Based on Bidders
Conference

Q. With regard to the concept of a coefficient for conversion of a T&M/CPFF bid to a Lum Sum contract, is this to be limited to the design phase for the sample task or the construction phase of the sample task, or both? Given the immaturity of the design as presented in the RFP, how would the contractor have sufficient detail to provide a lump sum bid? A. The offerors selected for Phase II will be provided a completed design.

Conference NA NA Q. Noting the comment earlier that the date for submission of Phase 2 is unknown, does the DHs have a plan for the duration of the proposal development time to be alloted to the offerors downselected? A. Approximately 30 days
Q&A 83 and
NA NA
Q. In the response to questions, questions 83 and 84 seem to allow an increase in the number of key personnel at the discretion of the offeror, would this increase in key personnel also allow for an increase in page count iaw the proposal instructions. that is, 3 pages for a resume for each added key personnel?
A. The offeror can provide the additional key personnel and resume pages but the government reserves the right to consider any additonal personnel beyond the RFP.

Q. During the bidders conference, the concept of two task orders per year was announced. Does that mean that each task order will have multiple deployments associated with it, or does the DHS contemplate two deployments per year? A. The government will determine the number of task orders to execute the contract. Typically, there will be multiple deployments in task orders that are not specified as program management.

Q. Innovation was discussed twice in the conference, and we believe that this is a very good thing. However, we are struggling to understand how to discuss innovation in our proposal and to then include a measurable savings for that innovation in the price proposal. For example, if we were to offer a revised process than that which is provided in the SOW, that could improve schedule dramatically and then price that improvement in the proposal, would we be considered non-responsive by not 'pricing' the total SOW as written, because our plan is to deliver the same output with a different process?
A. The cost/pricing requested in the RFP will be based on the design provided to the Phase II offerors. Discuss innovations in the context of the provided designs. Detailed cost savings or these innovations are not required.
Provide general areas where cost, efficiences, and effectiveness can be obtained from your recommended design innovations.

Q. As a subcontractor, we are concerned that our past performance questionaire, which would need to be submitted to a potential rival in this procurement may not receive a fair review of performance. IF the ultimate customer, a government agency, is willing to complete the PPQ for this effort based on their knowledge of our performance, would that be acceptable to the DHS? A. If you were the subcontractor for the government contractor you are referencing, the Government is not allowed to provide a separate Past Performance (CPARS) outside of the Prime's past performance. You can still use this past performance it will not be a separate PP just for the subcontractor.

Q, Can you provide an example of 'fabrication at a deployment site', so that we can be certain we fully understand the requirements as discussed during the bidders conference. A.

Q. Should we price Innovations that result from a change to the detailed SOW, or propose them as ideas and then discuss the acceptability of the change with you during execution following award? A. Discuss innovations in the context of the provided designs. Detailed cost savings or these innovations are not required.
Provide general areas where cost, efficiences, and effectiveness can be obtained from your recommended design innovations.
Q. What part of the project lifecycle (engineering, procurement, construction and startup/commissioning) do we apply the coefficient too? A. The coefficients will only apply to Firm Fixed Price construction
Q. Can you define this contractor coefficient and identify which cost elements the coefficient would be applied to (labor, materials, overhead, other direct charge, mobilization/demobilization, contingency, etc.)?
A. Cost elements will be provided in the RFP
Q. Will you include the coefficient calculation in your pricing templates? A. Yes

12 Q. How will the coefficient be evaluated as part of the award process? A. The Government will review the coefficient for reasonableness and realism
13 Q. Given the immaturity of the design as presented in the RFP, how would the contractor have sufficient detail to provide a lump sum bid? A. See Question 1's answer.
