THE FOLLOWING REQUESTS FOR INFORMATION/CLARIFICATIONS WERE RECEIVED:
Fort Myers Beach RFI 018:
Section 01800 Section 1.13-2 Telecommunications paragraph 3.4.6 requires the contractor to provide dust protection for active communications equipment during construction. Please clarify if there will be remaining active telecommunications equipment or if this paragraph is referring to new telecommunications equipment installed under this contract.
RESPONSE: There will be no active equipment during construction and would only apply to new equipment installed under this contact. For this new equipment, dust protection will be required.
Fort Myers Beach RFI 019:
Section 01800 Section 1.13-2 Telecommunications paragraph 3.3.1 describes the existing tower adjacent to the site. Please confirm if this tower is to remain or is to be demolished.
RESPONSE: Tower is to be demolished.
Fort Myers Beach RFI 020:
Section 01800 Section 1.13-2 Telecommunications describes the existing RF communications antennas. There is also a statement that USCG will provide specifications for a new RF communications antenna mounted on the roof. Please confirm if RF communications is to be operational during construction and if the contractor is responsible for moving the existing antenna to a temporary location until a new antenna is operational on the new facility.
RESPONSE: RF communication is not required to be operational during construction. No antenna will be required at temporary facility location as handhelds will be used. See RFP section 1800, Telecommunications Section 1.13-2, part 3.17 are the specs for the antenna mounting requirements with grounding and pathway for the new building.
Fort Myers Beach RFI 021:
In Section 01800 – Page 1 of 1.10 Plumbing, paragraph 1.10.2 Fixtures - Lavatory faucets are called out as
Hard-Wired Sensor. However, flush valves for toilets and urinals are calling for manual operation. Please confirm that sensor products are required only at lavatories.
RESPONSE: Yes. Hard-wired sensor products are required at lavatories only.
Fort Myers Beach RFI 022:
In Section 01800 – Page 2 of 1.10 Plumbing, paragraph 1.10.2 Fixtures – In the emergency fixture sections, it is stated to provide thermostatic mixing valve to provide tepid water in accordance with ANSI Z358.1. It also is stated that a tepid water loop is not allowed, and tepid water is not allowed. Given that the average groundwater temperature in Ft Myers is in the 75-77-deg F. range, which meets the tepid water requirements of ANSI Z358.1, is it the intent of these two paragraphs to stipulate the use of a mixing valve regardless of ground water temperature? If so, please provide preferred water temperature at emergency fixtures.
RESPONSE: Yes. A thermostatic mixing valve needs to be included to ensure that tepid water is produced at emergency fixtures. Tepid water shall be at 85 degrees Fahrenheit.
Fort Myers Beach RFI 023:
In Section 01800 – Page 2 of 1.10 Plumbing, paragraph 1.10.2 Fixtures – Under the section for Hose
Bibbs, the RFP is requiring freeze proof for exterior use. Given that the average winter temps are above the freezing temperature, can a moderate climate hose bibb be used?
RESPONSE: Yes. A moderate climate hose bibb can be used.
Fort Myers Beach RFI 024:
In Section 01800 – Page 4 of 1.10 Plumbing, paragraph 1.10.5 Waste and Vent System – The minimum slope called out in this section is 1/4-inch per foot. Code minimum for piping 3” and larger is 1/8” per foot. Having long runs of 1/4-inch per foot piping would put the system twice as deep (or hang twice as low) as it needs to be. Please confirm the min slope on all waste piping 3" and larger can be 1/8" per foot.
RESPONSE: Per code, 3 to 6-inch horizontal drainage pipes can be sloped at 1/8” per foot. 2.5” and less sized pipes must be sloped at ¼” per foot per code. 8” and larger piping can be sloped at 1/16” per foot.
Fort Myers Beach RFI 025:
Please clarify if UFC 4 010 01, Standard 6 for Progressive Collapse Resistance is applicable to this project.
RESPONSE: Yes, UFC 4 010 01, Standard 6 for Progressive Collapse Resistance is applicable to this project.
Fort Myers Beach RFI 026:
Appendix F Drawing Sheet C201 directs the contractor to maintain the existing fence on the East side of the project during construction and to provide new as a part of the contract. It is unclear if the existing fence (wood?) on the North side of the project is to remain or is to be replaced. There is a note on the same sheet to "Extend Security Fence into water..." Are we extending the existing fence or extending a new fence? Please clarify the intent of the existing fence on the North end of the property.
RESPONSE;The existing fence that appears to be wood (but it actually a concrete material as we recall from the site visit) and is existing to remain. It appears to be on CG property and is likely the
CG’s fence. It should be protected during construction. There is a small CMU stem wall fence on the private property to the north. Refer to the photos below.
The new fence extending into the water (on west side and the east / south side of the site) should be chain-link and protected with barb wire. The language from the CSTO is as follows:
For Reference, CG SECURITY CSTO Section:
Fort Myers Beach RFI 027
Section 01800 paragraph 1.6.1 requires a concrete basketball court. Is it acceptable for the basketball court to be asphalt?
RESPONSE: The basketball court shall be concrete as specified.
Fort Myers Beach RFI 028
Section 01800 paragraph 1.10.8 "Fuel Systems" requires the use of FRP piping for above and below grade. Our design team has determined that fiberglass piping is not manufactured for aboveground use or over the water installation. Fiberglass is non-UV stable and will become brittle and fail when installed in conditions exposed directly or indirectly to UV rays. The State of Florida has approved specific piping manufacturers that can be used for aboveground installations and over the water installations. Can alternate piping and manufacturers be utilized for this specified installation, specifically Omegaflex or Nup
Smartflex?
RESPONSE: Yes, the proposed specialty pipe, approved by the State of Florida AHJs are acceptable. Comply with all other requirements in the RFP for piping systems. See amendment.
Fort Myers Beach RFI 029:
Section 01800 paragraph 1.10.8 requires both diesel and gasoline piping to be routed to a dispenser on one of the piers. The piping shall be routed in an access space within the pier structure.
Are the fuel dispensers located on the upland or over the water on a Pier?
If the dispensers are located on a Pier, which Pier?
Do the dispensers need to be located above the 100 year flood level?
RESPONSE: Include the dispenser on the new WPB dock (Bid Option 3). The dispenser does not need to be above the 100 year flood level as the docks are floating so they will rise with a change in water level, however the dispensers shall be capable of being fully shut down, disconnected, and drained in preparation of a severe weather event if need be.
Fort Myers Beach RFI 030:
Section 01800 paragraph 1.10.8 requires all tanks to be located above the 100-year flood level of the site as shown on the architectural drawings.
If the tank falls within the 100-yr flood zone can the tank anchoring slab system be structurally configured to allow the tanks to remain in this location as long as the tank openings are above the 100-yr flood level?
RESPONSE: Yes, that is our interpretation of the code, however, the contractor must confirm during the permitting process (i.e. prior to installation).
Fort Myers Beach RFI 031:
IBC Section 1015.2 requires Guards along open-sided walking surfaces, with an exception for the loading side of docks or piers. Are guards required along the new bulkhead cap as part of Option 5? If so, do the guards need to meet the 4” opening limitation requirements of Section 1015.4 for publicly accessible areas, or do they only need to meet OSHA requirements?
RESPONSE:Guards are not required as this is a closed (Federal) facility, not accessible by the general public.
Fort Myers Beach RFI 032:
RFP Specification Section 01800 – 1.8.5 states the elevation of any part of Bid Option 4’s covered moorage structure roof shall be at elevation=22.00 (MLLW = 0.0) or higher. Per RFP Attachment B’s datum table, shown on As-Built Survey sheet V001, this corresponds to a clear distance of 19’-8” above
MHW. RFP Appendix F, detail 3/M-02, note 3 shows the above-water clearance required during MHW conditions as 10’-0” to the top of the support piles from MHW (8’-0” from the top of the floating dock with a min 2’-0” freeboard), and as 23’-0” to the canopy structure’s eave from MHW. Both of detail 3/M-02’s clearances contradict the clearance noted in RFP Specification Section 01800 – 1.8.5. Please clarify the appropriate minimum clearance.
RESPONSE:The elevation specified in the specification shall govern. The dimension shown on 3/M-
02 is the minimum clearance from the top of dock to edge of canopy at typical tidal range; however the elevation in the Specification is intended to provide sufficient air-draft clearance for radio antenna equipment on the design vessel (RB-M) during normal tidal conditions.
Fort Myers Beach RFI 033:
RFP Specification Section 01800 – 1.8.7.4.1 and the Design Details on RFP Appendix F, sheet M-02, specify the design axle load for the ramp as 27,500 lbs. Has an appropriate load factor been applied to the design axle load, or does the axle load need to be factored further in load combinations? On other USCG facilities (USCG Staten Island), we have previously seen a 29’ RB-S trailer gross vehicle weight of 13,680 lbs, about ½ of RFP Specification Section 01800 – 1.8.7.4.1 specified design axle load.
RESPONSE:The axle load has not been factored. The assumption is the specified load is the axle of the vehicle pulling the trailer should it be on the ramp. The Designer of Record may specify an alternate load factor (i.e. other than 1.6 typical for live load per LRFD design) if they determine that assumption to be reasonable.
Fort Myers Beach RFI 034:
For Bid Option 2 and 3, are life rings and stand/cabinets required on the floating docks to meet OSHA standard 1926.605(d)(2) for marine operation first-aid and lifesaving equipment?
RESPONSE: Confirmed. Provide this for Bidding for Bid Option 2 & 3 in the event that it is in fact a requirement once the Design-Builder submits the plans for permitting. See amendment No. 5 above.
Fort Myers Beach RFI 035:
Per Appendix G, Space Criteria Sheets, the Stairs call for porcelain tile, 6” wood base, and stainless steel handrails. Would you confirm that this high-level of finish is the intent for all of the stairs?
RESPONSE: Confirmed. This is the intent for a low maintenance, 50-year building.
Fort Myers Beach RFI 036:
Per Appendix G, Space Criteria Sheets, the following rooms list porcelain floor tile and 6” high quarry tile cove base: Unisex Toilets, Galley spaces, and Mess Deck. Quarry tile is a different thickness than porcelain tile, and these two materials do not align well. Please confirm that this is the intent or if the wall base should be changed to 6” high porcelain cove base to match the floors. There are many other rooms in the Space Criteria Sheets that have 6” high porcelain cove base listed with the porcelain floor tile.
RESPONSE: The 6” wall base material shall match the specified floor finish material at all locations.
See amendment No. 3 above.
Fort Myers Beach RFI 037:
Per Appendix G, Space Criteria Sheets, the Shipping & Receiving Room calls for a 6” high quarry tile cove base on concrete floors. Please confirm that this is the intent or if the wall base should be changed to 6” rubber cove base.
RESPONSE: Provide at 6” concrete curb around the room perimeter, for the metal stud and gypsum board wall to be mounted on. Delete the 6” Coved Quarry Tile. See amendment
Fort Myers Beach RFI 038:
Per Appendix G, Space Criteria Sheets, the porcelain floor tile throughout is listed as an 8”x8” in size. This is not a standard porcelain tile size. Are other standard sizes such as 12”x12” acceptable?
RESPONSE: 12” 12” is an acceptable size. See amendment No. 6 above.
Fort Myers Beach RFI 039:
RFP 01800 1.12.2.5; States to provide a 72-hour sub-base fuel tank. RFP 01800 1.10.8 states to provide a
5000-gallon fuel storage tank for the Generator. Please confirm that both tanks are required.
RESPONSE: Both tanks are required to meet Coast Guard resiliency standards.
Fort Myers Beach RFI 040:
RFP 01800 1.12.2.5 and 1.10.8; These sections require two type of fuel tanks for the generator. Is the 5000-gallon tank required to be piped to fill the 72-hour sub-base tank.
RESPONSE: Both tanks are required to meet Coast Guard resiliency standards. 5000 gallon tank is required to be piped to the fill the 72-hour sub-base tank per paragraph 1.10.8. Locate final location of 5000 gallon tank where it can be easily accessed by a fuel truck.
Fort Myers Beach RFI 041:
RFP 01800 1.12 Preliminary Estimated Electrical Load; This table and riser states to provide an 800-amp
208Y/120 volt service for this Building. Please confirm we are only to price this service size and this service size includes all new water side loads.
RESPONSE: The loads for Piers, Covered Mooring, and Small Boat Ramp (per section 1.12.7) have been included in the service size indicated. As such, please advise as to the new water side loads that you are referring too.
Fort Myers Beach RFI 042:

RESPONSE: Provide services to the HVAC equipment at 208/120V.
Fort Myers Beach RFI 043:
RFP 01800 3 TELECOMMUNICATIONS: States that Contractor is to incur all cost of installation of the
TELECO new facility demarcation which is the cabling and termination from the street side to the new facility demarcation box. In order for the TELCO to price this service we will need to know what type of
TELCO service will be requested, for example fiber, copper etc. Please provide type of service USCG would like us to have TELCO to price.
RESPONSE: Regarding voice services, STA FT Myers currently has (5) POTS lines for their PBX and (1) POTS line for an alarm system. Also co-located with STA Ft Myers is CGC Diamond Back that has (4) POTS lines for the cutters PBX. For both the rebuild and the temp facility, recommend bringing in a 25 pr. copper drop and SM fiber/Ethernet capable pairs to support a 20mb circuit from telco. That should suffice for STA's current voice requirements, CGOne OOBM requirements and leave plenty for future expansion.
Fort Myers Beach RFI 044:

RESPONSE:
a. Paragraph 3.11.2.3 calls for 12 pair PE89/Cat3 copper cabling to the gate.
b. Conduit will be required at main gate where a keypad/remote opening is required. Only 1 of 3 is required.
Fort Myers Beach RFI 047:
RFP 01800 3.13.2.3; States that J-hooks maybe used in low density areas, please define low density.
RESPONSE: Low density for J Hook use is equivalent to no more than 25 CAT 6A cables per a 32 style J Hook. Which would be roughly a 50% fill ratio. Best practice, cable trays as backbone and then J hooks, as they transition to the number of cables needed for WAO installation in each space.
Fort Myers Beach RFI 048:
RFP 01800 3.11.1.9 and 3.11.2.4: States to provide telecommunication conduit and cable to the HAZMAT
