This document contains questions and answers regarding a Request for Proposal (RFP) for Fully Integrated Lifecycle Mission Support Services 2 (FILMSS 2). The RFP is seeking proposals for sustained support services at Ames Research Center, including all phases of mission and project lifecycles for flight programs and projects, research and technology development, as well as support for other programs and functional offices. Draft RFP and Statement of Work documents will be posted in November 2018 with an Industry Day Conference in December 2018. Comments on the draft documents are due approximately two weeks after the Industry Day. The final RFP will be issued in February 2019 with proposals due 45 days later in March 2019. The contract would be for a base period of two years with three one-year options, for a total of five years. Subcontracting goals include 35% for small business and specific percentages for small disadvantaged, women-owned, HUBZone, veteran-owned, and service-disabled veteran-owned small businesses. The work will primarily be performed at Ames Research Center in Moffett Field, California.

Per FAR 22.1006(c)(2), this clause is not applicable to cost reimbursement contracts. That being the case, the offeror still needs to follow the Section L instructions for Exhibit 5 and 9 and not alter any formulas contained in the respective exhibits. | ||
