Position Objective
The Director – Bulk Water Supply acts as the focal point within MCA-Mongolia for all activities associated with Bulk Water Supply (BWS) Project and assumes final responsibility for design criteria, basis of design and for the review of detailed designs, assuring adequacy of designs and drawings for construction and approval of designs.
Duties and Responsibilities
· Act as the focal point within MCA-Mongolia for all activities associated with Bulk Water Supply (BWS) Project.
· Assume final responsibility for design criteria, basis of design and for the review of detailed designs, assuring adequacy of designs and drawings for construction and approval of designs.
· Provide information on the implementation progress of BWS Project to the Deputy CEO and, as necessary, to the MCA-Mongolia Management Unit.
· Under the supervision of the Deputy CEO, prepares and executes detailed Implementation Plans by the Implementing Entities.
· If a Program Management Consultant is employed, takes complete responsibility for the day-to-day management of the Consultant, including supervision of all work and acceptance of deliverables, for all work relating to the BWS Project.
· Identify resource requirements, bottlenecks, risks, and mitigation strategies, and reports on these to the Deputy CEO.
· Under the supervision of the Deputy CEO, coordinates with Procurement Specialist and oversee the technical aspects of procurement in the services of consultants and contractors who will undertake surveys, feasibility studies, and detailed designs. Contributes to the development of SOWs, as well as interfacing with Implementing Entities, Procurement Agent, MCC staff, and other key stakeholders.
· In coordination with Program Management Consultant, or the Project Manager and the FIDIC Engineer (Construction Supervisor), recommend to the Deputy CEO on important contract management issues, such as, but not limiting to, variation order, contract amendments, contract assignment, redesigns, remeasurements, dispute and claims.
· Evaluate reports from implementing entities on implementation progress and provide technical support to keep the project and sub-projects on-track. Responsible for managing infrastructure contracts to ensure timely receipt of deliverables. Reports on these aspects to the Deputy CEO.
· Provide all relevant information to the Deputy CEO and, as required, to other relevant MCA Leads, including: Monitoring and Evaluation Lead and Environmental and Social Impact Lead.
· Ensure stakeholder participation in Project implementation and, with the Deputy CEO, represent MCA in public forums with respect to the infrastructure portfolio.
· Interface with MCC field staff based in Ulaanbaatar and technical staff based out of Washington DC.
· Interface with MCC’s Independent Engineer and technical leads with other donors involved in sector infrastructure activities. Upon request of MCC, facilitate the execution of work, particularly field work, of the Independent Engineer.
· Other tasks and responsibilities as requested by the Deputy CEO.
Requirements (Education, Experience, Technical Competencies)
· Degree in a relevant engineering discipline (e.g., civil engineering, chemical engineering) or another relevant discipline is required. Appropriate professional registration/licensure is strongly preferred
· Minimum of 12 years of professional experience in project management of civil works projects, some of which should demonstrate experience in water supply systems from pre-feasibility to design to construction and supervision to close out
· Demonstrated managerial and project oversight skills. At least 7 years of project management experience in water system design construction
· Experience in all phases of engineering procurements – Feasibility and Design, Construction, Construction Inspection, close out, Construction Management, Contract negotiations, cost estimating, and other relevant skills – is required
· Extensive direct or indirect experience with the major water/wastewater sector institutions and policy bodies of Mongolia
· Prior experience collaborating with high-level counterparts and thorough understanding of the procedures, policies, and goals of development assistance is desired
· Capability of building and maintaining productive relationships with a range of actors, including Government officials, private sector partners, NGOs, and international donors
· Responsible and flexible attitude and capable of working with minimum supervision
· Demonstrated ability to communicate effectively (English and Mongolian), both orally and in writing, plus the ability to develop, maintain, and engage a broad range of contacts in the public and private sectors of Mongolia
· Ability to work with and demonstrated experience in liaising with international NGOs
· Strong supervisory and mentoring skills
· Strong negotiating skills with international contractors, including construction contractor and major equipment suppliers
· Strong people and interpersonal skills
· Computer skills (MS Office, internet, familiarity with project management software preferred, though not required)
