Number Question Answer
[X] respectfully requests that the Government consider applying the same 10-year window for Factor 1 (RPM Site Design, Installation, and Construction Experience), similar to the revision that the Government made for Factor 5 (Past Performance). Yes. CWMD will update Tab 1 Factor 1 section to reflect 10 year period.
2 L
Executive
Summary 103
Would CWMD please consider scoring the information requested in the Executive
Summary. The current evaluation criteria will require offerors to present all of the critical information requested the Executive Summary a second time throughout the proposal in order to be formally scored. This will reduce redundancy and allow offerors to provide more comprehensive information No. Follow the instructions in the RFP sections L and M

Phase 2, TAB 1 -
Factor 1, item VI 107
The dRFP states that the offeror shall describe the effort required to 1. Develop a
Design-bid-Build in all phases and specifications for the sample task order; 2 -
Manage the site construction for the sample task order; 3- Provide construction, installation services for the sample task order; 4- Perform and support
Commissioning process for the sample task order, and 5- Perform and support decommissioning process for the sample task order. The FAR describes a DBB process as requiring a two-step contracting effort by the government, one for the design phase and one for the construction phase. How does the offeror perform both design and build as part of a Design-bid-Build effort?
Design-bid-build language will be deleted for the Phase 2 requirements. The
IDIQ contract is a design build contract. The same contractor is responsible for designing and constructing the projects. Majority of project delivery will require the design to be completed prior to construction starting. The construction could be in the same Task Order as the design or a future Task Order. The
Offeror may determine to perform construction using their resources or sub contractors.
4 Factor 1
Tab 1, Tab3, Tab
3, Tab 5 103-
Can Please confirm that the period of recency for the past performance is 10 years? Yes. Tab 1, Tab 3 and Tab 5 are all 10 years. Will update in Final RFP

7 4.13 Commissioning 30
Reference is made to “48 hours of problem free operations”. Is this reference the same as field acceptance testing?
This is one of pre-requisite to field acceptance. Phase 2 Offerors will receive additional commissioning documentation for the RPM acceptance.
8 4.14 Decommissioning 32 Can you define “field worthiness”?
Field worthiness is physical condition and functionality (e.g., system powering up)
9 4.15 Site Closeout 32 What is the "48 hour burn in? " 48 hrs of continuous problem-free operations
10 4.19.3
Configuration

Logistics
Coordination 36 Will shipment to deployment site be fully configured systems or individual panels?
Reference RPMP/RP system as defined in section 4.12.2 Equipment delivery and installation. Components of the RPM system may be individually shipped and not connected to each other as a fully configured system
12 Factor 1
Tab 1, Tab3, Tab
3, Tab 5 103-
There is an inconsistent time period across the factors for past performance. In the first four Factors, that time period is 5 years, in Factor 5, that time period is 10 years. Is this inconsistency intentional? Yes. CWMD will update Tab 1 Factor 1 section to reflect 10 year period.
13 C 3. Scope of Work 10
The dRFP states that the majority of deployments will be Design-Bid-Build (Section c, Part 3, Page 10). In the FAR definition of DBB , there is a separation between the designer and the constructor, with both parties working separately to the owner (in this case, the CWMD). The government by definition would have two distinct parties under contract in a DBB scenario. This does not seem consistent with the stated purpose of this procurement (Table 1, page 10) to bring program management, design engineering and construction/commissioning under one contract. Can you explain how the majority of deployments will be DBB under this procurement strategy since the program management team, the designer and the construction contractor will be under one prime contract?
Design-bid-build language will be deleted from Section.C, Scope of Work. The
IDIQ contract is a design build contract. The same contractor is responsible for designing and constructing the projects. Majority of project delivery will require the design to be completed prior to construction starting. The construction could be in the same Task Order as the design or a future Task Order. The
Offeror may determine to perform construction using their resources or sub contractors.
14 Section C 6.1 paragraph 2 38
Section C 6.1 states: "The Contractor shall not input, store, process, output, and/or transmit sensitive information within a Contractor IT system without an
Authority to Operate (ATO) or Risk Acceptance (RA) signed by the Component CIO, or designee, in consultation with the Component Privacy Officer.” What are the requirements that must be met in order to obtain the ATO or RA? How is the
Contractor IT system reviewed and accessed in order for the ATO or RA to be issued? If changes to the requirements render portions of the contractors IT system non-compliant, if the entire ATO or RA affected/revoked or only the relevant portion?
Phase 2 Offerors will receive additional cyber security directives, instructions and guidance .
15 Section C 6.1 paragraph 3 38
Can CWMD identfiy and provide the complete list of “relevant DHS cybersecurity directives, instructions, and guides to establish, document, and maintain physical, technical, and administrative safeguards" referenced here?
Phase 2 Offerors will receive additional cyber security directives, instructions and guidance.
16 Section C 6.1.2 paragraph 1 39
What is the maximum security categorization that can be expected as it relates to
DHS sensitive information? Does the ATO or RA satisfy the referenced “authorized for use” requirement?
Maximum security categorization is FOUO. An approved ATO satisfies the use of FOUO information.
17 Section C 6.1.2 Table 4 40
The Header of column 3 references Impact Levels C, I and A. Can CWMD please clarify what C, I and A mean?
Reference DHS 4300A SENSITIVE SYSTEMS HANDBOOK for additional guidance.
C=confidentiality, I=integrity, and A=availability
18 Section C 6.1.2 after table 41
Section C SOW States: The CWMD Program Manager will assess Program needs and identify and refine the list of information types and impacts to reflect program information to be used in Contractor information systems and will provide the Supplier specific guidance on safeguarding, retention, and disposal of
DHS sensitive information. Please clarify:
1. Is the Supplier in this case the Contractor?
2. Will this information be needed to complete the assessment of the RTM and
SOW requirements in order to develop the IT Security Plan. When will this information be available?
1. Supplier is the contractor. 2. Phase 2 Offerors will receive additional cyber security directives, instructions and guidance.

DID CM-1, DID CM-2, DD 065, etc). When will CWMD make these documents available? Phase 2 Offerors will be provided with additional information.
25 Section I 3052.209-72 94
The OCI clause states a conflict exist when Contractor or affiliate, "offering advice or planning in areas in which the Contractor or any affiliates have financial interests tied to particular technologies." The SOW in Section C.4.1 requires identifying new improved technology, including strategic fielding studies. With the
RAPTER program equipment planned to be deployed using this contract are prospective RAPTER equipment providers does it present an OCI with this contract or limit participation on other CWMD equipment procurements for technology and equipment?
Each potential OCI is examined based on its particular facts and the nature of the proposed award. Based on the question posed, it’s difficult to determine whether a potential OCI exists. Please note that review of an offeror’s proposal in accordance with the RFP may reveal a potential OCI in the future.
26 Section L
Proposal
Preparation 97
In section L of the draft RFP it states, “Joint Venture Offerors shall provide with their proposal a notarized legal document that establishes the JV.” This is a somewhat usual requirement as JV agreements are not typically notarized to be legally binding. If a JV was established prior to the issuance of the draft RFP, can it be submitted without being notarized?
The JV document does not have to be notarized, but the JV has to be legally binding. As long as the JV submit a signed and completed legal document (the
JV agreement) it will be accepted.

SOW contains the same requirement to provide, implement and maintain an IT
Security Plan. Please clarify:
1. Can CWMD explain the difference between the IT Security Plan called for in
SOW 6.1.3 b. and the IT Security Plan called for in Section L?
2. Can CWMD clarify what is meant by "implement and maintain" as it applies to the proposal response?
3. Due to the extensive number of items in attachment J.9, and the volume of referenced regulations, clauses, and guides, can CWMD exend the period of time for Offerors to review and ask questions?
4. Due to the extensive number of items to be covered in the IT Security Plan, can
CWMD exclude it from the page count in Phase 1 / Factor 2?
1 & 2. The Offeror shall provide an IT Security conceptual plan in accordance with SOW and the RTM attachment J.9. 3 . No.
