1.2 DEFINITIONS

1.2.1 Free Work Zones or Free Zones

A work area bounded by an established perimeter designated by Base Security Forces (or authorized Government authority) for construction work to occur within a larger, secure or restricted area, defined by AFI 31-101 .

Generally, once inside a designated free zone, oversight and ecort

SECTION 01 14 00 Page 3 requirements for construction work are relaxed or eliminated (as defined herein), and only the perimeter of that zone is monitored. See the design drawings for illustrations of anticipated free zones, and see the requirements below for requesting additional free zones.

Free zones are created inside restricted areas (RAs) when construction projects make normal circulation controls inappropriate. When possible the Contractor will create a free zone corridor between the restricted area entry control point and the project location. If a safe corridor is not possible, Contractor-provided escort personnel will provide escort to and from the free zone.

1.2.2 Secure Area(s)

Areas identified in the design documents as "secure area" shall be designed, constructed, and accredited to the criteria listed below. The contractor shall design and construct the perimeter and all spaces within the boundary in compliance with the following criteria:

The listed criteria carries impacts to all building systems within the designated boundary. Use the most current version of the referenced criteria available at the bid submission deadline:

a. ICD/ICS 705 - Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities. The most current version of this specification is attached to this specification.

b. ICS 705-1 - Physical and Technical Security Standards for Sensitive Compartmented Information Facilities.

c. ICS 705-2 - Standards for the Accreditation and Reciprocal Use of Sensitive Compartmented Information.

d. UFC 4-010-05 - Sensitive Compartmented Information Facility Planning, Design and Construction.

The design drawings and specifications indicate the technical mitigations required by the project. This specification indicates the Contractor and Government's role(s) in administering the secure areas during construction for accreditation by assigned authorities.

1.2.3 Construction Secure Area Perimeter

A potentially moving boundary established during project construction by which the Site Security Officer (SSO) and Site Security Manager (SSM) assign layers of oversight for purposes of Construction Security Plan (CSP) implementation in compliance with ICD/ICS 705 . This perimeter is established by a site perimeter fence (in this case, the primary site free zone fence described below and in the design drawings) early in construction and prior to the construction of the physical, permanent secure area boundary as defined by the built facility perimeter. Once the permanent secure area boundary is substantial enough to establish effective access control (as determined by the SSM), the boundary may be re-established by the SSM to isolate secure area construction from non-secure area construction within the facility for more effective secure area oversight. Coordinate the perimeter(s) and transtions from one CSP implementation perimeter to another with the SSM and with the anticipated order of construction, through the duration of the project.

SECTION 01 14 00 Page 4

1.2.3.1 CSP and Construction Secure Area Implementation

CSP implementation will occur on the project once the SSAMP is approved, the project site is cleared, the secure site perimeter fence is constructed and approved by the SSM, and once the proposed facility foundations are laid. CSP implementation will occur from that point through the entire duration of construction to include procurement and installation of any bid options.

Contractor responsibilities associated with CSP implementation on this project will only terminate upon full Government acceptance of all work within the secure area perimeter and upon the Contractor's departure from the project site - including procurement and installation of any bid options awarded under this contract. While it is the Contractor's responsiblity to establish the order of work within the constraints established within this contract, no work on the vertical facility, other than placement of below-grade features and foundations, shall occur without implementation of Government and Contractor responsibilities associated with the approved CSP - as described herein.

The Contractor shall document their intended order of work and required points of interface with CSP requirements in the Security and Site Access Management Plan as defined below - as well as reflect this requirement in the project schedule.

1.2.4 Security and Site Access Management Plan (SSAMP)

A detailed plan that acknowledges, describes, and details all unique access control, security, and phasing requirements in this Contract.

Project-specific requirements for the SSAMP are described below.

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation.

Submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

SD-01 Preconstruction Submittals

Project Security And Site Access Management Plan; G, RO

1.4 PROJECT SECURITY AND SITE ACCESS MANAGEMENT PLAN (SSAMP)

Prior to the start of construction, the Contractor is to provide a Project Security and Site Access Management Plan (SSAMP) for approval by the Government. The SSAMP shall incorporate the constraints described below and throughout the contract documents. This shall include, but is not limited to, the following information. Clearly separate the plan into "Secure Area" work and non-"Secure Area" Work as defined above:

a.List of primary and secondary Contractor POCs for Project security and access management.

b. List of Contractors and Subcontractors requiring site access.

c. Anticipated and/or required free zones(s) with dates and durations.

SECTION 01 14 00 Page 5

d. Anticipated dates and durations of various work activities that will require Government oversight and/or Contractor-provided escorts per the requirements in this contract.

e. Description of Contractor processes and procedures associated with Secure Area construction, Government oversight, accreditation, and associated security requirements.

f. Anticipated procedures for Contractor site security and access management for each work activity.

g. Anticipated vehicle and equipment list requiring access to restricted sites.

h. Anticipated usage of perimeter fences, barricades, barriers, temporary lighting, and similar items at free zone perimeters, etc. This includes modifications to the RA perimeter fence for insertion of the new entry control point/portal (ECP).

j. List of anticipated closures/outages, etc that may impact Government oversight, access to other portions of the Restricted Area, or work outside of normal hours listed below.

k. Procedures for advising Subcontractors and delivery activities on the location of the project site and appropriate POCs (primary and secondary) for Security Forces to verify project deliveries against.

l. Describe the technical approach to design and construction of the facility(ies). Include considerations for management of both the "Secure Area" construction security (in accordance with UFC 4-010-05 and ICD/ICS 705 ) and work within the Schriever AFB Restricted Area

(RA).

The SSAMP shall be a living document that records the Contractor's approach for compliance with work restrictions documented herein. As Contractor requirements evolve, update the SSAMP for use and reference by the Government. Coordinate SSAMP updates with overarching construction schedule and "lookahead" activities defined in 01 32 01.00 10 PROJECT

SCHEDULE.

1.5 ORDER OF WORK RESTRICTIONS

The order in which work is performed shall conform to the following constraints:

a. The Schriever Air Force Base Restricted Area (RA) will remain in operation during the entire construction period. The Contractor must conduct their operations so as to cause the least possible interference with normal operations of RA activities. See the design drawings for additional accomodations and requirements.

b. Permission to interrupt any roads, security fences/perimeters, paths, or utility service must be requested in accordance with requirements listed in 01 30 00.24 OTHER ADMINISTRATIVE AND SPECIAL REQUIREMENTS.

c. Permission to establish new free work zones, as well as Government oversight shall be coordinated in compliance with the requirements listed below.

SECTION 01 14 00 Page 6

d. Any utility outages associated with the project shall be planned well in advance. Contractor shall notify the Government of any required outages that may impact any RA facilities in compliance with utility outage request requirements in 01 30 00.24 OTHER ADMINISTRATIVE AND

SPECIAL REQUIREMENTS.

e. The project requires insertion of a new entry control portal/point (ECP) within the SAFB RA perimeter fence. This fenceline consists of two parallel layers of fencing separated by a clear zone and associated lighting and security features. The SAFB RA fence and associated security and lighting systems must remain operational during the entirety of construction of the new ECP portal. The Contractor must work closely with 50 SFS in order to establish a plan for cutting, re-aligning, and re-establishing the RA fence in order to insert the ECP portal being constructed under this project. The existing security system between the RA fences includes a buried underground cable. The contractor is responsible for cutting, and capping this cable to accommodate construction of the ECP as well as final termination of the cable with final configuration of newly constructed ECP. Contractor will coordinate this effort with Base SFS and Base Security Contractor.

f. The Contractor is responsible for all labor and materials required to construct the entirety of the work within the RA at Schriever AFB.

Work within an approved free zone perimeter does not require Contractor-provided escorts. Work within the the Schriever AFB RA, but outside of an approved free zone requires Contractor-provided escorts or Cleared American Guard (CAG) oversight as defined herein. Work required to establish or remove free zone perimeter(s) also requires Contractor-provided escorts or CAG oversight as defined herein.

Finally, work in and on the existing Utilidor or RA perimeter fence serving the Schriever AFB RA requires Contractor-provided escorts or CAG oversight as defined herein. The Contractor is required to obtain RA escort badging and/or employ the services of escorts (CAGs) as to fully execute the work within the constraints defined herein.

For clarification, oversight and administration of secure area boundaries per ICD/ICS 705 is a Government function, separately sourced from this contract. While the Contractor is not responsible for providing secure area oversight and administration, the Contractor and their escorts/CAGs shall continuously coordinate with those staff for proper administration of the appproved SSAMP and project Construction Security Plan (CSP) as defined by ICD/ICS 705 .

1.5.1 Desire for Innovation

The Government is looking for ways to streamline construction and manage labor and other resource constraints in an effort to mutually reduce costs and achieve an aggressive schedule while minimizing impact to the Base and Base operations. The Contractor should consider these constraints when developing the project schedule and work activities, and should propose innovative and/or alternative solutions for Government consideration. Any non-standard solutions require Government review and formal acceptance prior to implementation.

1.6 DOCUMENT CONTROL

Distributed hardcopies of documents (including the design analysis, plans, SECTION 01 14 00 Page 7 and specifications) shall be stored within the project free zone perimeter or locked in the contractor's construction office when not in use and during non-work hours. Plans shall be returned to the Contractor as entities complete their work activities. Contractor shall destroy all hardcopy documents not turned over to the Government upon project completion.

1.7 BASE ACCESS AND SECURITY

1.7.1 General

The US Army Corps of Engineers (USACE) (in collaboration with Base Civil Engineering Squadron) will coordinate installation and restricted area entry with the resource managers of the areas on SAFB to include the 50th Security Forces Squadron (50 SFS), and will assist the Contractor with initiating security reviews (e.g. local and national agency checks) and requesting restricted area badges as described below. The Contractor shall furnish a list of Contractor personnel requiring entry to SAFB and the restricted area. This list will be provided as soon as possible, but not later than ten (10) days, after contract award and maintained current as Contractor personnel are added or dismissed from the contract/project.

1.7.2 Base and Restricted Area Hours

See 01 30 00.24 OTHER ADMINISTRATIVE AND SPECIAL REQUIREMENTS for base and restricted area hours. Work outside those hours shall be coordinated with USACE and Security Forces Squadron per the requirements of this specification and 01 30 00.24 OTHER ADMINISTRATIVE AND SPECIAL

REQUIREMENTS.

Due to SAFB security restrictions, the base access list does not guarantee entry and the contractor shall expect to be required to escort onto base a majority of deliveries as well as coordinate with Pass & ID regularly to resolve contractor base access issues. The contractor is expected to assign (at minimum) one (1) dedicated individual to this role and should expect base access issues to occur on a daily basis. Contractor personnel may request base escort privileges to facilitate escorting onto base.

1.7.3 Scheduled and Unscheduled No Work Days

See 01 30 00.24 OTHER ADMINISTRATIVE AND SPECIAL REQUIREMENTS, for requirements relating to weather delays and federal holidays. Official snow call or late reporting may affect the Contractor's production for which the KO will not consider reimbursement for lost work time.

In addition to weather delay days and other scheduled no work days, the Contractor shall accommodate not less than 15 mission delay days as unscheduled no work days in the project schedule. These days will be invoked by the Government for exercises, events, operations, and other mission-specific events that inhibit or prohibit the Contractor's ability to work on the project site and/or Restricted Area.

1.7.3.1 Operational Delays

The Contractor and their personnel shall leave Schriever Air Force Base (SAFB) immediately and safely upon notification by the Contracting Officer (CO), his technical representative, or constituted authority when directed, that operational requirements or emergencies dictate. Normal delay should not exceed one hour in duration.

SECTION 01 14 00 Page 8

1.7.3.2 Right to Deny Entry

The Installation Commander or designated representative reserves the right to deny entry to any Contractor whose National Agency Check (NAC) is unfavorable, and the right to terminate the entry authorization of any Contractor employee upon disclosure of information which indicates the individual's continued entry to SAFB is not in the best interest of national security. Additionally, the violation of or any deviation from established security procedures by the Contractor's employee may result in the confiscation of restricted area badge and the denial of future entry to SAFB.

1.7.4 Activity Regulations

Ensure that Contractor personnel employed on the activity become familiar with and obey activity regulations including safety, fire, traffic and security regulations. Access to Schriever AFB shall be through the gate indicated in the design drawings. The Contractor shall provide Base Security Forces a copy of a completed "Contractor Employee Verification List", which is to include the names of all subcontractors and suppliers, and the names and social security numbers of all employees requiring access to the Base. The list shall be revised in its entirety and a new copy provided to the Base Security Forces as persons/companies are added and/or deleted.

b. All drivers on Schriever AFB will have in their possession a valid driver's license, valid vehicle registration, and proof of vehicle insurance while operating any vehicle. If vehicle is registered to someone other than the operator, the operator must provide a notarized letter from the registered owner, authorizing the operator permission to operate the vehicle. Access by vehicles to the Base and project

SECTION 01 14 00 Page 9 site is at the sole discretion of the Government. Security process and procedures at the Base change over time. Coordinate specific access details with the Government after contract award.

c. The Contractor's Superintendent must notify Base Security Forces through the Contracting Office prior to any work to be performed on non-scheduled hours/days (evenings, weekends, holidays). Any personnel working on non-scheduled hours/days must check in with Base Security Forces, prior to and at the completion of the work.

d. All equipment and materials are the responsibility of the Contractor.

Make sure that all equipment and materials are properly secured at the end of the work day. Any work area found by Base Security Forces to be unsecured will be checked for intruders and the responsible Contract Superintendent will be called in to secure the areas/equipment.

e. If any roadway is to be blocked for any reason, the Contractor must notify, through the Contracting Office, the Base Security Forces of the blockage, prior to the blockage, and must ensure that proper signs are provided by the contractor and installed to divert traffic around the affected area. As much lead time notification as possible is appreciated for proper coordination, and notification of other activities on base.

f. Contractors, Subcontractors and all personnel who report for work, and do not know the location of the job site, will be held at the entry gate to await escort service from the Construction Superintendent.

g. Base speed limits are strictly enforced with the use of radar equipment. The base speed limit is 30 MPH, unless otherwise posted.

The speed limit through the gates is 20 MPH. Motorcycle operator/riders must wear protective headgear (helmets) while riding on base. Mandatory seatbelt laws are in effect on base. Seatbelts must be fastened prior to entering the base. Cell phones may not be used while driving on any Air Force Base, including Schriever AFB.

The Contractor will be required to present proof of insurance, drivers license, vehicle registration, and other documentation as needed to obtain vehicle entry pass. The company name shall be prominently displayed on all vehicles operated on SAFB.

1.8 RESTRICTED AREA (RA) ACCESS AND SECURITY

SAFB is a closed base. Within the installation boundary there is a permanent Restricted Area (RA). Restricted Areas, by definition, contain priority resources and are established pursuant to DODD 5200.8 , Security of DoD Installations and Resources. Because priority resources are contained within the restricted area, a single security system and circulation controls are required and employed.

Access into this area is separately secured from the SAFB installation iteslf. Access is highly controlled and construction activities associated by this contract shall be coordinated with existing RA access control and security procedures.

The process and procedures to enter the Schriever AFB RA are different than the general requirements to enter SAFB. As referenced, the US Army Corps of Engineers (in collaboration with Base Civil Engineering Squadron) will coordinate restricted area entry with the resource managers of the areas on SAFB and with the 50th Security Forces Squadron (50 SFS).

1.8.1 Right to Deny Entry

The Installation Commander or designated representative reserves the right to deny entry to any Contractor whose NAC is unfavorable, and the right to terminate the entry authorization of any Contractor employee upon disclosure of information which indicates the individual's continued entry to SAFB and the RA is not in the best interest of national security.

Additionally, the violation of or any deviation from established security procedures by the Contractor's employee may result in the confiscation of restricted area badge and the denial of future entry to SAFB.

1.8.2 RA Badging

A Restricted Area Badge for Unescorted Entry only (i.e. not requiring or authorized access to classified information) may be issued to Contractor personnel meeting the following qualifications:

a. Subject will be employed for six or more months.

b. Contract is for more than six months.

c. Subject has initiated a National Agency Check (NAC).

d. Subject has received a favorable local agency/files check initiated by 50 SFS/SFAC. NOTE: Badges authorized under the aforementioned provisions are only for Area 7 on SAFB. No other areas, restricted or controlled, will be entered on the badge. Badges will not be electronically coded for

SECTION 01 14 00 Page 11 any module or controlled by the Advance Entry Control System (AECS). The Governmnet may issue RA badges to Contractor personnel, but escort authority is not granted to Contractor personnel unless specifically indicated on the RA badge. See "Contractor-Provided Escorts" paragraph below. If any other areas are required, the badge will be issued only upon completion of the NAC.

e. Security Forces personnel will verify the identity and authorization of each Contractor employee requesting entry to the installation or restricted area, and may conduct searches of any hand-carried item, container, or vehicle used by the Contractor under this contract.

f. The contractor shall absorb all costs associated with delays at the installation entry points, restricted area entry points, or any other locations affected by security entry/circulation control measures.

1.8.3 Contractor-Provided Escorts

The Contractor shall provide escorts (as part of the contract base bid) and/or CAGs as required to fully execute the scope of work defined by this contract in compliance with the security requirements established herein and in the approved SSAMP. This may be accomplished by self-escorting personnel, employing Cleared American Guards (CAGs), and/or a combination of both - as indicated in the approved SSAMP.

While significant escorting is not anticpiated to be required as part of contract bid options, any costs for escorting associated with the procurement, construction and/or installation of bid options shall be included within each respective bid option price.

The contractor shall provide escorts under the following constraints:

a. Work within an approved free zone perimeter does not require Contractor-provided escorts.

b. Work within the the Schriever AFB RA, but outside of an approved free zone requires Contractor-provided escorts or Cleared American Guard (CAG) oversight as defined herein.

c. Work required to establish and/or remove free zone perimeter(s) also requires Contractor-provided escorts or CAG oversight as defined herein.

d. Finally, work on or within the existing Utilidor or RA perimeter fence serving the Schriever AFB RA requires Contractor-provided escorts or CAG oversight as defined herein.

The Contractor is required to obtain RA escort badging and/or employing the services of escorts (CAGs) as to fully execute the work within the constraints defined herein.

1.8.3.1 Escort Ratios

Contractor-provided escorts and CAGs shall comply with the most-stringent of the following on each work activity:

a. When required, escorts/CAGs shall not oversee more than 7 escortees for every single (1) escort or guard (maximum 7:1 ratio).

SECTION 01 14 00 Page 12

b. When required, Contractor-provided escorts/CAGs shall have direct line-of-sight to all assigned escortees at all times. The means that certain work activities may require more escorts than the maximum ratio allows.

The Contractor shall clearly communicate their anticipated plan for Contractor-provided escorts/CAGs in relation to work activities in the

SSAMP.

1.8.3.2 Self-Escort Badging

The Contractor may assume that the Government will issue up to 5 "escort authorized" badges to the Contractor during the duration of construction.

Each requesting applicant must comply with the badging requirements indicated above, and shall return their "escort authorized" badge upon completion of activities that necessitate the escort privilege.

1.8.3.3 Cleared American Guards (CAGs)

As an alternative, the Contractor may employ the services of CAGs in order to address escort requirements on the project. CAGs shall meet the following requirements:

a. CAGs must possess an active SECRET security clearance as verified by JPAS and must be an American citizen. SECRET clearance must be maintained throughout the entire contract performance period.

b. CAGs employed by the CONTRACTOR to perform work under this CONTRACT shall be able to communicate effectively in both written and oral English.

c. CAGs must be active and fit enough to conduct their role on an active construction site. They must provide their own Personal Protective Equipment (PPE) and training appropriate for themselves, in compliance with EM 385-1-1 .

d. CAGs must wear uniforms at all times. These uniforms must clearly identify the name of the contractor and the name of the individual performing under this contract. This identification may be accomplished through the use of shoulder patches, silk screening or stitched company emblems, insignias, or logos.

1.9 FREE ZONE ACCESS AND SECURITY

When properly utilized, free zones minimize the oversight and operational risk to both the Government and Contractor. When employed on the project, free zones shall comply with the following:

a. The contractor is responsible for erecting free zone perimeters to 50 SFS requirements as defined herein. Provide free zones where indicated in the design drawings. Additional free zones may be requested per the procedures listed below.

b. Each free zone shall have a continuous boundary, constructed to the requirements in the design drawings, with a single point of entry (a gate).

c. Each free zone gate shall be manned by a Contractor-provided security specialist (a CAG or Contractor employee) at all times when the

SECTION 01 14 00 Page 13 worksite is open.

d. The Contractor, shall track and record free zone entry and exit at all times. All personnel entering the site will be validated by scanning their issued construction site badge or reviewing their identification to the approved access roster of authorized construction personnel.

Personnel in possession of personal electronic devices such as cameras, laptops, etc, will have these devices and their serial numbers checked against the approved list to assure no unauthorized devices enter the construction sites. Additionally, log exit of site workers and personnel via badge scanning or access roster logging.

e. Control access of personnel, equipment, and vehicles to the Secure Storage Site. Coordinate construction and permanent secure area procedures with 50 SFS and the project SSM.

f. Open and close the free zone site in coordination with Base Security Forces procedures. Coordinate clearing, closure, and turnover of access control operations (during non-work hours) with Base Security Forces.

g. The contractor shall provide temporary free zone entry point and boundary lighting for any work that occurs within a free zone outside of daylight hours. Coordinate temporary lighting needs with the anticipated order of work and construction schedule. Include plans for temporary free zone lightin in the SSAMP. Each Free Zone shall be lit during after-dusk working hours to a minimum of at least 0.2 fc at 6 inch above ground and an average of at least 0.5 fc at 6 inch above ground working plane. Lighting levels shall be retained not less than 30 feet on each side of the free zone boundary fence. This condition must be met by providing temporary lighting, no permanent lighting shall be installed. Temporary lighting is not required during non-work hours when free zone oversight has been relinquished to 50 SFS.

1.10 ACCESS AND SECURITY ROLES AND RESPONSIBILITIES
