Position objective:

The Sustainability Specialist will be responsible for supporting the development, integration and execution of a range of activities that support policy, legal, regulatory and institutional change and enhance the long-term sustainability of increased water supplies. The Sustainability Specialist will report to the Sustainability Director, under whose direction he/she will coordinate with supporting staff across the Program Division to gather critical inputs, draft and monitor work plans, and aid the implementation of multiple, cross-cutting, interdisciplinary technical assistance and capacity building initiatives.

Duties and responsibilities:

· Support the Director of Sustainability in executing and implementing a wide range of sensitive, cross-cutting, interdisciplinary technical assistance and capacity building initiatives that support policy, legal, regulatory and institutional change across public entities in the water sector and enhance the long-term sustainability of water supplies.

· Support the Water Director on the financial and operational performance of the water utility; with the Environmental and Social Performance (ESP) Director on improved planning and the enforcement of water resource protection zones; and with the Gender and Social Inclusion (GSI) Director on issues related to the clarification of service standards, the capture and use of customer data and the development of equitable water tariffs; and otherwise organize, manage and lead a process for regularly sharing information, identifying issues and coordinating efforts on critical reform and sustainability initiatives across these teams.

· Support engagement with a wide range of stakeholders from the private sector, public utilities, non-governmental organizations and civil society to assist in completing activity designs, executing and implementing activities, reviewing progress and monitoring results.

· Support the Director of Sustainability in monitoring project timelines and milestones, anticipating issues and risks, and providing information on the project status to support overall project management and delivery.

· Support the Director of Sustainability in consolidating project statistics from multiple sources and review these for accuracy and compliance with established formats to support implementation, monitoring, and reporting requirements.

· Support the Director of Sustainability in monitoring budgets, procurement activities, and contracts, ensuring that these are consistent with established MCA guidelines and that issues and discrepancies are resolved and reported.

· Maintain project documentation and Operations Manuals ensuring that these are current and reflecting lessons learned to support the improvement of projects/processes.

Requirements (Education, Experience, Technical Competencies)

· Bachelor’s degree in management, finance, business, engineering or a related field.

· Relevant work experience for an international development partner, government office, water utility or public service company, or non-governmental organization, involving experience in or exposure to making, coordinating or assessing public policy. Prior experience working with international development programs is preferred.

· Prior experience supporting senior officials in the private sector and/or in government.

· Clear understanding of the economy, business environment, water sector and its social impacts in Mongolia.

· Demonstrated ability to work in a multidisciplinary environment and to manage multiple priorities, demands and tasks across functional areas with limited supervision and direction.

· Strong interpersonal and relationship management skills, including ability to work in a team-based environment and to build and maintain productive relationships with a range of internal and external stakeholders.

· Strong communication skills, including the ability to communicate effectively in the English language, both verbally and in writing.
