Bid Option A on M-01A of RFP Appendix F shows a 45’ RB-M vessel moored under the pile supported boat canopy, and an 87’ WPB vessel moored seaward/outside of the boat canopy. The RB-M will not be able to berth or depart when the WPB is present. There is not enough clearance between the boat canopy’s outer piles and the WPB vessel’s stern to moor the RB-M. Is this USCG’s intention?

RESPONSE: The RFP figure is a diagrammatic solution. The design based solution needs to ensure all assets (RB-S, RB-M, WPB) will be able to enter or leave independently of each other at ALL times.

Fort Myers Beach RFI 128

At approx. sta. 2+10 of the bulkhead, there is approx. a 3-ft elevation difference at this location. Was the intent of the new bulkhead in Option 5 to match the two different existing bulkhead elevation or should the new bulkhead to have a continuous elevation that matches the higher bulkhead existing elevation?

RESPONSE: No changes to site grading are expected, therefore match existing elevations along the full length of the bulkhead. At this location, provide a step as currently shown or a tapered transition between the two elevations, while complying with environmental permitting requirements regarding surface water quality and storm runoff standards.

Fort Myers Beach RFI 129

At sta. 2+25 at the bulkhead, there are existing utilities. Please identify all existing utilities, there appears to be more utilities here than are identified in the RFP. Are any of the utiltiies abandoned in place?

RESPONSE: Based on the historical documents provided by CG, all known utilities have been provided/shown in the RFP drawings and record drawings of the site. Design-Build team will be responsible for identifying and coordinating existing utilities into final construction plans and programming.

RESPONSE: 1) All the as-built / record drawing information has been forwarded, obtained by the AE team.

you provide any additional as-built information that would show the upland location of these utilities? Please also confirm who owns these utilities and if there are and offsets/easements that need to be maintained for proximity of pile driving for the floating dock support.

157 Bid Option 5 - On sheet M-02, Detail 1-M-

02. The cross section of the bulkhead in the RFP drawings shows the concrete cap extending below the water line. Is the intent to extend the concrete bulkhead cap below the water line? If so, how far below MLW?

RESPONSE: It is preferred to have the concrete cap extend below the low waterline to put the sheet pile below the splash zone and provide a uniform visual profile from the water. However, the cap design and geometry ultimately is at the discretion of the Designer of Record.

158 Bid Option 4 - Covered Boat Slip Canopy -

Can the canopy be constructed of materials other than concrete? Such as a combination of concrete and alternate materials? Or constructed of 100% materials suitable for marine construction other than concrete? Also, if 100% concrete construction is desired, does the structure need to be water tight (which would require a roof membrane in addition to the concrete roof deck)?

RESPONSE: The piers / columns supporting the canopy shall be either precast, prestressed concrete (DOT-approved) or steel pipe pile sleeved in UHMWPE. The pier

/ column locations can be independent or shared by the floating dock system and shall not preclude the design vessel (45' RB-M) from the maneuvering or departing quickly in the case of an emergency. The canopy structure is primarily intended to provide shelter/shade for CG personnel from the blistering FL sun, and itself, shall be a structural, non-combustible material, resistant to corrosion, sun damage, and high-wind (storm) conditions typical for this location, while also providing a waterproof cover over the boats. The roof material shall be light colored and/or reflective to reduce heat gain under the canopy, and like the structure itself, shall be resistant to sun and wind damage for the desired service life.

159 The North Travel pier that leads to the newer floating dock is listed as existing to remain. This existing travel pier appears structurally deficient and beyond its useful life. Please confirm if this travel pier should be demolished and a new pier built to connect from the upland end to the

RESPONSE: No. Provide the Base Bid and

Additive Options, as noted on overall on drawings C-101 and in detail on drawing M-

01A.

floating dock.

160 There are two Temporary Facility specifications covering the requirements of the Government trailer, 01500 and 01801. 1801 calls out for 2 showers in the Government temporary trailer.

Please clarify which spec to follow and if showers are required?

RESPONSE: See RFI 155 response on direction of Government trailer.

161 Specification 01110, section 1.10 mentions construction and parking within the indicated contractor staging area and site. Please designate where this is located.

RESPONSE: Since the Contractor will have complete control over the construction site, the Coast Guard has not dictated where the trailers will be located.

162 The provided topographical survey within the

RFP notes the existing gravity sewer line within

San Carlos Drive. Please provide invert data for the manhole located south east of the southern entrance of the site.

Appendix B documents the 2020 As-Built

Topographic Survey and Bathymetric Survey.

This is the most current site information.

Based on the review of the APPENDIX A, 87'

CPB MOORING PIER EXTENSION drawing set, and DISCIPLINE / SHT NO. S-11 (sheet 14 of

22), assume the Sanitary Sewer invert at the

Manhole is at elevation: (10.0 feet NGVD). In the Design After Award phase, Contractor will verify invert elevation to complete the engineering design.

163 Please provide any electrical load requirements for the boat bays for GFGI equipment for pricing. The assumed loads in the boat bays used were: Two 50amp welding outlets, One

5HP air compressor, and General outlets.

Please confirm no additional equipment or loads are required in the boat bays beyond this.

RESPONSE: See RFI 59 RESPONSE via amendment 12.

164 The RFP/BFR/Space Criteria Worksheets state that there are to be (1) Male/Female

Separation Birthing Rooms and (9) Watch

Stander/Transient Single Occupancy Rooms.

Please confirm if this is a misprint and those numbers should be flipped per type? Also, in the Space Criteria Worksheet the Male/Female

Separation Birthing Rooms show (4) beds. Is this correct or should it be (2)?

RESPONSE: Correct: (1) Male / Female

Berthing - 4 beds, (9) Watchstander/Transient

Single Occupancy - 2 beds each. Therefore, total beds is 22 (4 + 18 ).

165 Section 01800 - Page 5 1.11 HVAC 1.11.17

EXHAUST states, "Provide dedicated exhaust fan for weapons cleaning bench hood in the

Armory." How large or long is this bench?

RESPONSE: Provide two (2) 6' wide x 30"deep armory workbenches. Please refer to F-34 in

FFE spec (SCS should be revised to identify a quantity of (2) for a 6' width). See

Amendment.

166 Section 01800 - Page 6 1.11 HVAC 1.11.17

EXHAUST states, "Berthing toilet rooms shall be exhausted via roof-mounted exhaust fans."

This implies that ERV (energy recovery ventilator) is not used on the toilet exhaust.

Please clarify that an acceptable alternative is to duct the exhaust to an ERV or heat wheel

(stand alone or integral to the RTU) is acceptable so that energy may be recovered from the exhaust air stream.

RESPONSE: In section 1.11.7, EXHAUST, the first sentence states "heat recovery on exhaust systems shall be considered to maximize energy savings." Therefore, it is the Offerors option, to choose to employ a system of this type as one item to satisfy other Sustainability

Requirements. The base exhaust requirement listed in detail in the RFP are minimums.

167 Due to the conceptual diagram provided, would the Government like to include a one day charette or Design review session of the winning proposal floor plan prior to the 35% submittal? This will allow the USCG building occupants to review the floor plan and provide occupant input.

RESPONSE: Negative. Contractor will provide proposed concept design as part of bid.

168 Please confirm that USCG 2008 Mooring

Extension drawing (as-built) and site civil plans, C101 and C102 provided in the solicitation, are still accurate for electrical, telecommunication, sanitary sewer, and domestic water. The RFP drawings indicate that Option 2 includes the demolition and construction of a new launch dock and option 3 includes the demolition and construction of a new dock. In the case that the applicable option is not picked up, it is assumed that the domestic water, sanitary, and electrical for the docks are fed from San

Carlos drive and thus would remain active throughout construction. No rework of these utilities would be required for this contract unless the applicable option is accepted.

RESPONSE: Agreed. Keep in mind, even if the water front options are not accepted, the docks on the waterfront will not be operational during construction, but the utilities would have may remain connected and must protected from damage. The

Contractor is responsible for site safety, so therefore must evaluate if the utilities may remain connected, or not, during construction.

Appendix B documents the As-Built 2020

Topographic Survey and Bathymetric Survey.

This is the most current site information.

169 Can the Government provide an allowance or tonnage for debris found in the water near the existing bulkhead that will need to be removed as part of Option 5 New Bulkhead and

RESPONSE: Negative, However, for more information regarding tonnage for debris, see

APPENDIX C - April 2, 2020 Summary and

Findings letter by Appledore Marine

Concrete Cap. There is not any way for the contractor to estimate what the quality of debris there is to be removed.

Engineering (on RFP.PDF page 470 of 2111).

For Bid Option 05, Detail 1/M-02 (on RFP .PDF page 358 of 2111) conveys the scope of work, which indicates that the existing bulkhead remains in place, with exception of modifying the existing concrete cap.

170 Please provide the model number of item #S-

14 Hydraulic Press shown in specification section 01800 1.15.

RESPONSE: Dake B-10 972200 or approved equal See Amendment.

171 Regarding the existing on-site items to be demolished: 1) Will the 6000gal dual fuel tank be empty? 2) Will the 500gal tank for the generator be empty? 3) Will the 55gal drums in the hazmat building fill with used oil and fluids be empty?

RESPONSE: For Bidding purposes, assume the

2 underground tanks will not be empty and the 55 galloon drums will be filled.

172 Specification section 01800 3.5.2 and 3.10.5 notes to provide raised access flooring (if possible) for the Communications Center, R-21

Electronics Equipment Room, the Base

Computer Server Room ad the Command

Center Equipment Room. These rooms are not listed on the Station BFR and there is no raised access flooring noted in any of the Space

Criteria Sheets. Please confirm raised access flooring is not required in any room in this building.

RESPONSE: Raised access flooring is not a requirement. See Amendment.

173 Two rooms in the Space Criteria Sheets

(Housing and Elevator Machine Room) have

STC ratings denoted for the ceiling, floor, and walls, but do not have an STC rating noted for the door. Please confirm if the doors, frames, and hardware in these rooms need to be STC rated assemblies with the same STC rating as the ceiling, floor, and walls.

RESPONSE: Door/Frame combination needs to have the same corresponding rating to maintain the required rating. These should be a system.

174 Please confirm that the large missile impact test per TAS 201 is required to be tested to a speed of 80 ft/s for exterior finishes and glazing in accordance with Section 1626.2.4 of the

Florida Building Code or if the speed of 50 ft/s is acceptable.

RESPONSE: Use 80 feet per second (24.38 m/s) for Risk Category IV–Essential Facility buildings or structures. Per Table FBC 1604.5, Fire, rescue, ambulance and police stations and emergency vehicle garages is listed under Risk

Category IV. The CG Mission Building is a combination fire / police station on the water, housing rescue and law enforcement functions. Review Section 1800 1.8 Structural

Requirements and

1800 1.7.5.1 Architectural – Exterior Walls

(Envelope).

175 The structure will not be located in a High

Velocity Hurricane Zone. Florida Building Code requires TAS 201, 202, and 203 for structures within High Velocity Hurricane Zone; please confirm that TAS 201, 202, and 203 must be applied for the exterior façade and finishes for this structure.

RESPONSE: TAS 201, 202, and 203 must be applied for the exterior façade and finishes for this structure. Section 1800 1.7.5.1 that explicitly states that these are applicable to the exterior envelope and openings. Review also Section 1800 1.8 Structural Requirements.
