About this file

This document contains questions and answers regarding a solicitation for Security Equipment Deployment Services for the Transportation Security Administration's Checkpoint Screening Equipment Deployment Services contract. Key details include that the solicitation involves providing site lead support, packaging and shipping of screening equipment, airport federalization and defederalization services, and program management. Questions clarify requirements around prepackaging inspection, travel reimbursement, task order and proposal quantities, resume submissions, pricing sheet details, and qualifications for program managers. The responses from the agency remove travel costs from site lead rates, confirm various evaluation and pricing criteria, and provide historical data on task order quantities to help offerors prepare their proposals.

STATEMENT OF WORK

Section 2: Para 2.1‐ General

Description; Section 3: Para 5‐Travel

Section 2, Para 2.1: Pg 7;

Section 3, Para 5: Pg 22

Section 2, Para 2.1: To the maximum extent practicable, orders under this contract will be on a firm‐fixed‐price basis to include any travel costs or other direct charges related to performance of the services ordered, unless the order provides for reimbursement of travel at cost in accordance with the Federal Travel Regulations (FTR).///// Section 3, Para 5: The Government will reimburse the Contractor only for travel and per diem costs incurred in the performance of work specified in the TOs. Reimbursement will be at cost only

(including any burdens) and in accordance with Federal Travel Regulations of the Federal Government. No profit or fee will be paid on costs for Travel.

With the Government's response in the Q&A "The rate for the Site Leads shall include travel", can the Government accept reasonable travel restrictions, such as a minimum of 10 business days notice of travel requirements, or provide Cost‐reimbursable payments if urgent travel needs are required? For supporting special events where per diem rates are not available, will the Government similarly reimburse for additional travel costs?

The government has decided to remove travel from the Site Lead hourly rate to be proposed. Offeror's shall propose the rate for the site leads without travel. Travel will be reimbursed under a cost‐only travel CLIN at the task order level.

Tab 1.F CP Pricing Template Cont Site lead labor Row

The rate for the Site Leads shall include travel In reference to question brought up during the 29 June Industry Engagement Session regarding adding travel costs into the site lead rates, can the TSA provide more details on the metrics to be utilized for travel such as trip quantities, durations and rates. Without metrics of trip quantities and durations there is a risk that bidders will lower prices by reducing the number of site visits and visit durations. The result will be a reduction in work quality while staying within the scope with no recourse to improve quality. Also, in order for the government to receive fair and equitable competitive prices, will TSA require all bidders to use the same baseline such as GSA rates for travel rates?

The government has decided to remove travel from the Site Lead hourly rate to be proposed. Offeror's shall propose the rate for the site leads without travel. Travel will be reimbursed under a cost‐only travel CLIN at the task order level.

RFP Section 3 Statement of Work Para 5 ‐ Travel 23 The Government will reimburse the Contractor only for travel and per diem costs incurred in the performance of work specified in the TOs. Reimbursement will be at cost only (including any burdens) and in accordance with Federal Travel Regulations of the Federal Government. No profit or fee will be paid on costs for Travel.

If the Site Lead rate accounts for potential travel expenses (air fare, rental car…), please explain the apparent inconsistency in the SOW 6 language “The Government will reimburse the Contractor only for travel and per diem costs incurred in the performance of work specified in the TOs. Reimbursement will be at cost only (including any burdens) and in accordance with Federal Travel Regulations of the Federal Government.

No profit or fee will be paid on costs for Travel.” Can the Government confirm in the SOW/RFP the statement made during the 29 June Industry Engagement Session that ODC (travel expenses) should be reflected in the site lead labor rate?

The government has decided to remove travel from the Site Lead hourly rate to be proposed. Offeror's shall propose the rate for the site leads without travel. Travel will be reimbursed under a cost‐only travel CLIN at the task order level.

Amendment 01

Sample Task Order Pricing sheet Packaging Requirements

Several Several of the rows of the Sample Task Order Pricing Sheet are linked to incorrect cells in the Pricing Template. Row 40 links to site survey cost, not record drawings; row 10 links to AT storage not CT storage; row 11 links to AT rigging not CT rigging and does not include the needed 0‐200 mile shipping; row 13 links to deinstall Condition Code X when should be non‐condition code X; row 18 links to mid‐size CT rigging and not standalone rigging and needs 0‐200 mile shipping; cell b35 has an incorrect equation; rows 36‐39 and 55 all link to 15 to 3 day notice shipping and not greater than 15 days notice, row 47 and row 48 have duplicative equations. Can the Government address these issues in the

Sample Task Order Pricing Sheet?

The pricing sheet has been updated to correct the discrepencies.

Amendment 01

Tab 1.F CP Pricing Template Cont rows 4‐14 In the Q&A response "All work, including any site lead effort, required to complete these efforts (Airport

Federalization, De‐federalization) shall be included in the FUP"

Should this pricing include costs for permits and site preparation? If so, how should these be estimated as these costs vary widely from airport to airport?

Permits and site prep shoul not be included. This is for a basic new fed in which the airport would be responsible for all infrastructure.

Attachment 3 ‐ Checkpoint PM Task Order

Section 3 Scope 3 This will also include any proposal preparation costs for all task order requests for proposal.

Can the Government provide a maximum quantity of TO proposals per year so that these costs can be estimated? The execution qtys in SOW

2.2.1 are insufficient to estimate qty of task orders and related proposals, as these can be divided into regional task orders or fewer nationwide task orders.

The Government will not provide a maximum quantitiy of TO proposals. Historically, there have been approximately 10‐20 proposals per year per region for CHeckpoint efforts. TSA anticipates issuing task orders on a national level, not regionally like under the current contract structure.

RFP 7.4V Written Proposal Requirements table 7.4 IV 97 Tab 2A: Resumes of Program Manager and sampling of 3 Task Order Program Managers

Would the government please confirm in writing that the sampling of 3 resumes for TOPMs is a minimum quantity to be deemed acceptable as was stated in the 29 June Industry Engagement Session?

The government wants to see 3 resumes for TOPMs with the offeror's proposal

RFP 3 Statement of Work 2.3 Program Manager

Qualifications

11 If an employee lacks such experience, the Contractor, by written request, shall provide evidence of similar/equivalent experience. Acceptance of evidence shall be at discretion of

COR/CO.

Please explain how this change impacts the acquisition. The change made in response to the question appears to apply to replacement candidates while on contract. If the intent is to allow IDIQ PM candidates with experience equivalent to the SOW requirements, then we recommend changing the SOW language to "Ten (10) years of program management or equivalent experience" and "Five (5) years of airport project management or equivalent experience", allowing the

Government to assess the experience level of each candidate.

The SOW has been updated to reflect this change

Attachment 3 ‐ Checkpoint PM Task Order

Section 3 Scope 3 Statement was made during 29 June Industry Engagement Session that Task Order Program Manager labor should be bid into the individual Task Orders and that all other Program Management support should be bid into the IDIQ Program

Manager Task Order.

Can the Government confirm that TOPMs should be bid with Task Order proposals? If yes, can the Government update the IDIQ Program

Manager Task Order Attachment 3?

Yes, TSA confirms that TOPMs will be bid at the Task Order level. No changes to the IDIQ PM Task Order are required.

Section 2: SCHEDULE

OF

SUPPLIES/SERVICES;

2.2 Contract Type 1 7 The TSA contemplates the award of a single IDIQ contract allow the use of FFP or T&M types, as specified per TO.

The Government has indicated their intent to utilize FUP for the majority of work conducted on Task Orders issued under this IDIQ. Does TSA anticipate using the LCATs and rates for T&M based activities on the

Task Order level ?

Yes, the LCATs will be used for all T&M requirements

Offerors

Tab 2A 7.4.V 97 Tab 2A:

Resumes of Program

Manager and Task Order Program Managers (example resumes)

The Government describes the resumes of the PM and TOPM as example resumes. Can the Government please clarify what their expectation is for example resumes? Are they referring to representative resumes? Which would demonstrate the Offeror's ability to find the skill sets necessary for these positions. If so, we recommend that the Government remove the requirement for Tentative Offer Letters for Contingent hires as required in Tab 2A.

During yesterday's Industry event, it was provided in the uploaded Q&A file that "Example Resumes" had been removed and replaced with a "sampling of 3". The "sampling of 3" was verbally referenced as "a minimum of 3". Can TSA please confirm the it is a minimum of 3?

The government wants to see 3 resumes for TOPMs with the offeror's proposal

Federal Travel l

Can the Government clarify if travel costs should be included in the Fixed Unit Prices?

TSA's response to this question specifically focused on Site Leads: "The rate for the Site Leads shall include travel".

Is it TSA's intent that the Site Lead hourly rate shall include travel labor and all travel expenses, including variable items such as airfare, hotel costs, rental cars, per diem, etc in accordance with all Federal Travel

Yes, the contractor may include any necessary labor caterogies required to build up their proposed PM price

1 Section 8 Addendum to Evaluation ‐ Commercial Items

8.2 Basis for Award

(6) and 8.5

Description of Factors for Award, IV. Factor 4: Price

107 and 110 8.2 (6) The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.

8.5, IV. Factor 4: Price ‐ The Total Evaluated Price will be calculated by adding the total Checkpoint Sample Task Order pricing with the pricing for the Program Management Task Order. The summation of these two prices will be the Total

Evaluated Price.

Paragraph 8.2 states that the Government will evaluate offers by adding the total price for all options to the total price for the basic requirment.

Section 8.5 states that the evaluated price will be calculated as the sum of the price for the Sample Task Order and the price of the Program Managment Task Order. Can TSA please confirm that the Total

Evaluated Price = Cell R86 (from the Sample Task Order Pricing tab of the Pricing Worksheet) + Cell D89 (from the PM Task Order Price tab of the

Pricing Worksheet)?

For Checkpoint, the total price will be the sum of cell R87 on tab 7 and cell D89 on tab 8.
