Attachment No. 1 Amendment No. 1 to IFB No. 72044021B00001 USAID Civil Works for Dioxin Remediation at Bien Hoa Airbase Area – Phase 1

Questions Received Pertaining to IFB No. 72044021B00001 and Corresponding USAID Answers:

1. Is it correct that we will need to submit a bond with 30% contract value within 10 days of award? This is quite high.

USAID: That is correct. Bid guarantee at 20% of the base bid price, but not to exceed $3 million must be submitted with the Bid Package. Performance and Payment Bonds at 30% of the contract value then must be submitted within 10 days after the date of the Contract Award. Please refer to paragraph F.5.1 Bonds or Guarantees for Contract Performance.

2. Is there any mobilization advance payment to help offset the cost of the bond?

USAID: There is no mobilization advance payment authorized. Payments will be made based on the approved Schedule of Values (SOVs). Please refer to Section G.6 PAYMENT for more details.

3. Reference is made to Attachment J.1. STANDARD FORM 1442, Item 17. Please verify the number "28 calendar days". It seems incorrect. The Item should be filled by Offeror. Thanks

USAID: Thank you. The reference of ”28 Calendar days” in Block 17 of the SF 1442 is removed. The Bidders will fill out the information upon bid submission. A revised SF 1442 is attached with this amendment.

4. SAM is requested for JV, so financial is empty or get from "higher percent" member in JV? (SAM register procedure ask to fill form with financial report)

USAID: It is our understanding that the financial information required for JV’s in sam.gov registration is bank information and tax status (for the JV entity). While the JV’s agreement and arrangement are internal matters, it is our experience that the managing partner of the JV with a larger share of ownership also manages the finances. The bank account is usually an account opened by the JV entity.

5. Does USAID prefer US Contractor over local Contractor?

USAID: There is no preference. The IFB award is based on cost and cost related factors only as well as the apparent low bidder being deemed responsible and responsive.

6. Table 1. Estimated Annual Volume of Dig and Haul under Section C. 5 WORK COMPONENTS, the Year 4’s second Soil Quantity (red highlighted) is amended to 37,000 cubic meters instead of 387000 which is a typo.
