RFQ/RFP: 363C77624R0115
Request for Information Project: Sterile Processing Services – Construction
VA Sioux Falls Health Care – Sioux Falls, S.D.
RFQ: 36C77624R0115
04/29/2025
NO. QUESTION GOVERNMENT RESPONSE
1. Is this project tax exempt and if so will a certificate be issued?
The VA provides state specific notes after the federal, state, and local tax clause, 52.229-3, in all construction solicitations. This note is on page 54 of the RFP. In short, the VA has reviewed South Dakota tax law and does not find advantages; therefore, you must include federal, state, and local tax into material purchases. This project is not tax exempt. A certificate will not be issued.
2. How will payment be managed for materials stored off-site or on-site before installation?
A. Will full or partial payment be made?
B. Is proof of payment for the materials required?
For example, if a significant portion of the structural steel is fabricated and stored off-site, can it be billed before delivery, or must the contractor/supplier cover these costs until the material arrives on-site? Please provide a clear yes or no answer rather than simply referencing VAAR 852.232-70, as this states that the payment for stored materials as at the CO's discretion.
A definitive yes/no cannot be provided at this time because there are several caveats in the regulations that must be met and it is at the discretion of the governing
CO when invoices are submitted. That being said, structural steel is a long-lead qualifying item. Best suggestion is to carefully follow the reg.
Regulation posted below for all to review:
The VA is willing to consider material procured by the contractor and stored on the construction site or at a local approved location off site as long as all of the conditions of VAAR 852.232-70(d) are complied with by the contractor and all long lead time materials must be identified in the fully cost loaded baseline schedule. For the first payment to be made, the CO must be provided proof of the concurrence of their surety for off-site storage per VAAR 852.232-70(d)(5). Additional notes:
a. Overall, the approval of payment for stored materials is at the Contracting Officer’s discretion and determined on a case-by-case basis. Factors considered by the
Contracting Officer include, but are not limited to:
i. Contractor performance.
ii. Schedule date for installation.
iii. Type of Materials – must be major, high cost, long lead, special order, or specialty items, not susceptible to deterioration or physical damage in storage or in transit to the construction site. Examples include, but are not limited to, structural steel, non-magnetic steel, non-magnetic aggregate, equipment, machinery, large pipe and fittings, pre-cast/prestressed concrete products, plastic lumber (e.g., fender piles/curbs), and high-voltage electrical cable. Materials not acceptable for payment include consumable materials such as nails, fasteners, conduits, gypsum board, glass, insulation, and wall coverings.
b. The materials are in accordance with the contract requirements and/or approved samples and shop drawings. Material submittals must have been approved by the VA / COR before purchasing the materials and requesting payment.
c. The materials are not proprietary to a subcontractor and can be installed and warrantied by more than one (1) subcontractor.
d. The materials must be in original sealed packages or containers, marked with the name and brand, or trademark of manufacturer.
f. The materials are and will continue to be protected against improper handling, weather, theft, and other hazards.
g. The materials are not subjected to deterioration and will continue to not be subjected to deterioration.
h. The Contractor must maintain an inventory list of stored materials at all times, including after payment.
NO. QUESTION GOVERNMENT RESPONSE
The Government reserves the right to inspect the property and materials at any time, including prior to approving any payment applications that include stored materials.
i. All warranty periods in the contract start at the
Contracting Officer’s final acceptance of the installation.
Payment for stored materials does not signify the final acceptance or the start of any warranty periods.
j. A cost loaded schedule that clearly indicates all stored materials with the status as stored or installed.
k. A pay application that clearly indicates all stored materials with the status as stored or installed. Note:
Subsequent cost loaded schedules and schedules of value must track the schedule and schedule of values must clearly indicate when the stored materials are installed.
l. Contractor certification stating the documentation provided for stored materials is accurate and agrees that they are responsible for the materials until installed and accepted by the Government.
m. Contractor must confirm their agreement to these terms, or we can discuss further.
A. Will full or partial payment be made:
The Contractor shall include on the pay application only the invoiced cost of stored materials with ten (10) percent retainage deducted. Labor, retainage, overhead and profit, general conditions, etc., shall only be included on pay applications after installation of the materials.
B. Is proof of payment for the materials required:
Yes. It is through inventory taken by the COR when the material arrives at the storage location. This inventory is reviewed each month and the CO may require copies of invoices as well.
3. CQCM - Is the Contractor Quality Control Manager required to be onsite full time with no other duties?
Specification Section 01 45 00
- Paragraph 3.4.B. defines the requirement for the
CQC System Manager (QCM). This CQC System manager is on the site at all times during construction and is employed by the General Contractor. The
CQC System Manger is assigned as CQC System
Manager but has duties as project superintendent in addition to quality control. Identify in the plan an alternate to serve in the event of the CDQC System
Manager’s absence. The requirements for the alternate are the same as the CQC System Manager.
NO. QUESTION GOVERNMENT RESPONSE
4. SSHO – Is the Site Safety and Health Officer required to be onsite full time with no other duties?
Specification Section 01 35 26
- Paragraph 1.9.A states the Prime Contractor shall provide a Safety oversight team that includes a minimum of one (1) person at each project site, for each shift, to function as the Site Safety and Health
Officer (SSHO). The Prime Contractor shall provide a minimum of one “Full-Time” SSHO at each project site, for each shift (with no other duties).
5. Is there any clearly defined scope of work that falls under delegated design, requiring the contractor to handle the design and engineering? Delegated design can be challenging for general contractors, as it requires completing design and engineering before bidding to accurately estimate costs. If any items are considered delegated design, please either include them in the construction design package or provide a detailed list here.
This is a Design Bid Build procurement; the GC should execute 100% contract documents provided by the
Designer of Record.
6. Is the contractor responsible for hiring its own blast engineer for doors, glazing, and louvers? Does compliance with the blast requirements fall under
"delegated design"? If so, bidding general contractors would need to hire and pay for a blast engineer to complete this design before submitting their bids to fully understand the scope of the blast requirements.
However, completing a blast design before the bid deadline may not be feasible, as these designs typically take 4-6 weeks to develop and then 1-2 weeks to price depending on the extent of required blast and the firm.
Per A/E: Delegated Design for blast comes directly from the VA Master Specifications.
7. Can the drawings be re-issued to be the correct size and not 8.5x11's?
Amendment 0002 Updated DWGs
8. Where is the designated contractor parking area? No on-site contractor parking is allowed.
9. Where is the project laydown/storage yard? All laydown and storage areas must be confined to project work area inside construction fence.
10. Can the contractor hook into VA power for its construction trailer? Will it need to be metered?
No
11. Are there any badging requirements for construction workers? If so, what are they? Will every worker need to be badged or just team leaders/escorts? If the VA takes an unreasonable amount of time to process badges, can temporary daily or weekly badges be used until permanent badges are processed?
Yes, all workers will have to obtain a badge. It is recommended that badge requirements be submitted as part of the project submittals. Anyone not having a badge upon arrival to the campus will need to be escorted.
12. Is the contractor responsible for suppling a Submittal
Exchange type website?
Contractor to provide some form of submittal platform, similar to Submittal Exchange or approved equal, for use by all team members including (but not limited to):
Contractor, Sub-Contractor, Supplier, A/E, and VA team members. It shall be provided for the entire duration of the project.
NO. QUESTION GOVERNMENT RESPONSE
13. Are the steel fabricator and erector required to be
AISC certified? Or can this requirement be waived?
In our experience, this really limits the pool of steel fabricators/erectors and usually will add to the cost of the proposal.
Yes, per structural steel Specification Section 05 12 00, Section 1.5 QUALITY ASSURANCE the steel fabricator and erector shall be AISC certified.
14. For MH-20 electrical relocation - This will cause an outage for everything this manhole feeds. Will the contractor be responsible for providing back-up power to the areas effected? or can the areas effected be shut down for a period of time. If so, what is the duration they can be shut down for? If we are to provide backup power, please provide all areas affected and the loads associated so we can size power appropriately.
This is the hospital’s emergency power and will need to be fully maintained. No shutdowns will be allowed. You will be required to provide temp emergency power to each of the ATS's while the work is being completed. In terms of loads, size the temp power accordingly to what each ATS is rated for, which is listed in the drawing set.
15. Will the Schedule of Values and Pay Applications need to be cost loaded to match the project schedule?
Yes
16. Are there any seismic requirements for MEP systems?
If there are, have they been incorporated with the design already? or is the GC to hire a seismic engineer to tell us how to install?
The project’s seismic design criteria are Seismic Design
Category “A”, thus seismic bracing of MEP systems is not required by ASCE 7.
17. Is the Contractor's Scheduling Consultant as outlined in 01 32 16.15 (1.3) to be a 3rd party consultant? Or can this individual be employed by the GC?
Specification section 01 31 16.15
- Paragraph 1.2.C states the Contractor’s representative shall have the option of developing the project schedule within their organization or to engage the services of an outside consultant. If an outside scheduling consultant is utilized, Section 1.3 of this specification will apply.
18. Are all of the competent Persons as outlined in 01 35
26 (C-H) to be employed by the GC or can subcontractor's personnel be used?
See Specification Section 01 35 26, Section 1.9, “SITE
SAFETY AND HEALTH OFFICER” (SSHO) AND
“COMPETENT PERSON” (CP).
19. Please confirm that specification 01 00 00 (1.6) E (2) does not indicate that materials cannot be stored onsite for more than 2 days prior to installation as other VA Campuses have tried to interpret it this way.
Materials stored within the laydown yard of the project will have no time restrictions placed on them. Materials located within any indoor space, approved by the COR, will only be allowed to be stored for no more than two
(2) days.
20. Please clarify the extent of the coordination drawings listed in 23 05 11 (1.4) H as it relates to existing piping.
23 05 11 Article 1.4.H requires coordination drawings for both new systems and existing systems in the same areas. There is new piping shown in areas throughout the project area, which is detailed on sheets MP091, MP101, MP111, and MP121. Any existing piping in these areas should also be included in the coordination shop drawings.
NO. QUESTION GOVERNMENT RESPONSE
21. There is a new telecom room that was just installed in another project located within the footprint of this work.
What is the intent for that room? Will the plans be redesigned to include it, will it need to be moved?
The IT room will need to be relocated to the new space as shown on the plans. A modification will be established during the construction to accommodate this change. Bid the project per plans and specs knowing more information will be forth coming.
22. RFP Section 2.8 Proposal Requirements Section C
Volume IL Technical Proposal Requirements
Subsection 2 Factor 2 Past Performance:
We think the Solicitation unduly restricts competition amongst SDVOSB businesses by placing high dollar value requirements on Experience and Past
Performance (at least one project with a construction value of at least $20,000,000).
Would your team please consider revising this minimum value to $4,000,000?
The scalable magnitude will be adjusted to reflect $10M.
The language will be adjusted from “shall” to “may” as the Government wants vendors to submit the projects and performance, they think best represent the totality of the project. These projects will be taken in whole upon analysis.
For example, a vendor might submit $4M, $10M, and
$15M projects that have decreasing degrees of complexity. This is useful in demonstrating all that the
Government is looking for; magnitude, scope, complexity, etc.
23. Factor 1 requires a "schedule shall assume a Notice to
Proceed date of April 01, 2025".... The Solicitation
Bid Date noted on amendment 00001 states April 18, 2025. Is it the VA's intent for our schedule to assume this start date pre-bid?
Notice to Proceed date will be reflected as 01 October
2025.
24. Factor 2 states "Projects shall have a minimum value of $20,000,000.00 and substantially complete in the past 4 years". Will the VA allow projects to be minimum $15,000,000.00?
Reference Question #22
25. The plans show what looks like a new oxygen line but the piping is not bold like the other lines.
Will there be a new 2” oxygen line?
The oxygen piping shown on PL100, PL101, PL111, along with all specified components and equipment, are included within the scope of the project.

41. Reference Page 12 of 89 Factor 1, Project
Challenges/Phasing Schedule.
a) The project challenges call for a section on non-conforming material and time. Is the VA looking for a description of what to do when the wrong material is installed and if the contractor falls behind schedule? Please provide an example if this interpretation of non-conforming material and time is incorrect.
b) Please provide a new NTP date for the construction schedule
c) The offerors schedule needs to include project phasing. Please provide the VA’s desired phasing plan.
d) Please provide the number of days the VA will require for RFI’s, Submittals, and other pertinent documents.
A) Example: Project doors are ordered and delivered.
At the time of installation, it is discovered that the doors are damaged but had been delivered six months prior.
What do you do? How will this affect the schedule?
B) Reference Question #23
C) There is not a current phasing plan. It is up to the
Offeror to come up with one. We will review these as part of the decision on which team presents the best phasing plan. Per A/E: There is not much for phasing of the construction. The existing area of the building will be unoccupied during construction, except for areas on First
Level. The rest of the construction is an addition to the facility.
D) Per Specifications Section 01 33 23, Section 1.10 VA
REVIEW OF SUBMITTALS AND RFI’S. Paragraph D states, “VA review period is 21 calendar days for submittals.” Paragraph E states. “VA review period is 21 calendar days for RFI’s.”
42. Reference Page 13 of 89 “Factor 2, Past
Performance”.
a) There are few SDVOSBs under the 236220 –
NAICS code that have performed on projects with a minimum value of $20m. Keeping this requirement in place for past performance would severely limit the competition. Would the VA consider lowering the threshold to
$10m for examples of past performance?
Reference Question #22
NO. QUESTION GOVERNMENT RESPONSE
43. The limitations outlined on page 9 of the solicitation indicate that Volume I, Technical, which comprises both Factors 1 and 2, is limited to twenty (20) pages.
With CPARS reports typically around 3 pages in length per project, would the VA consider not counting CPARS and PPQs against the page limitation?
Correct, Past Performance does not count against page limitations.
44. Detail 04 / AE311 shows an under-slab drainage system. The system is not shown in the civil or plumbing drawings. If required, provide a plumbing drawing showing design including invert elevations and where it connects too.
Under slab drain tile is shown on PL100, designated at
“DT”.
45. Reference Detail 3 & 4 on AD101 - Remove Mineral
Coated Asbestos cement board panels. Ground to 5th floor
a) Please confirm the cement board is hazardous material.
b) Please provide Qty of asbestos cement board to be removed.
a) Please see notes on drawing 3/AD101, 4/AD101 and
1/AD111, for material.
b) Quantity take offs can be determined by reviewing;
Demolition plan AD101 and AD111 for width of area. See 5 & 6/AE201 for height of area.
46. Electrical—Regarding the existing feeders to be removed and replaced shown in the table on sheet ES-
100, several of these feeders have an unknown source location and termination location. These are listed as field verification required. At any point in the bid process will these locations be determined by the architect/ engineer, or will a site visit be available to try and determine these locations to correctly quantify these items?
On site field verification will be required.
47. Electrical—In regard to the existing feeders to be removed and replaced shown in the table on sheet ES-
100, if the unknown locations will not be verified prior to bid submission will there be any form of allowance allowed to cover the unpriceable work?
An allowance for risk is at the discretion of the vendor.
48. Electrical— Can the new lightning protection system that is connecting to the existing system be provided by our chosen vendor or is there a specific vendor the
VA would prefer?
Any licensed lightning protection vendor
49. 01 91 00 - section 3.01 lists a responsibility table.
Within this table it indicates the CxA is responsible for leading the effort to maintain the OPR/BOD documents on behalf of the Owner. This is not mentioned elsewhere in the 01 91 00 specification requirements. Since the project is already designed and commissioning isn't coming onboard until the construction process is it correct that the OPR/BOD requirements do not fall under the CxA's scope?
Follow responsibility matrix as shown in specification section 01 91 00, Section 3.1.
NO. QUESTION GOVERNMENT RESPONSE
50. Are there any anticipated phases for this project that would require areas to be functionally tested prior to full project completion?
No
51. 07 08 00 references functional systems performance testing for building enclosure - can you provide clarification of the extent and components to test for building envelope?
See specification 07 08 00, Section 1.1 Description, Paragraph A states; “The requirements of this Section apply to all sections of Division 07 and Division 08.
All components that are part of Division 07 and Division
08 that are a portion to the building envelope are part of the testing.
52. 07 27 26 - section 3.3 discusses required testing for qualitative air leakage and AABA audit/testing. Is it the intent of the div. 07 contractor to perform/provide all of these? 07 08 00 does mention that the CxA may witness testing as required in division 07/08 so our assumption is that we can witness this testing and that the AABA testing is not under the CxA's requirements to provide. Similar question for other division 07/08 where the specifications call for testing.
See specification 07 80 00, Section 3.1.A. Section states;
“Commissioning of the building envelope systems will require inspection of individual elements of the envelope construction throughout the construction period. The
Contractor shall coordinate with the Commissioning
Agent in accordance with Section 01 91 00 and the
Commissioning plan to schedule envelope inspections as required to support the Commissioning Process.
53. For past performance, projects (maximum of 5 projects) must have a minimum value of $20,000,000 and have been substantially completed within the past
4 years. Can this minimum value be reduced to
$10,000,000?
Reference Question #22
54. Will Procore be acceptable for file sharing, for example, submittals, RFI’s, transmittals, etc.?
Procore is an acceptable file sharing software package to be used for this project.
55. Due to volatility in the market and lead times, please confirm if the government would consider providing a limited Noticed to Proceed to allow for material procurement of long lead items?
Once contract has been awarded and the COR concurs, a
Notice to Proceed can be provided to allow for material procurement of long lead items. However the period of performance starts the day the Notice to Proceed is provided.
56. Please confirm that this project is a competitive
Service-Disabled Veteran-Owned Small Business Set-
Aside project and that any bonding provided by a contractor must be through a SDVOSB or SBA/VA
APPROVED Mentor-Protege partnership under the
SBA/VA Mentor-Protégé program in which the partnership has been approved prior to the bid date.
A. The procurement is a SDVOSB set-aside
B. The submitting vendor must be a SDVOSB registered in VetCert, see VAAR 819.7003
C. The submitting vendor on the SF1442 must be the same vendor identified on all bonds.
D. If the submitting vendor is a JV, a signed copy of the
JV agreement signed by the SBA must be submitted with the proposal that meets all the requirements, see
13 CRF 404.108
NO. QUESTION GOVERNMENT RESPONSE
57. Please confirm the mechanical and electrical systems that are being modified/altered as part of this contract do not directly impact on the OR suite. If the OR
Suite is directly impacted by these systems, please confirm what temporary measures are required to keep this OR suite active.
There are several utilities within the scope of the project
– steam, condensate, and oxygen to name a few – which will require system downtimes for utility tie-ins. The project documents require downtimes to (1) be minimized by prior installation of new systems up to the tie-in locations and (2) be coordinated with the VA prior to shutting down any system. All system outages therefore need to be well coordinated with the VA.
58. In reference to Door Hardware Set #7 indicated below are you looking for touchless wave plates when you state “Hands Free Actuator”?
Will the Hands-Free Actuator’s be in both sides of the doors or only 1 side?
Lastly, do you want the Hands-Free Actuator’s or standard push plates on Door Hardware Sets #1 and
#2 where there are automatic door operators?
Provide “Waive to Open” plates where “touchless” is indicated in specifications. Provide number indicated on plans. For locations where there are actuator(s) (PP) shown on plan. Provide the same actuator type on both sides of door.
At Door C51A, provide wall mounted standard push plate on both sides of door.
At Door C51B. Card Reader to unlock and activate Auto
Door Operator. No push plates.
Remainder of door hardware as specified.
59. EL101-I’m putting a snip below of the room in question. Room H19 shows a 3way dimmer, but there isn’t another 3 way in a different location for this.
How are the 3 lights in H19/H20 being controlled?
This dimmer should not be a three way dimmer. The dimmer in question is controlling the (3) F1 fixtures in
H19/H20. Refer to LD1 sequence for more information on the controls for these (3) fixtures.
NO. QUESTION GOVERNMENT RESPONSE
60. Is there a difference between LD-1 and LD-2?
LD2 should be removed from the sequence of operations schedule. No LD2s are located on floor plans.
61. ES-100 – We will need to know what size of conduits and conductors for Note 4 & 8 coming out of Note 18
(Manhole MH-08) to Building 5.
All known conduits, conductors and cabling between building 24 to building 5 is listed in the schedule on ES-
100. Further field investigation maybe required as all conduits, cabling, and conductors listed are based on existing drawings from 2010 and earlier.
62. ES-100 – Will Note 7 manhole be the same size as new MH-20? If not, please specify size.
Until field verification of all existing cable and wiring can confirm NEC required sizing for new manhole, assuming the same size of new MH-20 is acceptable.
63. ES-100 – What goes underground between MH-20 and Note 7 manhole? Is this concrete encased?
During design IMEG was told there were conductors and control cabling from existing MH-20 to building 24.
However no existing drawings showed any of this information. Field verification will be required to confirm existing conductors and cabling. All conductors being reworked from MH-20 to new MH will be concrete encased.
64. ES-100 – What goes underground between Note 7 manhole and Bldg 24? Is this concrete encased?
See response to #63.
65. ES-100 – Where can we find the duct bank detail drawings?
Until further field verification can confirm sizes for all duct banks, refer to attached PDF showing a 6x2 duct bank for pricing purposes.

66. What size data conduit stub-ups are required?
Specifications call for minimum size ¾” and 4-11/16” boxes but Cat6A is being utilized and the ¾” is too small when you get to (4) cables.
Provide 1” as noted in the drawings.
67. Do the data conduits need to be routed and attached to the cable tray or is stubbing above accessible ceiling acceptable?
Data cabling shall be routed and bonded to the cable tray
68. There are paging speakers shown on the drawings but there are no specifications that I could find in the front end.

69. Conflicting information on the basket tray on the drawings. Plan sheet T101 show 12”x4” but the
Technology Equipment Schedule on T600 states 18” x 4”. Please advise on what size to use.
Provide 18”x4” per the Equipment Schedule
70. FA101- Are the fire alarm devices with a S a speaker only or does it represent a ceiling speaker/visual? Am
I safe to assume that if the symbol shows a number
(candela) by it then it’s a speaker/visual and if it does not have a number (candela) then it’s a speaker only?
Devices with no number are audio (voice) only. Symbols with a number subscript are audio and visual devices with that number as the candela rating. Devices with a
“CD” subscript requires candela rating to be selected by
NICET certified designer. (Note: NICET certified drawings are required for all submittals)
71. What does the ID represent on this symbol? It’s not on the symbols list.
ID = In Duct detector.

72. The following questions relate to page EL101 and deal with lighting control:
A. Rooms H20A and H20B appear to have emergency lighting and feeds from panel
LN4, but they don’t have BCELTS for switching the load when needed. Are these able to share the BCELT from room H26 or do they need their own?
B. Same question for rooms H24 and H25
C. In the corridor just to the right of room H24 is an F8 fixture that has a 2 above it meaning it has an emergency feed. It also is supposed to come out of panel LN4. Is that light fixture supposed to have both power sources going to it?
D. In the upper right on this page is the key notes. Numbers 4 and 5 are identical. Is there a difference between the two?
E. On the far left side of the page just below the
C line on the drawing is a BCELT. There’s already a BCELT in this room at the bottom. Does it need both of them?
F. The outside wallpacks on this page are supposed to be turned on by a photoeye and turned off by a timeclock. Are the photoeye and timeclock existing or new?
A. A separate BCELTS will be required due to fixtures being on different switch legs.
B. A separate BCELTS will be required due to fixtures being on different switch legs.
C. Those fixtures are circuited to a panel that is already on the life safety branch. All lights and controls are on the same circuit(s), and do NOT require BCELTs or ALCR devises to function.
D. This is a duplicated note.
E. Yes, this BCELTS is needed.
F. Photosensor is integral to fixture. Contractor to provide new timeclock/contactor.
73. EL111-on the left side of the page is a 3 way switch.
I don’t see anything else for switching on this floor.
Where is the other side of that switch going to be at?
Second three way switch should be provided at entry from corridor C52.
