in accordance with the current established
ACM requirements stipulated within the RRMC Asbestos Standard Operating
Procedure, USACE EM 385 1-1, 29 CFR 1926.1101, 29 CFR 1910.1001, 40 CFR 61, Subpart M, and UFGS 02 83 14.00 10. In addition, the Contractor shall handle, transport (49 CFR HMR), and dispose of asbestos per these standards. In case of conflicts between these standards, the more stringent shall apply.

7. Asbestos Containing Dust and Debris: Chrysotile asbestos fibers have been found in dust/ debris in the facility with concentrations ranging from non-detect (less than
1,000 structures/ centimeter squared (s/cm2) to greater than 13,000,000 s/cm2. A majority of this contamination has been found in industrial and infrequently occupied areas, which are generally considered outside the underground office building
(Administration Building), and limited, non-occupied portions of the office building including, but not limited to the roof, cavity, ceiling/ floor plenums, storage areas, substations, closets and adits. The Contractor can request to review ESH Division’s database of locations of known, asbestos settled dust/ debris contamination.
However, government-provided results are not all-inclusive and may not fully (or even partially) represent a Contractor’s project scope. Any planned activities in spaces with a potential to contain asbestos dust/ debris that will likely be impacted by work activities will require the Contractor to determine and delineate asbestos dust/debris prior to work. If sample results contain asbestos concentrations above
“industrial/non-continuously occupied” levels of less than 3,000 s/cm2 or
“continuously occupied” levels of less than 1,000 s/cm2 the contamination must be removed and handled by the Contractor per the established requirements stipulated in
Section C. Existing Hazard Materials of this SOW. The Contractor shall minimize asbestos exposure to all concerned parties and meet all applicable requirements stipulated in RRMC Asbestos Standard Operating Procedure and Management Plan, USACE EM 385 1-1, 29 CFR 1926.1101, 29 CFR 1910.1001, 40 CFR 61, Subpart
M, and UFGS 02 83 14.00 10. In addition the Contractor shall handle, transport (49
CFR HMR), and dispose of asbestos per applicable codes.
8. Crystalline Silica: Also known as silica, is another potentially hazardous component of the native rock and numerous building and construction materials, which requires specific training, work practices and employee protection and monitoring to ensure regulatory compliance with USACE EM 385 1-1 and 29 CFR 1926.1153.
9. SDS Program: All materials to be stored or used on site must be reported to ESH and the workforce through proper use of the Safety Data Sheets (SDS). ESH shall be afforded an opportunity to review all SDS for acceptance and prior to material being brought on site.
10. Sample Data: The Contractor must provide the Government with copies of all sample data generated prior to and during work. Data shall be provided to the COR (Contracting Officer
Representative)/GDA (Government Designated Authority) and ESH (Environmental Safety
