About this file

This document is an addendum to FAR clause 52.212-2 establishing the evaluation criteria and methodology for quotations on commercial products and commercial services. Effective March 15, 2023 (Revision 01), the provision outlines that the Government will award a purchase order to the responsible quoter whose conforming quotation is most advantageous to the Government based on price and other factors considered.

The Government will evaluate all quotations using two primary factors: Technical or Quality and Price. The evaluation employs a comparative process where quotations are compared against one another to determine which provides the best overall benefit to the Government, with no requirement that the lowest-priced quotation be selected. All responses must meet minimum solicitation requirements, and quotations exceeding minimum requirements may be considered for additional benefits. The Government does not accept alternate quotations. Technical or Quality evaluation assesses the extent to which each quotation meets or exceeds Government requirements as outlined in the solicitation and instructions to quoters section. Price evaluation is calculated by summing all line-item prices to determine the Total Evaluated Price.
