About this file

This attachment provides pricing terms for fixed price construction task orders against an Indefinite Delivery Indefinite Quantity contract. Pricing will be calculated by applying location-specific coefficients to pre-priced line items in RS Means Online Complete or Complete Plus editions. Normal working hours are defined as 6AM-6PM Monday through Friday, with other hours and weekends subject to a separate coefficient. Twenty percent of work is estimated to be non pre-priced items requiring competitive quotes. Offerors must provide justification for proposed coefficients for normal hours, other hours, and non pre-priced items. The document outlines requirements for non pre-priced items, historical workload allocation, and examples of information to include in coefficient proposals.

U.S. DEPARTMENT OF HOMELAND SECURITY

COUNTERING WEAPONS OF MASS DESTRUCTION

Firm Fixed Price Construction CLIN: RS Means plus Co-Efficient.

The Contractor shall perform construction functions in accordance with the scope of work and appropriate specification sections contained herein and that which is contained in individual task orders for construction under this contract. Unit prices specified in R.S. Means Data Online, Complete or Complete Plus (current at time of task order proposal development) shall be used for the task order period of performance, using the Total Cost Including Overhead &Profit

(O&P) Column, which provides for overhead and profit of each individual line item for the installing contractor, the sum of which shall be multiplied times the applicable coefficients. At the beginning of each calendar year, within 30 days, the new edition of the R.S. Means Data

Online, Complete or Complete Plus will be automatically incorporated into the contract. R.S.

Means pricing/costs are updated quarterly in the calendar year.

The Contractor shall determine a CoEfficient for the Normal Hours, Other Than Normal

Working Hours, and Non-Pre-Priced Items per the table and instructions below. The Contractor will apply the CoEfficients to their estimates produced using the RS Means preference page

(Screen Shot.1). The produced estimate will be provided to the Government for each task order which includes the Total Cost Including O&P Column for overhead and profit of each individual line item for the installing contractor. Screen Shot.2 is an example of the R.S. Means estimate output using the selected preferences.

Screen Shot. 1

Screen Shot. 2

The contractor will determine the CoEfficient to multiple the estimate total dollar amount for the designated categories. The RS Means estimate using the preference page does not include risk or contingency. The intent of the CoEfficient is to capture cost/pricing that RS Means does not include or unit prices that you believe are low. Remember that the location for every task order will be applied prior to the CoEfficient. Use the items identified below for Pre-Priced and Non-

Pre-Priced as a guide for comparing the items in the RS Means estimate and determining the

CoEfficient. The Contractor shall provide a written justification for each CoEfficient component such as risk, contingency, etc. CoEfficients will remain the same throughout the life of the contract.

CoEfficient for Non-Pre-Priced Items. Offerors shall perform all work in accordance with the task order scope of work and the applicable specification sections contained herein for items that are negotiated as a Non-Pre-Priced item, multiplied times the Non Pre-Priced coefficient. NON-PRE-PRICED ITEMS

Non-pre-priced items are defined as construction materials, services and work which are not listed by R. S Means Data Online. Also, the government reserves the right to request proposal based on non-pre-priced methodologies for any project. Competitive quotes shall be used by the contractor for non-pre-price items. R. S. Means will not be used whatsoever in competitive quotes in pricing methodologies. Non-pre-price items are subjected to the procedures described in the paragraphs below.

• The Contractor need not have more than one quote for non-pre-priced line items under $2,000.00 provided that the Contractor ensures that fair and reasonable prices are obtained for services or materials. In excess of $2,000.00 the Contractor will make every effort to obtain a minimum of three quotes from qualified subcontractors.
