Position objective:
The Sustainability Director will be responsible for leading the development, integration and execution of a range of activities that support policy, legal, regulatory and institutional change and enhance the long-term sustainability of increased water supplies. Toward that end, the Sustainability Director will coordinate closely with other directors and supporting staff across the Program Division to define projects, create work plans, integrate critical inputs, develop guidelines and manage implementation of multiple, cross-cutting, interdisciplinary technical assistance and capacity building initiatives.
Duties and responsibilities:
· Lead the process of defining requirements, finalizing strategies and completing activity designs for a wide range of sensitive, cross-cutting, interdisciplinary technical assistance and capacity building initiatives that support policy, legal, regulatory and institutional change across public entities in the water sector and enhance the long-term sustainability of water supplies.
· Direct the execution and implementation of a wide range of sensitive, cross-cutting, interdisciplinary technical assistance and capacity building initiatives that support policy, legal, regulatory and institutional change across public entities in the water sector and enhance the long-term sustainability of water supplies.
· Work closely with the Water Director on the financial and operational performance of the water utility; with the Environmental and Social Performance (ESP) Director on improved planning and the enforcement of water resource protection zones; and with the Gender and Social Inclusion (GSI) Director on issues related to the clarification of service standards, the capture and use of customer data and the development of equitable water tariffs; and otherwise organize, manage and lead a process for regularly sharing information, identifying issues and coordinating efforts on critical reform and sustainability initiatives across these teams.
· Work closely with the Procurement Director to design and execute competitive processes for the selection of highly qualified consultants and contractors to aid in the delivery of various technical assistance and capacity building initiatives.
· Otherwise serve as the principle point of contact within MCA-Mongolia on all issues related to the reform and sustainability portfolio.
· Manage challenging working relationships with senior managers and officials across a range of potential partner organizations, including the Ministry of Environment and Tourism (MET), the Municipality of Ulaanbaatar (MUB), the Water Services Regulatory Commission (WSRC), the Tuul River Basin Authority (TRBA), the Ulaanbaatar Water Supply and Sanitation Authority (USUG), and the Ulaanbaatar Housing and Communal Service Authority (OSNAAUG).
· Organize, manage and lead engagement with a wide range of stakeholders from the private sector, public utilities, non-governmental organizations and civil society in the completion of activity designs, execution and implementation of activities, ongoing review of progress and monitoring of results.
· Develop and carry out partnership strategies to attract private sector and donor investment in relation to the compact program, so as to extend its reach and benefits.
· Monitor project timelines and milestones, anticipate delivery issues, and ensure that staff and external stakeholders are kept informed of project status to support overall project management and delivery.
· Consolidate project statistics from multiple sources and review these for accuracy and compliance with established formats to support implementation, monitoring, and reporting requirements.
· Monitor project budget, procurement activities, and contracts, ensuring that these are consistent with established MCA guidelines and that issues and discrepancies are resolved and reported.
· Advise other Directors and the Deputy Chief Executive for Programs and MCA Leadership of issues related to the implementation of the reform and sustainability initiatives.
· Maintain project documentation and Operations Manuals ensuring that these are current and reflecting lessons learned to support the improvement of projects/processes.
Requirements (Education, Experience, Technical Competencies)
· Bachelor’s degree in management, finance, business, engineering or a related field. Master’s degree or other advanced degree is preferred.
· Relevant work experience for an international development partner, government office, water utility or public service company, or non-governmental organization, involving a demonstrated track record of making, coordinating or assessing public policy. Prior experience working with international development programs is preferred.
· Clear understanding of the economy, business environment, water sector and its social impacts in Mongolia, including an extensive network of professional contacts in the public policy and business circles.
· Demonstrated experience operating at a senior level in the private sector and/or in government; the Director of Sustainability will be expected to communicate at the Deputy Minister level and at similar levels in other agencies and city government institutions.
· Demonstrated ability to work in a multidisciplinary environment and to manage multiple priorities, demands and tasks across functional areas with limited supervision and direction.
· Strong interpersonal and relationship management skills, including ability to work in a team-based environment and to build and maintain productive relationships with a range of internal and external stakeholders.
· Strong communication skills, including the ability to communicate effectively in the English language, both verbally and in writing.
