Position Objective
The Water Specialist provides varied engineering support for the Director of Water and assists the Director in her/his responsibility for design criteria, basis of design and for the review of detailed designs, assuring adequacy of designs and drawings for construction and approval of designs.
Duties and Responsibilities
· Provides varied engineering support for the Director of Water.
· Assists the Director in her/his responsibility for design criteria, basis of design and for the review of detailed designs, assuring adequacy of designs and drawings for construction and approval of designs.
· Liaises with Program Management Consultant or PM and FIDIC Engineer on a daily basis to provide information on the implementation progress of projects to the Directors. In doing so, provide written briefs.
· Attends all meetings of the FIDIC Engineer with all construction contractors and prepare minutes of the meetings for the record.
· Liaises with the schedulers (contractor and PMC) to monitor timeline implications.
· Performs detailed calculations or review the calculations of the Engineer for claims, remeasurement, and contract amendment of other changes.
· Identify resource requirements, bottlenecks, risks, and mitigation strategies, and reports on these to the Director.
· Under the supervision of the Director, coordinates with Procurement Specialist and oversee the technical aspects of procurement in the services of consultants and contractors who will undertake surveys, feasibility studies, and detailed designs. Contributes to the development of SOWs, as well as interfacing with Implementing Entities, Procurement Agent, MCC staff, and other key stakeholders.
· Reviews monthly reports of the contractors and PMC/Engineer
· Keeps records of important documents and meeting minutes
· Keeps records for technical audits
· Performs site visits as required by the Director and prepares site investigation report
· Evaluates reports from implementing entities on implementation progress and provide technical support to keep the project and sub-projects on-track.
· Interfaces with MCC field staff based in Ulaanbaatar and technical staff based out of Washington DC.
· Interfaces with MCC’s Independent Engineer and technical leads with other donors involved in sector infrastructure activities. Upon request of MCC, facilitates the execution of work, particularly field work, of the Independent Engineer.
· Other tasks and responsibilities as requested by the Director.
Requirements (Education, Experience, Technical Competencies)
· Degree in a relevant engineering discipline (e.g., civil engineering, chemical engineering) or another relevant discipline is required. Appropriate professional registration/licensure is strongly preferred, or is in the process of obtaining (more than 50% of the required tests/exams done)
· Prior experience in working on donor assisted construction of capital projects
· Demonstrated engineering construction management experience. At least 3 years of project implementation experience in civil works or process projects, preferably in water system design construction and/or wastewater treatment construction
· Responsible and flexible attitude and capable of working with minimum supervision
· Demonstrated ability to communicate effectively (English and Mongolian), both orally and in writing, plus the ability to develop, maintain, and engage a broad range of contacts in the public and private sectors of Mongolia
· Ability to work with and demonstrated experience in liaising with international NGOs
· Strong negotiating skills with international contractors, including construction contractor and major equipment suppliers
· Strong people and interpersonal skills
· Computer skills (MS Office, MS Excel, MS Project, MS PowerPoint)
