Page Number Question
1 L 2 102
Q. There is a discrepancy between the total page count on Volume 1 Phase 1 and Volume 1 Phase 2. In Volume 1 Phase 1, the subsections total to a maximum of 42 pages, and the total page count is 46 pages. In Volume 1 Phase 2, the subsections total to 36 and the total page count is 28. Please clarify.
A. Total pages should be 42 and 36 respectively
2 L and J.7 Tab 4 110 Q. The pricing instructions indicate that the program office should be priced on a task order basis. In our opinion, and similar to the DICCE program, a separate task order for the PMO as a baseline of cost associated with the project independent of the number of task orders would be more efficient with lower costs for the overall program. Would CWMD consider a single task order for the Program office on an annual basis priced independently of the task order work?
A. Yes, the government will consider to fund the program management CLIN for the entire year as a separate task order.
3 C 4.12 27 Q. What is the definition of the RFI Register?
A. The RFI Register is the Request For Information Register that contractors submit questions to the government during construction typically for the design omissions, errors and conflicts
4 C 4.1.1 12 Q. Should the contractor include Calibrations in the Project Management Plan?
A. No. However Contractor must coordinate with PNNL team for calibration.
5 C 4.13 30 Q. Is the contractor responsible for calibrations of the RPM following installation, or responsible for collecting calibration data from another organization to complete the commissioning package?
A. See answer for Section 4.1.1. page 12.
6 C 4.22 35 Q. Is the contractor responsible for functionality checks and certification of RPM operability prior to shipping from the warehouse or storage location?
A. No. The government will perform this function.
7 C 4.22 35 Q. Is the contractor responsible for the actual shipment of the RPMs to the site during an installation task? If yes, please advise that location for costing purposes.
A. No. However, the contractor is responsible for coordinating the shipment.
8 C 4.22 35
Q. Is the contractor responsible for the actual shipment of the decommissioned RPMs back to a storage location in addition to the He3 tubes as described? Please advise that location for costing purposes.
A. No. The government will fund the return shipment of RPMs and/or He3 tubes. The contractor will coordinate and prepare the RPMs and/or He3 tubes for shipment and ensure loading.
9 C B.4 5 Q. Please clarify CLIN x001 (CPFF) and x002 (FFP), what portion of the work will be cost plus fixed fee or firm fixed price?
A. The government will determine the apportionment of cost plus fixed fee and firm fixed price per Task Order.
10 Sample Task J.7 No Reference NA
Q. SOW 4.7 requires a cost estimate 30 days after the site survey before the design is started. In Sample Task J.6, there is no estimate required after the site survey. Is an estimate required after site survey? If so, is this section applicable to CLIN x001 or x002? Note that there may be changes derived at each design review percent complete.
A. A Rough Order of Magnitude estimate is required for the Site Survey Report CLIN. Understandingly, this estimate will mature as the design is developed. For the solicitation, only those who are selected for phase2 will be provided with that information

Q. The CWMD is clearly asking for innovation that measurably improves the RPM deployment process. How does the CWMD envision evaluating innovative concepts during proposal review as the pricing structure does not allow for innovative concepts to be appropriately priced and considered in a single task order?
A. The government will evalute innovation under section M Progroject Management evualation factor 2 in Phase II.
Innovative concepts should be provided in the design approach for the site plan and RPM system design including ancillary equipment.
16 L Phase 2, Tab 3 109
Q. The requirements for Senior Program Manager state 15 years experience and a Project Management Professional Certification (PMP) are minimum requirements. Many of our senior professionals (>10 years) with advanced scientific degrees and MBAs have not taken the PMP certification. Will the CWMD allow a MBA, an advanced scientific degree or an advanced engineering degree in lieu of the PMP?
A. CWMD will consider.
17 L Instructions 101 Q.Will the Government allow offerors to use 11 x 17 single sided pages (landscaped) as well as 8 ½ x 11?
A. No, only 8-1/2 x 11 with 1” margins on all four sides will be accepted. Figures and tables will have no less than 8-point font size.
18 C 4.17 32 Q. The SOW clearly requires a study of the current RPM inventory managed by PNNL. The instructions do not require the pricing of this requirement. How does the CWMD envision evaluating this requirement?
A. The Program Management CLIN should include funding for this study and similar program management efforts.
19 C 4.9, Par 3 21
Q. Given the PRIDE connectivity requirement, when will the PRIDE system architecture and application specifications be provided?”
A. CBP will ensure PRIDE works properly inside the CBP system. The contractor is responsible for providing interface connectivity and ensuring RPM and ancillary equipment are functional.
20 L Tab 5ii 105
Q. In selection of projects to include for the past performance section, can the contractor include performance under an IDIQ contract at the contract level, combining the experience for each task order under this one project, or must the contractor choose a single task order for that contract to present their performance?
A. yes as long as the POC for that IDIQ contract can fill out one Past Performance questionnaire covering all tasks mentioned under the IDIQ contract per the instructions under section L Evaluation factor 5 Past Performance.
21 L Tab 5ii 105 Q. The contractor believes that CWMD will benefit from a summary page of past performance projects showing a table with the combined experience of the company(s) submitting jointly for this proposal. Is the CWMD willing to allocate a single page in this section for that summary table, bringing the total number of pages to 11 pages for this section?
A. The number of pages for past performance will not change. How a contractor presents the information is up to them.
22 L Tab 4 113
Q. The dRFP states that the offeror is required to submit a statement concerning the adequacy of their accounting system.
Does this requirement only apply to the Prime contractor, or will teaming subcontractors be required to attest to the same adequacy IAW SF1408?

Does this mean provide up to five two-page past performance examples, and for each example, provide a questionnaire to be filled in by the client?
A. Yes, that is correct.
34 Section M 1st sentence 116
Q. This sentence states, "The past performance of Key Personnel shall not be evaluated under this criterion." The very nature of small businesses hiring for growth requires incorporating senior staff with experience in target industries or government agencies, so we can use their past experience to win work. In consideration of this as a Small Business Set-Aside contract, CWMD should allow the Past Performance in Factor 5 to include the past performance of key individuals working for previous employers. A.
The intent of past performance is to evaluate the company(s) experience with doing similar work not individuals.
35 L 1 107 Q. How will offerors be notified of advancement, or not advancement, to Phase 2?
A. Offerors will receive notification via official letter of their advancement/non-advancement to Phase II

A. CWMD will consider.
38 Section L Table 110
Q. Only the Senior PM needs to come from the prime, the others can be from team members? Otherwise, does CWMD see how this would be an unfair advantage to Mentor-Protégé Joint Ventures, where the Protege Small Business would have unlimited ability to pull from the large business mentor into the Joint Venture staff pool?
A. Contractors have the ability to organize their proposed organization per the instructions and Small Business Joint Venture guidelines.
L Proposal format Paragraph 1 101
Q. This section states: "Proposals shall be single sided pages (8-1/2 x 11 with 1” margins on all four sides) and shall use no less than 12-point size. Figures and tables will have no less than 8-point font size." We intend to create a form/table for our past performance write-ups, with blocks for each required item listed on Section L, Page 106, paragraph iii. We interpret our Past Performance form to be a table, and 8-point or larger text is allowed. Does CWMD agree?
A. Yes
Section L, PROPOSAL
FORMAT
TAB 3 106
Q. re: TAB 3 – Factor 3: Design-Build and Design-Bid-Build experience . The requirement in the first paragraph, page 106 is "The Offeror shall include at least one design-build and at least one design-bid-build construction delivery method."
However, no definition of design-build or design-bid-build is provided. It's critically important for CWMD to better define this pass/fail criteria. Does CWMD have definition in mind, or is there a FAR reference for the definitions as CWMD intends to evaluate these?
A. Design-Build is a method to deliver a project in which the owner contracts with a single entity (commonly referred to as the design builder) to provide design and construction services.
In contrast to design-bid-build where the government awards separate contracts to the A/E firm and construction contractor, DB relies on a single point of responsibility and, accordingly can help to minimize risks, foster innovative design and construction solutions, better manage cost, and reduce project related delays.
In a DB, design and construction phases overlap, where as in Deign-bid-build they are done consecutively.

81 L
Phase I/ Factor 3/ Factor 5 105
Q. Will the Government consider the past performance of the prime Contractor JV parent companies in accordance with GAO precedence (see, e.g., AMI-ACEPEX Joint Venture, B-401560 (Sept. 30, 2009)) and FAR 15.305(a)(2)(iii) if the Offeror's proposal demonstrates that the resources of such parent companies will meaningfully affect the performance of the Offeror on this contract?
A. Consider the past performance of an offeror’s parent or affiliated company where the offeror’s proposal shows that the resources of the parent/affiliated company will affect the offeror’s performance. Perini/jones, Joint Venture, B-285906 (Nov.
1, 2000). The relevant consideration is whether the resources of the parent/affiliate, for example, workforce, management, facilities, etc., will be provided or relied on for contract performance. As long as the parent or affiliated company’s resources will be made available for our RFP requirements. Using the offeror’s parent or affiliated company as past performance implies that these same resources will be made available.
82 L Phase I/
Factor 5/i i 106
Q. Section L states, "The list of past performances may include a mix of the past performance for the prime and subcontractor, but at least one shall be of the prime." If an Offeror is utilizing the past performance of a follow-on Joint Venture (JV) to an expired JV (i.e., Offeror's name and DUNS is not exactly as stated on the SF1442), will the Government accept the past performance as the one required project provided by the prime/Offeror? If the proposal clearly demonstrates how that predecessor JV will have meaningful involvement in the performance of this contract, i.e., its workforce, management, facilities, and other resources – will be provided and relied upon for the contract performance.
A. Yes, Based on the understanding of the question, is that since the past performance that the current JV wants to submit concerns the past performance of the predecessor JV, the current JV can provide the prior JV’s past performance provided it can show a nexus in terms of how resources of the predecessor JV will be used by the current JV for performance of this procurement.
83 L Phase II/
Factor 3/ i 109 Q. Will Government accept more than 2 pages per reference contract if proposing less than 5 contracts? A.

However, Section L states, "The Offeror shall describe their breadth and depth to perform at sites throughout the United States and foreign locations, during steady state workload and times of surge workload, and without impact to schedule or quality." Q. Would the awardee(s) of RPMP be precluded from participation in the apparently related RAPTER program?
A. Without more information we cannot answer this question. RPMP is under an IAA with PNNL. There is no new awardee for this program. Per the clause HSAR 3052.209-72 Organizational conflict of interest provides three situations which may give rise to an OCI. More information/Clarity is needed to answer this question)
Q. Would the Government please clarify the respective intended areas of focus for the RPMP and RAPTER programs? Are they intended to be complementary?
A. RAPTER eventually will recapitalize all RPMs. RPMP (legacy program) will be phased out when RP and RAPTER are deployed.
Q. respectfully submits for the Government’s consideration that extending the past performance window to 10 years would be in the Government’s best interests. Limiting to 5 years may restrict competition: due to the specialized nature of the solution, the relevant procurement history, as well as recent mergers and acquisitions activity in the industry, a longer window appears more likely to provide the Government with the best value.
A. CWMD will consider. will update RFP if required
Q. How will the RPM Replacement program based on using COTS RPMs (A/E or Construction Firm providing RPM site design, construction, engineering, and technical services to install and support RPM systems) interface with the CWMD RAPTER program (developmental acquisition of new modular, open system architecture RPMs to replace older deployed RPMs)?
A. The intent is to recapitalize all RPMs with RAPTER.
Q. What is the CWMD RPM replacement timeline?
A. Insufficient information provided in this question to respond.
