About this file
This document contains questions and answers regarding a solicitation for security equipment deployment services. The Transportation Security Administration is seeking these services to support the deployment of checkpoint screening equipment. Per the questions asked, it is confirmed that on-site rigging and installation labor associated with these services falls under the requirements of the Service Contract Act, including applicable wage determinations and classifications. Due to the pricing and performance approach, contractors will be responsible for ensuring proper payment rates for any Service Contract Act-covered labor categories utilized at locations with effective Department of Labor wage determinations.

Does TSA intend to provide a table consisting of the Occupational Codes and Titles on the LCATS that are considered applicable under SCA labor wage determinations?
1) Can the government confirm that in accordance with the Service Contract Act that on-site and support labor associated with rigging and installation services is applicable and covered under SCA minimum wage and health and welfare requirements?
Yes, the SCA applies. Due to the way this effort is priced and performed, the expectation is that it is the responsibility of the contractor to ensure the proper rates and wage category payments are made for when SCA applicable labor categories are used at locations covered by an effective DOL wage determination.
