About this file
This document contains a presentation for a pre-solicitation conference for a draft Request for Proposal for Radiation Portal Monitor Program Deployment, Construction and Design Services. The Department of Homeland Security seeks to acquire commercial capabilities for radiation portal monitor deployment, construction, and design services at U.S. ports of entry and other locations. Key details include that the potential requirement is for approximately 500 deployments over 5 years, with an estimated 100 deployments per year under the initial multiple award indefinite delivery/indefinite quantity contract. A two-phase proposal process will be used, with the first phase evaluating technical and management factors, and the top five offerors advancing to the second phase to submit pricing information for a sample task order. The anticipated contract type is a hybrid of time-and-materials, cost-plus-fixed-fee, and firm-fixed price, with a minimum value of $50,000 and maximum value of $253 million over a one-year base period and four one-year options. The pre-solicitation conference provides an overview of the requirements and an opportunity for offerors to ask questions about the draft RFP.

This procurement has been set aside for small business. Offerors are encouraged to review the Small Business Administration's (SBA's) size eligibility standards found at Title 13 of the Code of Federal Regulations, Section 121 (13 C.F.R. § 121). In particular, Offerors proposing a joint venture, subcontracting, or another form of teaming arrangement should review 13 C.F.R. § 121.103.
The SBA is the sole authority for making determinations of small business status for small business programs. Such determinations are binding on the Offeror and the Contracting Officer. Accordingly, a finding by the SBA of affiliation between an Offeror and its proposed team member(s) or subcontractor(s) may result in the Offeror being found to be other than a small business and therefore ineligible for contract award.
