About this file
This document is a Questions and Answers (Q&A) Log for the Hangar 9 Renovations project (Solicitation Number 6973GH-25-R-00132) at the FAA's Mike Monroney Aeronautical Center. The log contains 120 detailed questions from potential contractors regarding various aspects of the renovation project, covering topics such as project scope, technical specifications, demolition requirements, electrical and mechanical systems, work hours, phasing, access restrictions, and clarifications on drawings and specifications. Many responses indicate that updated documents, drawings, or specifications will be issued to provide further clarity, and some questions remain pending future amendments.
Key areas of inquiry include project phasing (two phases covering north and south sides of the hangar and adjacent office areas), lighting replacement, electrical busway removal, ceiling and wall treatments, fire alarm system integration, mechanical and plumbing work, and operational constraints. The project involves comprehensive renovation of a hangar facility, with an estimated value between $5 million and $10 million, and requires careful coordination with ongoing FAA operations. The Q&A log reflects the complexity of the project and the need for precise communication between the FAA and potential contractors to ensure a comprehensive and accurate proposal.

No. Question Response
Section L and M of the solicitation, Factor 1, states to that Offerors are to provide three (3) relevant projects within the past five (5) years, with at least two valued over $5M. We understand that the advertised value of this project is between $5M and $10M, and therefore the GOV would like to see if Offeror’s have completed at least two (2) $5M interior renovation projects. We would respectively request the GOV consider reducing that value for Factor 1 from at least two
(2) projects valued at $5M to at least two (2) projects valued at $3M.
The government has determined the requirement that "At least 2 of the projects provided must be for the Offeror's work valued at or over $5,000,000.00 each" will not be revised
If values within Factor 1 are not lowered to $3M per the above RFI, would the GOV allow Offerors to adjust contract values (escalate values) to today’s values to qualify for Factor 1?
The government will not allow Offerors to adjust contract values for projects submitted

Hangar 9 Renovations
Questions & Answers Log #2 6.30.25
The solicitation and specifications reference “delegated design” responsibilities in several divisions, including: 08 80 00 – Glazing; 09 51 00 – Acoustical Panel Ceilings; 10 28 00 – Toilet Accessories; 23 31 00 – Metal Ducts; 26 05 48 – Seismic Controls; 28 31 00 – Fire Detection and Alarm
We recognize that delegated design generally places responsibility on the contractor to provide engineered shop drawings and associated documentation. However, the fire alarm scope (Division 28) appears to differ significantly in its procedural and regulatory requirements. The fire alarm sheets specify that:
The contractor shall provide a complete design (shop drawings, battery and voltage drop calculations, equipment selection, etc.);
The design is subject to review by the Benham Fire Protection Engineer and final approval by the Authority Having Jurisdiction (AHJ);
The system must be fully compatible with existing FAA infrastructure; and The completed installation is subject to witnessed testing and commissioning.
We respectfully request clarification on the following:
Can the Government confirm that the fire alarm scope is the only delegated design package on the project that requires external review and approval (Benham FPE and AHJ), and that other delegated design scopes (e.g., glazing, ductwork, seismic) are limited to contractor-prepared submittals without third-party approval?
If other scopes do require similar review by the Government, Benham, or AHJ beyond typical submittals, please identify which divisions and associated requirements apply.
For the fire alarm system, are there any templates, checklists, or design guidelines from the Government or AHJ that must be followed for submittal, review, and acceptance? Updated documents will be issued.
01 50 00 – Construction Facilities and Temporary Controls: Please confirm whether temporary utility connections (e.g., power, water, HVAC for occupied areas) will be provided by the Government, or if the Contractor must furnish and maintain these systems. If provided, confirm connection points and whether usage will be at no cost to the Contractor.
Exact connection points will be determined during preconstruction phase. Usage will be at no cost to the Contractor but the cost of making the connection will be the responsibility of the Contractor.
01 59 00 – Field Offices and Sheds: Please clarify whether the Contractor is required to provide its own field office trailer.
If so, confirm the minimum size and configuration requirements, and whether office space will also need to be provided for the Government’s on-site representatives.
Minimum size and requirements to meet Contractor's needs and the requirements of the specifications. 01 59 00 1.3A allows the contractor to use space inside the facility as long as all other requirements are met, and 1.3B allows the contractor to use space outside the facility.
01 00 00 – Summary of Work & 02 41 19 – Selective Demolition: Please confirm whether any surveys or reports are available that document the presence of hazardous materials (e.g., lead, asbestos) in the work area. If not, should the Contractor carry allowances for testing and remediation? Additionally, please confirm if the Contractor will be compensated for delays due to unforeseen site conditions requiring rework or redesign.
ACM is not within the scope of this project and will be abated prior to the space being turned over to the contractor. Please reference AMS Clause 3.2.2.3-42 Differing Site Conditions, 3.10.1-24 Notice of Delay, and 3.10.1-11 GOVERNMENT DELAY OF WORK in regards to how potential delays due to differing site conditions, rework, or redesign will be handled
01 00 00 - Summary of Work: Please clarify the notification process and allowable timeframes for scheduled utility outages affecting adjacent FAA operations. Should the Contractor carry any specific premium time labor to perform utility tie-ins or shutdowns outside normal hours?
Outages affecting operational spaces must be scheduled for weekends, holidays, or after hours. Contractor must give the FAA 30 days notice for outages affecting occupied spaces.
Spec Section 221319.13 – Sanitary Drains, Part 3.1.D: calls for trap primer fittings at floor drains requiring them. The drawings (General Notes) state all floor drains in toilet rooms, mechanical rooms, and other areas not subject to periodic washdown shall be provided with trap primers. Please clarify whether trap primers are required for all floor drains, or only those specifically identified in the specifications. Provide per contract documents.
P-001: The drawings require water hammer arrestors for all sensor-operated faucets and for solenoid valves on process equipment. However, the specifications (Div 22) do not identify these explicitly. Please confirm that arrestors are required on all sensor faucets and all solenoid valve-equipped plumbing equipment, and identify whether a particular PDI sizing/mounting standard (e.g., PD-WH 201) applies. Updated documents will be issued.
Spec Section 221316 & sheet P-001 -- Sanitary Waste and Vent Piping: The drawings require that all vent piping within return air plenums be cast iron. Please confirm that this requirement supersedes any indication in the specifications for use of PVC or alternate piping types in vent runs. Also confirm the extent of plenum areas that fall under this cast-iron requirement. Updated documents will be issued.
Sheet P-001, Plumbing note "N": Please confirm whether drain elevations will be coordinated during design, or whether the plumbing contractor must assume responsibility for field measuring and adjustment in all cases.
The contractor shall coordinate installation of new floor drains to ensure they are flush with the finished floor as required by sheet P-001 Plumbing note N.
Sheet M-001, General Note #17: The mechanical drawings require smoke detectors in return ducts of fan-powered terminal units with airflow less than 2000 CFM when not connected to the fire alarm system. The specifications do not reference this requirement. Please confirm whether this note applies to all such terminal units and whether the smoke detector is to be powered and monitored by the fire alarm system or as a stand-alone control function. Updated documents will be issued.
Spec Section 230130.52 - Existing HVAC Air Distribution System Cleaning: Please confirm whether existing ductwork is to be cleaned and re-certified under this contract scope. The specs reference cleaning procedures (NADCA), but the drawings suggest only new ducts are included. If both new and existing duct cleaning are required, confirm extent and access requirements. Updated specifications will be issued.
The contract documents reference Direct Digital Control (DDC) and Building Automation System (BAS) components in the mechanical drawings and general notes. However, Division 23 specifications do not include a dedicated controls section (e.g., 23 09 23), nor do the drawings include sequence of operations, points list, or protocol for BAS integration.
Please clarify:
Who is responsible for providing the HVAC controls, programming, and integration?
Is the controls contractor to be furnished by the mechanical, electrical, or as a separate subcontractor?
Will a controls points list and sequence of operations be issued?
Is integration with existing FAA systems required, and if so, who is the incumbent BAS provider? Updated specifications will be issued.
The project documents do not clearly define:
Whether formal commissioning services (i.e., beyond TAB) are required for HVAC, Electrical, Plumbing, or other systems.
Whether a third-party commissioning agent (CxA) is to be provided by the Government or if the contractor must furnish this service as part of the base bid.
If commissioning is required beyond HVAC (e.g., for lighting controls, domestic hot water, fire alarm integration, or standby power systems).
Whether the commissioning process includes functional performance testing, integrated systems testing, or formal commissioning reports per ASHRAE Guideline 0 or LEED standards.
Please clarify:
The systems to be commissioned under this contract.
The entity responsible for furnishing commissioning services (Contractor vs. Government).
If a Commissioning Specification or additional scope document will be issued to define process expectations, acceptance criteria, and reporting format. Updated specifications will be issued.
Fire Alarm: The drawings indicate that new fire alarm devices must be compatible with the existing fire alarm control panel. Please confirm:
What is the make, model, and software revision of the existing panel?
Who is responsible for programming and uploading device configuration to the existing panel?
Will the contractor be required to retain the existing vendor to maintain panel certification or warranty? Updated drawings will be issued.
Fire Alarm / Electrical: Fire alarm general notes require SPDs listed under UL 1449 and UL 1283 on all 120 VAC circuits to panels and devices. Division 26 does not reference SPD product requirements. Please clarify:
Should SPDs be carried under the electrical contractor's scope or under the fire alarm subcontractor?
Is a specific manufacturer or form factor (e.g., integrated SPD + terminal enclosure) required? Updated documents will be issued.
Section 26 05 33 – Raceways and Boxes: Fire alarm notes require metallic conduit throughout and prohibit splicing, wire nuts, and pigtails. The specs permit MC cable in concealed locations under certain conditions. Please clarify:
Is MC cable allowed for fire alarm system branch runs or device connections in concealed spaces?
Do these conduit and wiring requirements apply to all low-voltage systems or only to fire alarm circuits?
ANSWER FORTHCOMING IN FUTURE AMENDMENT
Section 26 00 10: mentions “commissioning activities” under system startup, but does not define the process. Please clarify:
Is a third-party commissioning agent required for electrical systems?
Does commissioning include functional testing of lighting controls, standby power, or surge protection?
Are specific report formats, witness tests, or Government reviews required? Updated specifications will be issued.

Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
Please reference 3.10.6-6 Default (Fixed Price Construction) paragraph (b)(1)(xi) which is summarized below:
The Contractor's right to proceed shall not be terminated nor the Contractor charged with damages under this clause, if the delay in completing the work arises from unforeseeable causes beyond the control and without the fault or negligence of the Contractor. This includes delays of subcontractors or suppliers at any tier arising from unforeseeable causes beyond the control and without the fault or negligence of both the Contractor and the subcontractors or suppliers AND the Contractor, within 10 days from the beginning of any delay (unless extended by the Contracting Officer), notifies the Contracting Officer in writing of the causes of delay. The Contracting Officer shall ascertain the facts and the extent of delay. If, in the judgment of the Contracting Officer, the findings of fact warrant such action, the time for completing the work shall be extended.
47 Are there any phasing requirements? Are there any temporary heating/cooling requirements? Phasing requirements per Hangar 9 G-006 Phasing Plan. This project does not have temporary heating/cooling requirements.
48 Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation. ACM will be abated by others prior to the site being released to the Contractor.
49 Is this project tax exempt? This Project is not tax exempt.
50 When do you anticipate on site work starting?
FAA anticipates on site work to start 3 months after issuance of NTP, this is due to the badging and flightline access requirements as well as the preconstruction submittals.
51 Are third party inspections required? As required by project specifications.
52 Is permitting required? No 53 Are partitioning, dust containment, and/or negative air machines required for this project? Refer to Section 01 04 50 Cutting and Patching.
Is this project tax exempt? If so, will the GOV issue a tax exemption letter to Contractor to provide to subcontractors and suppliers? This Project is not tax exempt.
Eight (8) weeks per phase in the high bay lighting scope seems unrealistic for the amount of work at heights. We request the GOV please consider allowing 12 weeks per phase. Updated documents will be issued.
Is temporary lighting required to be provided in the high bay area that is under construction? Or, is Contractor only required to have lighting for the side not under construction operational? Updated documents will be issued
Please confirm that Contractor is not responsible for moving, storing, relocating, etc., of existing end-user equipment, furniture, etc. Refer to contract documents.
58 Please confirm that this project does not include any hazardous material abatement. ACM abatement will occur prior to the space being released to the contractor
Please confirm that the Contractor storage yard/laydown yard, which would include job trailer, is in the far northeast parking lot, north of Hangar 8, approximately ¼ mile away from Hangar 9. Refer to sheet G-006
The overall duration of 365 calendar days is unrealistic for this renovation project. We would respectfully request the GOV consider allowing one year per phase, two years total (730 calendar days) The FAA currently calculates this project to require 548 calandar days and the duration will be extended.
During the site visit, we walked the Sheet Metal Shop and Plasma Shop. These rooms have overhead work in them. The equipment is primarily bolted to the ground, and therefore can not be moved. Additionally, the equipment location prevent access in some areas to the overhead work. The value of this equipment is also very concerning. Has the FAA considered how achievable it is to remove and replace ACT ceiling grid, install new lights, and perform the minimal HVAC work in the plasma room with the existing equipment is within two feet of the ceiling? We ask if the FAA would consider having the end-user dismantle or relocate the equipment that is within six (6) feet of the existing ceiling height so a work platform can be erected to complete the work. There is a similar concern in Room 128E, Supply Inventory Room, where the moveable filing cabinets reach almost to the ceiling. The equipment in these spaces will not be dismantled or relocated.
Drawing A-301 has a note in the high bay area that states to remove bird netting to refinish wall. Please clarify this scope and provide more direction on what “refinish the wall” entails as we cannot locate any requirement for refinishing the wall. Per A-110 General note #8, Hangar high bay walls are to be painted.
Drawing FX120 has Bid Option 1 General Notes. The CLIN Schedule only has one line item, Base Bid. There does not appear to include any option work. Please clarify and revise the CLIN schedule if necessary. Revised drawings will be issued.
During the site visit, the FAA PM stated that there was one room that was to be descoped from the Project. Please identify which room and what scope if removed from the project, and if possible, please provide revised drawings that indicate the revised scope of work. Revised drawings will be issued.
During the site visit, the FAA stated that there was no freight elevator on one of the sides of the hangar (either west or east). Also, the passenger elevator appeared to be very small. This creates challenges with getting materials and equipment up to the second and third floor. Would the FAA please provide dimensions of the elevator available for Contractor use on the West side, and dimensions of the elevator available for Contractor use on the East side. Please, if possible, include length, width, and height. This is important for Contractors to develop a plan for how materials and equipment will be brought to the upper floors.
The SW elevator has a 42"x84" opening and a 60"x60" cab. The NW elevator is being replaced; Contractor should plan for a 42"x84" opening and a 60"x75" cab. The NE elevator has a 45"x84" opening and a 64"x83" cab. The east side freight elevator has a 64"x93" opening and a 86"x84" cab. Dimensions are approximate and have tried to account for existing protection and rails.
Drawing G-006 indicates that there are two phases: Phase 1 is the north side of the high bay hangar and the east side office areas of the hangar (all three floors); and Phase 2 is the south side of the high bay hangar and the west side of the office areas of the hangar (all three floors). Please confirm that Contractor can have all three floors and the half of the hangar per phase, complete, empty of end-user furniture/equipment, etc., to the greatest extent practicable. Refer to contract documents.
Please indicate which rooms will not have the equipment/furniture removed/relocated during renovation. Please indicate what the equipment is so Contractors can understand and price the protective measures. FAA will issue a diagram.
Drawing A-110, General Note #8, states that all hangar walls to receive new paint finish full height to bottom of roof deck.
Please confirm those walls are only the east/west walls and not the north or south hangar doors. Refer to contract documents.
Drawing A-110, A-120, and A-130 have notes directing to the east/west walls in the high bay area that states that all penetrations in high bay demising walls, including hangar door pockets, to be protected by an approved penetration firestop system installed as tested in accordance with ASTM E814 or UL 1479 and shall have an “F” rating of not less than the required fire resistance rating of the wall. Please confirm that those penetrations are only new penetrations and not existing. If it is existing and new, please provide quantity, size, and location of all existing penetrations that have to be caulked as it is impossible to price out fire caulking all existing penetrations. Updated documents will be issued.
Section 01 01 00, paragraph 1.5(D)(1) states that all demolition work must take place between 6PM and 6AM (after-hours). Please confirm this is the intent as after hours work will increase the overall cost Updated specifications will be issued.
Section 01 59 00, Part 6, states to provide a separate FAA representative office with separate entrance with new lock and keys, minimum of 150SF, with windows, power, telephone, sanitary facilities, drinking fountain, furniture (desk/file cabinet/plan rack/drawers/swivel arm chair/two straight chairs/tackboard/trash can. Please confirm that the FAA wants this additional cost added to this project as it will be significant. Provide per specifications
Please confirm that, if an FAA office is required to be provided, the Contactor is not responsible for cleaning, to include removing trash and trash can debris. Provide per specifications
Section 01 59 00, Part 8, states to provide weekly janitorial services for the offices. Please confirm that the FAA wants this cost added to the bid as it will be significant. Provide per specifications
Please confirm that during Phase 1, the south side of the high bay hangar can be used for material/equipment storage and for Phase 2, the north side of the high bay hangar can be used for material/equipment storage. Neither side of the high bay hangar can be used for material/equipment storage. Material storage will be per G-006
During the site visit, the FAA stated that if end-user furniture can not be relocated or moved, the Contractor was to simply place a drop cloth over the furniture. Please confirm that the approach stated by the FAA at the site visit is the requirement for protecting end-user furniture that can not be moved or relocated during construction. Protect furniture against paint, construction dust, etc. Per 01 50 00 1.11 C
When Contractor saw cuts and removed the first floor slab to demo existing plumbing lines and to install new plumbing lines, is there a specific location on campus where the excess soils have to be disposed of or can Contractor take them off campus and dispose. Updated specifications will be issued.
77 Please confirm that any excess soils removed from the project site do not have to be tested for contamination. Updated specifications will be issued.
78 Will there be a lag in between phase 1 and phase 2 with no construction expected to occur? The FAA anticipates that there will be a punch and acceptance process in between phases.
During the site visit it was noted that some areas requiring work remain operational 24/7 Can you please provide the room numbers of these areas?
Please confirm how much notice the users will need before work begins in those specific rooms 128E Suite/130E suite, 108W/109W/110W/111W/119W Shops, and 230E will need 30 days notice.
The phasing diagram (Sheet G-006) outlines general sequencing by sector but does not indicate how FAA-led abatement efforts on the west side of Hangar 9 will be phased or scheduled relative to contractor access. As abatement must be accommodated within the construction timeline, we require this information to properly coordinate labor, equipment staging, and demolition sequencing.
Can the FAA provide detailed information on how the construction phasing is intended to integrate with FAA-led abatement activities, particularly on the west side of Hangar 9? Specifically, which zones will be abated prior to contractor access, and what is the sequence for turnover?
The east side of Hangar 9 will be abated during the preconstruction period prior to being turned over to the Contactor. The current preliminary schedule has 30 days for required occupant notification, 30 days for Moving Services, and 30 days for abatement. While the east side is under construction, the west side will be abated with a similar schedule framework.
Section 024119 specifies the requirement for pre-demolition photographic documentation, but the bid documents do not include any visual references of current conditions. To properly plan demolition logistics, coordinate with FAA staff, and confirm scope, we require detailed photographic records of all rooms and areas impacted by demolition.
Can the FAA provide room-by-room photos of all areas impacted by demolition, including but not limited to ceiling systems, light fixtures, partitions, mechanical units, finishes, and areas of abatement? Specifically, we request the following:
a.Hangar light fixtures and supports
b. Existing electrical busway feeding hangar high bay lighting
c. Lighting in paint booth
d. Lighting in machine shop
e. Miscellaneous pictures of the remodeled office area
f. Breaker panel schedules in Offices 308E, 316E, and 330E
Contractor will be authorized to take photos for pre-demolition photograpic documentation upon award of contract.
Electrical demolition notes (Sheet ED110 and High Bay Drawings) state that the electrical busway is to be removed, but the specifications and plan sheets do not explicitly confirm whether the busway will be reused, replaced, or abandoned.
Understanding the fate of this system is critical to labor planning, temporary lighting provisions, and conduit routing.
Can the FAA confirm that the existing electrical busway will be fully demolished and not reused for the new lighting systems?
ANSWER FORTHCOMING IN FUTURE AMENDMENT
Detail 3 on Sheet E601 shows a strut raceway installation for lighting branch circuits, but it is unclear whether this method is intended as a full replacement for the existing busway. Additional clarity will allow us to prepare appropriate structural anchoring, bracing, and labor plans.
Can the FAA confirm that the strut raceway shown on E601 Detail 3 is the intended replacement for the existing busway system being removed?
ANSWER FORTHCOMING IN FUTURE AMENDMENT
The specifications state that FAA operations will continue during construction, and that temporary lighting must be provided where necessary. However, the drawings do not indicate whether new high bay lighting must be functional before existing lighting is removed, which impacts outage coordination and nighttime work windows.
Will the new lighting in the hangar need to be fully installed and operational prior to demolition of the existing lighting to maintain continuous illumination for FAA operations?
ANSWER FORTHCOMING IN FUTURE AMENDMENT
Drawings reference new lighting zones but do not clearly specify which electrical panelboards will support the new lighting loads. Load verification and feeder capacity planning depend on this information.
Can the FAA confirm which panelboards will supply the new high bay and administrative lighting, and whether any panel upgrades or new panels will be required?

Several new emergency and egress light fixtures appear to be inverter-fed. However, there is no detail on whether the existing inverter system is compatible with the new LED fixtures, or whether a replacement inverter is required.
Can the FAA confirm whether the existing inverter system is being reused, and if so, whether it is compatible with the new emergency lighting fixtures specified?

The project scope includes lighting replacement in the paint booth area, but the documents do not define whether this space is hazardous/classified, as might be required under NEC Article 500. Fixture and conduit types vary significantly depending on classification.
Is the paint booth considered a classified hazardous location (e.g., Class I, Division 1 or 2), and if so, what is the required electrical classification for lighting and controls?

The specifications mention that some rooms or areas may be removed from scope, but there is no clear list of exclusions or strike-through notes on the drawings. This leaves scope interpretation ambiguous for estimating and scheduling purposes.
Can the FAA provide a definitive list of room numbers or areas that have been removed from the scope of this project? Updated drawings will be issued.
The project documents specify that corner guards are to extend from the top of base to ceiling height, and many of these are scheduled to be installed in spaces with existing ceilings. However, the existing ceiling heights are not all clearly documented in the architectural plans or reflected ceiling plans. Accurate dimensions are necessary for fabrication, estimating, and installation planning.
Can the FAA confirm the existing ceiling heights in all areas where work is to occur, or alternatively provide an existing ceiling elevation schedule for those rooms? Updated specifications will be issued.
Section 010100 of the specifications states that demolition activities are limited to the hours of 6:00 PM to 6:00 AM and require 7 days’ advance notice. However, certain tasks such as electrical switchover and high bay lighting demolition may require close coordination with FAA facilities staff and are more efficiently completed during normal business hours, particularly when work zones can be isolated and FAA occupancy is preserved.
Can the FAA clarify whether electrical demolition and lighting replacement in Hangar 9 may proceed during normal working hours if proper isolation and safety measures are in place and FAA operations are not disrupted? Yes, in unoccupied areas.
Specifications note that the FAA will maintain partial occupancy of adjacent areas during construction. However, there’s no detail on protocols for noise, dust, or vibration control in those areas, nor on what thresholds might restrict active work hours.
Can the FAA provide any specific operational constraints, quiet hours, or environmental sensitivity thresholds (e.g., for dust, vibration, or noise) that must be maintained in occupied areas during construction? Updated specifications will be issued.
Specs under Division 23 and 26 indicate some HVAC and plumbing equipment may be removed, salvaged, or reinstalled, but no inventory or salvage directive has been issued to date. This affects both material tracking and scope interpretation.
Can the FAA confirm which mechanical and plumbing components, if any, are to be removed and reinstalled or salvaged, and provide a corresponding room-by-room or equipment list?
"Unless specifically tagged, in accordance with ""Air Device Schedule"" on sheet M-601, air devices shall be reused and relocated per general note #1.
Unless specifically noted otherwise, no other mechanical or plumbing equipment is to be salvaged or reinstalled."
Demolition drawings indicate full fixture replacement, but no detail is provided on how new egress or emergency lighting must be integrated into the existing fire alarm and emergency response systems. This has implications for control wiring, compatibility, and panel capacity.
Can the FAA clarify whether new emergency or egress lighting must be interconnected with the existing fire alarm system? If so, please provide the panel specifications, available capacity, and any required interface details. Updated drawings will be issued.
What furniture/equipment will not be moved for construction? Can you specify which rooms and each piece of furniture/equipment and provide photos?
FAA will issue a diagram.
Please confirm the FAA will be responsible for moving all necessary items out of rooms prior to construction.
FAA will issue a diagram.
Please identify the rooms that will remain in operation during construction. Will the work in these rooms need to occur outside of normal business hours? If not, will the FAA provide a sequencing plan?
Demolition work in occupied spaces will occur after-hours. Any work in 128E Suite/130E suite, 108W/109W/110W/111W/119W Shops, and 230E will need 30 days advanced notice.
99 Can the contractor have access to the elevator on the west side of the hangar provided it is protected? Yes, during the west side construction.
100 How long can the machine shop be shut down for construction? Contractor should plan for after-hours/weekends.
101 Please confirm the FAA is responsible for the abatement of any asbestos. This information was discussed on the site walk. ACM will be abated by others prior to the site being released to the Contractor.
On the site walk it was discussed that the hangar lighting will need to be completed one side at a time. Please confirm whether aircraft will be removed from the hangar during each phase by the FAA, or if protection measures are required for any aircraft that remain in place. If protection is required, please specify the type and extent of protection expected.
Confirmed. FAA will relocate aircraft to the side of the hangar (north or south) that is not under construction. However, in the event of severe weather, the FAA will require the use of the construction side of the hangar to protect the aircraft.
103 What are the requirements for access in the restricted areas in 128E and any other restricted access areas? Prior coordination with FAA personnel.
104 Where are contractor and subcontractor personnel permitted to park during the construction phase?
Currently the parking lot north of Hangar 8 is available for Contractor and Subcontractor parking. Additional parking may be available as determined during pre-construction.
Will FAA provide a project (sales tax) exemption certificate for this project, or should sales taxes be included in the contractor’s pricing? This Project IS NOT tax exempt
Technical questions tend to surface as contractors and subcontractors assimilate the plans and specs following the initial site visit. As it stands, FAA is only allowing a few days between the site visit and cutoff date for questions. Will FAA consider accepting additional questions following May 23rd cutoff? Clarication on question submission are located on the SAM.gov Posting
107 What are the Liquidate Damages on this Project? Liquidated Damages will not be incorporated into the resultant contract
Can you explain Bid Option 1? I see it in the drawings but there are no line items in the Bid Documents. Am I missing it somewhere? Updated documents will be issued.

Concerning the Relevant Experience section, specifically the PPS/CPARS factor, will the FAA deem CPARS that are for an overall IDIQ Contract related to a qualifying task order as an ACCEPTABLE response? For reference, we would like to feature a task order that meets the requirements for recency and relevancy, but the governing agency has only provided a CPARS report for the overall IDIQ contract. Any input that you can provide in relation to this inquiry is greatly appreciated.
No, If an offeror elects to submit a CPARS report for a project, the CPARS report must be for a contract/task order that is specific to the project being submitted
