TECHNICAL QUESTIONS AND SOLICITATION #: 36C77626B0011

RESPONSES TRACKING SHEET PROJECT TITLE: EHRM Infrastructure Upgrades - Danville

# RECEIVED ANSWERED CONTRACTOR QUESTION VA RESPONSE

1 06/30/2025 07/10/2025 262413 – Distribution Switchboards: We will be adding to the existing power distribution and need to match existing.

Can the VA please advise the manufacturer of the existing switchboards and panelboards?

Manufacturers vary across campus. See attached single line diagrams for the current info on each building.

2 06/30/2025 07/10/2025 283100 – Fire Alarm & Detection: We are adding to the existing fire alarm system. Can the VA advise the manufacturer of the existing fire alarm? Is there an existing maintenance contract for the fire alarm system? If so, can you please provide the contact information for the maintenance contractor?

AE: Existing fire alarm system is Johnson Controls/Simplex 4100ES.

VA: There is no existing maintenance contractor.

3 06/30/2025 07/10/2025 Please provide clarification as it was mentioned during the pre-bid meeting by Marcus Lehman that the existing network cables to removed and new Category 6a network cables shown to be installed on all building plans for the workstations, wireless access points, phones, and cameras are actually in a separate project. Can you confirm that the bid specifications and drawings submitted are correct with no portion as a separate project?

Scope of work includes the replacement of Unshielded Twisted Pair (UTP) cabling for those devices (Work Area Outlets, Cameras, Wi-Fi Access Points) shown on the drawings. There may be devices not shown on the drawings connected to Telecommunications Rooms (TR) that will NOT have their UTP cables replaced.

4 06/30/2025 07/10/2025 There are motion detectors shown in the new data center, but I am unable to locate anywhere what the design intent is of the devices. Please provide clarification. The symbol is listed below.

This device is a motion detector typically connected to the facility Intrusion Detection System (IDS). As of this writing the Danville VAMC does not have an IDS. These devices shall be connected to a LenelS2 Supervised Input Application Blade I/O board as an input sensor device indicating motion in the space in which it is located.

Program the system to log motion events, no alarms are to be programmed at this time.

5 06/30/2025 07/10/2025 Can you provide clarification as to what scope the cold aisle containment system will fall under? I see portions noted under on sheets 104.TN402 and 104.MH105. This is typically a complete system with doors and containment panels made of aluminum and plastic.

Both sheets 104.TN402 and 104.MH105 are to be used together to determine the best system to be used for containment. Contractor to determine the most suitable means and methods for meeting the requirement.

6 06/30/2025 07/10/2025 Are other manufacturers acceptable for the cold aisle doors than Chatsworth products?

Yes

7 06/30/2025 07/10/2025 Please clarify what the “RI” stands for on sheet 101.TD102 for reference. Are these empty boxes just note for future reference? Treat all RI symbols as a 2 Data 1 Voice

WAO.

8 06/30/2025 07/10/2025 There are more access controlled doors shown on sheets 132.TN101 and 133.TN101 than either matrix for access controlled adds list. Are these all existing doors noted for reference only?

The door schedule takes precedence over the plans for these two buildings. Only the TR doors are to be modified for access controls.

9 06/30/2025 07/10/2025 Are the cameras shown on the demo plans for sheets 128.TD101, 129.TD101, and 130.TD101 to removed as all other cable locations noted even though they are not dashed like other locations to be removed?

Disregard the cameras on these sheets. They are not to be re-cabled with new UTP.

10 07/01/2025 07/10/2025 GI002 - Drawing Sheets 58.AE301, 58.AE401 and 101.AE301 are missing from the documents.

83 07/01/2025 07/10/2025 Please confirm the General Contractor is to have two separate and direct contract with the DDC Contractor and the Systems Integrator.

The DDC, PACS, SSTV, Fire Alarm and other low voltage systems are extensions of existing systems. Contractor is expected to be able to extend, connect to and expand these systems without issues from the respective manufacturers.

84 07/01/2025 07/10/2025 If system integration is required for this contract, please provide a set of specs for this scope of work.

The DDC, PACS, SSTV, Fire Alarm and other low voltage systems are extensions of existing systems. Contractor is expected to extend, connect to and expand these systems with new devices without issues from the respective manufacturers.

The DDC system and Fire Alarm systems are to be connected to with new ‘sub systems’: FM200, EPSMS / EPO, and Data Center Cooling Management. The facility DDC and Fire Alarm Systems will be used for reporting status of these sub system panels.

There is no expectation that a wholistic ‘Systems Integration’ effort is needed.

85 07/01/2025 07/10/2025 Please confirm no advanced utility metering system is required for this scope of work.

Confirmed

86 07/01/2025 07/10/2025 Please confirm the DDC Contractor is not a sole source vendor for the campus and this project.

See 23 09 23 for DDC requirements. The ‘DDC Contractor’ is not required to be a sole source.

87 07/01/2025 07/10/2025 Please confirm if Kahuah can be used on this project. VA: See Attached Spec 01 33 24 – Electronic Submittals.

Our current pre-approved list of web-based services for submittal and tracking of construction submittals contains only “Submittal Exchange” but others may be submitted for approval. We are currently testing Kahuah and believe it does not adequately meet spec 01 33 24 1.5 A 4.

Contractor may demonstrate compliance of their submitted service. Any additional/supplemental software/application required to meet the specification requirements will be at the contractor’s expense.

91 7/10/2025 07/10/2025 ICRA requirements on drawing GI007 differ from those listed in the Specification section 01 01 10, which is correct?

The specification supersedes. Follow the specification.

92 07/23/2025 07/23/2025 The handhole referenced on note C8 sheet TN501 does not appear to be large enough or deep enough to accommodate the depth shown for many handhole locations on sheets CU101-CU115. The depth for reference is shown in multiple locations of being 8-9’ deep. Our recommendation would be to use precast manholes for these deeper than 3’. Please advise as this does impact pricing significantly.

For handhole locations where the duct bank is deeper than 3’ the contractor shall use a vault/manhole with enough expansion rings/sections to achieve the desired depth.

93 07/24/2025 07/24/2025 Handholes shown on detail C8 on sheet TN 501 will not work in some of the locations. Some of the handholes will be 9’ deep. Please confirm if these handholes should concrete manholes.

See response for question 91.

98 07/24/2025 07/25/2025 Please confirm if there are any specific phasing requirements required by the Danville VA team for the Fiber Duct Bank that runs along Blue Star Hwy.

The Contractor shall develop and implement phasing and traffic management plans for the Blue Star Highway duct bank construction. These plans must ensure at least one lane of traffic always remains open and includes all necessary signaling and signage.

99 07/24/2025 07/25/2025 The mechanical drawings call out duct and pipes that need to be relocated but no duct sizes, pipe sizes, or functional use of the pipe (chilled water supply/return, hot water supply/return) are indicated on the drawings. This information is needed to price out the project accordingly.

General Demo Note A on drawing MG100 clarifies that existing location, arrangement, and sizes of pipes and ducts as shown in the drawings are from a combination of past drawings, existing mechanical drawings, site visits, and discussions with maintenance personnel. It clarifies that the site may differ from the drawings. That said, the drawings are scaled for reference sizing. The question does not specify which of the approximately 60 mechanical drawings does not clarify the function of a pipe. A spot check of a few mechanical drawings showed functionality listed for all relevant pipe and duct.
