1. On the Cover Page and in Section L, part L.6 Quote Submission Instructions extend the proposals submission date from March 9, 1028 to March 16, 2018 2.00 pm. EST.

Responses to the questions:

1. We have found that, because of the Lunar New Year celebrations in Mongolia, potential Mongolian staff and partners have not been available to discuss this project. Would MCC please consider extending the deadline by 5-10 business days, so that bidders may present comprehensive responses?

A – MCC extends the deadline for submission of the proposal to March 16, 2018.

2. We base our charges on the annual earnings (including salary, taxes, allowances, rewards, etc.) of the specific position – our invoice is somewhere between 15-25% from the annual earning of the position.

The contract is indicated as fixed price, so we are expected to make an estimate for the 28 positions that are open? We can make a good estimate of the annual earnings of these positions based on the labor market information that is generated by our database. Will this be acceptable?

A – This procurement will result in a firm, fixed price contract for the services described in the RFP. The contractor will be responsible for the recruitment of staff for the positions listed in the RFP as Set 1 and Set 2, and if the option is exercised, of Set 3. The contractor should price its bid based on the level of effort required for the full recruitment process, as described, using a team that includes the three consultants positions listed as key personnel, at a minimum. The consultant bears the risk of any discrepancies between the price bid and the actual costs of the recruitment process.

3. Are there requirements on the advertising channels and minimum frequency of ads? We use our database, which is the biggest database in Mongolia and can efficiently find and screen candidates. We usually don’t do newspaper advertisements but thought this might be a requirement. These will affect our quotation price.

A – MCC requires an open, transparent process for the recruitment of all staff of the accountable entity.

Thus, contractors may not rely upon proprietary candidate lists for the identification of qualified candidates, and will be required to advertise vacancies in a variety of advertising channels. The contractor will propose advertising strategies and specific advertising channels in the recruitment plan or work plan, which it will submit as part of its inception report, as described in the RFP.

4. We invoice when the candidate receives an offer – the faster and better we work, the faster we get paid. I understand that the contract payments are going to be made based on reports and different milestones, with which we are happy to comply with. And the capacity building of the selection panel, selection support is something that we have experience with. But the concern is that working with the

GOM... involves certain risks. What support and guarantees are there to protect us all in such situations and ensure the contractor gets paid in time?

A – The contractor will be paid based on the Deliverables in Section F and CLINs in Section B upon acceptance of the deliverables. Please note that MCC will contract directly with the consultant and that MCC will be responsible for the acceptance of deliverables and the payment of invoices. Note that payment on reports and milestones (rather than on completion of hiring) relieves the contractor from some of the risks outside its control.

5. Our candidates are the best on the market, we get their approvals before submitting their CVs, we have strong business ethics, we have the biggest database of candidates. Could this be a criteria in the evaluations?

A- The evaluation criteria is set in Section M and Factor 2 is based on the technical capacity and personnel qualifications.

6. Has a contractor provided these services on behalf of MCC previously in Mongolia? If yes, please provide the contractor’s name and contract number.

A – No, not for the Compact program that is currently in development.

7. Has a contractor provided these services on behalf of MCC previously for other countries with Compacts? If yes, please provide the contractor’s name and contract number.

A – Yes, but it is unrelated to this procurement.

8. Page14, C.5, Resources – Please confirm that offerors may propose more resources than the three

Key Personnel positions listed in C.6.

A – Yes. The contractor must propose a team that includes the Key Personnel, as listed in Section C5. The contractor may propose a team that includes additional positions, as it prefers.

9. Page 15, C.6, Minimum Personnel Skills Requirements – Can years of experiences be substituted for degrees? For example, could three additional years of experience (at last 8 total years) be used in lieu of a Master’s degree for the Team Leader/Recruitment Manager?

A- No, the Key Personnel must meet the minimum requirements as described. The Team Leader position must have a Master’s degree or equivalent.

10. Page 25, Section H, Key Personnel – Two of the three personnel listed in this section do not match the names referenced in Section C.6. Please clarify.

A – Please see Modification 0001.

11. Page 50, Section L, Technical Narrative – MCC requires that the “company submitting its proposal for this Section should have at least five years of experience as a firm supporting international recruitment…”

a. Does this apply to the prime or can this requirement be met by a proposed subcontractor?

b. If a firm has successfully recruited internationally, why must it have five years of experience doing so? Can this requirement be dropped or reduced to two years of international recruitment experience to allow for newer market entrants?

A – The ability of a prime contractor to rely upon the qualifications of a subcontractor depend upon the division of the total price between the prime and the subcontractor. If a subcontractor’s budget allocation is at least 50% of the total price, yes, it is acceptable to use the past performance of the subcontractor.

12. Page 50, Section L, Technical Narrative – MCC states that “Relevant MCC experience will be considered a plus.” This unfairly favors companies already performing these services versus being open to new market entrants. Can this sentence be removed?

A - The original intention was to mean that this is not a requirement, but a preferred qualification for a company. Past Performance is the last factor in the evaluation criteria and is less important compared to factors one and two. See Section M. We have deleted this requirement entirely.

13. Page 51, Section L, Volume II Past Performance – The last row of the table includes “Relevance to Health Systems Reforms and Workforce Development.” Should this be Relevance to Recruiting Qualified

Personnel?

A- The text in question is an error, the text has been removed.

14. Key Personnel – Are these positions expected to last longer than 5 months, i.e. past November?

A – The Key Personnel must be available for the duration of the period of performance. Please note that the work may be intermittent, not full time.

15. Key Personnel – Which entity is responsible for paying their salaries? What are the salary ranges? Who determines the salary ranges?

A – Please see Modification 0001.

16. Will key personnel be directly employed by the contractor?

A – Yes, either through employment agreement or formal subcontracting relationship.

17. Will staffing set(s) personnel be direct employees of the Mongolian government?

A – Yes. The recruited staff will be employed by the accountable entity, MCA-Mongolia, a special purpose vehicle to be established by the Government of Mongolia for the sole purpose of implementing a compact program with MCC.

18. What is the cost estimate of the project?

A- This is a FFP solicitation, we do not provide price range.

19. Will this contract run concurrently with and for the duration of the compact?

A- No, MCC expects to execute this contract in advance of finalizing and beginning to implement any compact program with the Government of Mongolia. The period of performance of this contract will be no longer than as described in the RFP.
