I. In Section H, Key Personnel, delete and replace with:

II. Responses to questions:
1. Do we have to action anything formally to express our interest in this RFQ?
A – Please review Section L in the RFQ. That section provides guidance on how to submit a proposal.
2. Are the salary levels for these positions local or international salaries?
A- For the MCA’s proposed positions and salaries: MCC has already conducted an independent salary survey to determine reasonable salary ranges for each proposed position, based on an understanding of the skills required and the competitive landscape within the country. MCA’s salaries will be based on a competitive local salaries environment. The Contractor will play no role in negotiating salaries beyond providing relevant information on the preferred candidate’s salary history.
For the Key personnel positions in the contract: Any company, which will reply to the solicitation will negotiate salaries with the proposed key personnel and will submit a price proposal as part of the proposal package.
3. Is the closing date for submissions March 9th, 2018?
A – Yes, the proposal is due on March 9, 2018 at 2.00 pm EST. Please see Section L.6 and the cover page.
4. The RFQ states that the employees of the accountable entity are going to be engaged by the partner country government, not by MCC. Does that mean the salaries of the employees will be determined by the government? Please clarify what role if any that the Contractor will have in determining salaries.
A – MCC has already conducted an independent salary survey to determine reasonable salary ranges for each proposed position, based on an understanding of the skills required and the competitive landscape within the country. When a preferred candidate has been identified and approved for hire, the Contractor will provide information on the candidate’s employment and salary history, and the Government of
Mongolia will be responsible for determining the salary offer, within the ranges set by MCC. These salaries will be based on the competitive local market.
5. Will the Contractor have to provide office space for the employees that are going to be hired for the entity that is going to be set up?
A – The Government of Mongolia is responsible for providing the office space for all employees who will be hired for the accountable entity.
6. Will the Contractor be involved in issuing job offer letters to the successful candidates?
A – Yes, the Contractor will issue offer letters on behalf of the Government of Mongolia.
7. Will the Contractor be involved in additional on-boarding activities, or solely recruiting activities?
A – No, the Contractor’s responsibilities extend only through the recruitment of the employees identified.
The Government of Mongolia and the accountable entity (once formed) will be responsible for on boarding all new employees.
8. Section C.5 lists Key Personnel (p15) as 1) Recruitment Manager/Team Leader, 2) Recruitment
Specialist, and 3) Administrative Specialist. In Section H (p25), Key personnel is listed as 1) Project
Manager/Team Leader, 2) Project Management Specialist, and 3) Administrative Specialist. Please clarify.
A – Those are the same positions, please use description in Section. C.5.
9. Can the Contractor propose a fully local team for the key personnel?
A – A decision what team to propose for the key personnel’s positions is the responsibility of the contractor. The key personnel must meet the requirements stated in Section C.6.
10. How we should submit our quotation?
A – Please review Section L in the RFQ. That section provides guidance on how to submit a proposal for this particular RFQ. Also follow the general guidelines for the proposal preparation:
General guidelines how to prepare a proposal:
1. Review the published RFQ, analyze it and ask questions within the Q&A timeframe
2. Develop proposal’s strategy and pricing
3. Identify proposal’s team members
4. Define price drivers and think about your competitive pricing arrangements
5. Identify in-house or outsource subcontracting teaming arrangements
6. Develop initial proposal’s outline and matrix
7. Draft the technical proposal and prepare the price response
8. Review the final draft for compliance to the RFQ’s requirements
9. Submit your proposal on time, request receipt of the submission
Check list:
Strategic approach – does your proposal clearly present your vision for the program implementation and why it should be selected?
Compliance – does your proposal package respond to all RFQ requirements and follow all instructions?
Responsiveness – doe your proposal directly address the RFQ SOW’s needs?
Quality – does your proposal present a clear vision, well organized, clear, correct and has no grammatical mistakes?
Visualization – have you addressed all major selling points?
Design – is your proposal designed to be evaluated easily and locate all selling points from the first look at the document?
System for Award Management (SAM) registration. The RFQ requires each bidder to be registered in
SAM at the time a proposal is submitted. Please follow the steps in the attached guide and keep in mind it does take between one to three weeks to be registered.
