In consideration of the Vets First Act, can this clause be added under INSTRUCTIONS, CONDITIONS, AND OTHER STATEMENTS TO OFFERORS, 2.7 PROPOSAL REQUIREMENTS, Part E. Evaluation Methodology, sub-part Factor 2 Price? Veterans Preference

Solely for purposes of price evaluation and implementation of the veteran’s first act, the proposed price of any CVE SDVOSB offeror shall be evaluated as if it were 3% less than the offerors actual proposed price so as to afford the SDVOSB a competitive advantage.

The proposed price of any CVE VOSB shall be evaluated as if it were 2% less than the actual proposed price so as to afford the VOSB a competitive advantage.

These price adjustments as solely and only for implementation of the preferences of the Veterans First Act and the price evaluation in the LPTA phase. In the event an SDVOSB or VOSB is in line to receive an award, the actual award value and the actual obligation to an SDVOSB or VOSB shall not reflect any such 3% or 2% reduction but rather the true offeror proposed price.

The requested is not required to be used as part of a LPTA FAR 15 unrestricted solicitation. There is no change to the instructions to offerors regarding this request.

Reference INSTRUCTIONS, CONDITIONS, AND OTHER STATEMENTS TO OFFERORS, 2.7 PROPOSAL REQUIREMENTS, Part C. Technical Proposal Requirements, sub-part Factor 1, Experience (Technical). Since the 5-year window encompasses the COVID era and not as much work was performed over this period, can the time frame for past performance of projects be extended to 8 years from the date of this solicitation?
Section 2.7 Proposal requirement C. Factor 1, Experience is revised to the following:

“The Offeror shall demonstrate experience by providing recent and relevant construction experience. The Offeror shall provide no more than five (5) examples of recent and relevant experience performed within the last eight (8) years from date of this solicitation.”

VA Interior Designer
Reference spec section 12 24 00 and drawing AE608 Basis of Design Schedule. Neither identifies a specific fabric from Mecho, i.e. “Solar Collections ThermoVeil 0900 Series” or “Equinox Blackout 0100 Series”. There is a wide price range from least expensive to most expensive. Please specify the fabric that is supposed to be used for this project, or at a minimum provide a fabric selection for both the light filtering and blackout fabrics for bidding purposes.
Finish selections shall follow typical submittal process. THIS INFORMATION IS FOR BID PURPOSES ONLY.

AG Response:

Reference drawing AE605 details D6 and D9. Both details show a shade trim enclosure trim and the note states they are “by the ceiling manufacturer”. Should this read “by the shade manufacturer” in lieu of ceiling?
Finish selections shall follow typical submittal process. THIS INFORMATION IS FOR BID PURPOSES ONLY.

AG Response: Correct, shade manufacturer to provide noted trim.

9.
5/21/24
A/E
Reference drawing AE605 details D6 and D9. Both details show a shade in a recessed pocket labeled as a “shade trim enclosure clip”. There are multiple issues with this illustration. The manufacturer’s recessed pocket enclosure is used primarily when the shade is above the ceiling line, or hidden, and they do not come prefinished. The manufacturer offers a similar surface mounted pocket, but it will not accommodate dual roll shades and only comes in white. Is it acceptable to utilize the manufacturer's “SnapLoc Fascia” to satisfy this requirement? It takes up less space, is designed for this purpose and comes in a variety of finishes and colors to choose from. See https://www.mechoshade.com/products/shade-options/fascia/
ALL selections shall follow typical submittal process. THIS INFORMATION IS FOR BID PURPOSES ONLY.

AG Response: Mecho’s SnapLoc Fascia is acceptable.

Reference Contract Drawing FP501, Detail 5, Drawing FA103, Coded Note 2, and Fire Alarm Riser Detail 1 on Drawing FA601. Note 2 states that we are to install flow and tamper switches as shown on the riser detail (detail 5). Detail 5 shows four (4) shut off valves (OS&Y) with just one (1) tamper switch. How many tamper switches are required for the incoming fire service main?
AG Response: FA103 could not be found; should be FA102.

All four shut-off valves require a tamper switch, including the lowest shut-off gate valve.

A/E
Reference Contract Drawing FA601, Detail 2 (fire alarm matrix). The fire alarm matrix indicates that the pressure switch should activate the horns and strobes throughout the clinic. Is this the correct sequencing for the pressure switch?
AG Response: Yes, if water flow is detected then the horns/strobes should activate.
14.
5/22/24
VA
Reference Contract Drawing FA601, Detail 2 (fire alarm matrix). The fire alarm matrix doesn’t indicate a supervisory trouble for the loss of communication to either the central station or the VA. Which is it?
How would we know if we lost communications with the central station (local FD). None of our facilities have supervisory indications of the city side of the municipal loop indicating a loss of comm with the local authorities. None of our remote facilities have the ability to directly report to the fire alarm system at the PVAMC. We use a series of relays on the fire alarm system that are interconnected with the PACS system to indicate supervisory, trouble, and fire alarm conditions in the remote facility. The PACS system is monitored by the VA Police Dispatcher 24/7/365 and reports the conditions to the appropriate personnel at the PVAMC.

AG Response: Please provide supervisory trouble in the event that there is a loss of communication to either of the signal monitoring stations (local fire department).

Fire department at the Joint Base (508-968-7998).

VA
Reference Contract Drawing FA601, Detail 1 (fire alarm riser). The fire alarm riser notes the fire alarm control panel shall transmit a signal to the local fire department and the Providence VAMC, building 1, using both an ethernet connection and integral dialer. The diagram also shows a fiber optic cable connection from the fire alarm panel to the telecom closet (room 152).

a) Please provide information on the available inputs for the existing Notifier Fire Alarm Panel located in building 1

b) Is the existing Notifier panel (NFS2-640) connected to the VA’s network?

c) Can we be provided with information on the current central station monitoring company?

15a): The FACP at the new CBOC will not be connected to the FACP or fire alarm network at the PVAMC. At best we will have an interlock between the new CBOC FACP and the PVAMC PACS system for system status notification (trouble, supervisory, fire alarm).

15b): No. The PVAMC fire alarm system is a stand-alone fiber optic network that is separate and not connected to the VA telecom network; nor is it possible to make that interconnection or place the fire alarm system on the VA’s network.

15c): VA do not have a central station monitoring company.

Reference Contract Drawing P-502, Details 3, 6, & 9, and Drawing P-801, Thermostatic Mixing Valve Schedule. The detail for the domestic hot water loop notes a hot water loop temperature of 140 degrees to a tempering valve with a discharge temperature of 110 degrees and a recirculating pump on the domestic water loop serving the building with a programmable timer. Detail 3 shows another thermostatic mixing valve below the lavatory sinks. Detail 6 for wheelchair lavatory does not show a thermostatic mixing valve. The thermostatic mixing valve schedule (P-801) shows various temperature settings which differ from the piping details.

a) Please clarify the temperature settings for the domestic hot water loop and the temperature setting for the remote thermostatic mixing valves at the individual lavatories.

b) Please clarify if the wheelchair lavatory requires the same thermostatic mixing valve as the standard lavatory, i.e., detail 3.

c) Also, please confirm a mixing valve for the eyewash.

AG Response:

a) The water heater shall maintain a tank temperature of 140°F to control legionella. The master mixing valve shall reduce the temperature to 125°F in the recirculating loop (per the P-801, not 9/MP502). The point-of-use TMVs at each sink and lavatory will reduce the temperature to 105°F.

b) The wheelchair-accessible lavatory does require a TMV.

c) The TMV at the eyewash will be set to an output of 95°F.

VA and A/E
Reference Contract Drawing M-701, Drawing Note 1. Please provide information on the location of the existing building control system and the available inputs for interfacing the new control system into the existing Johnson Controls’ Metasys Building Management System (BMS).
AG Response: There is no existing building control system or campus-level control system. All BAS components will be new.

VA: The Metasys BMS that will be installed in the new CBOC will not rely on inputs or outputs on the existing BMS located in the PVMAC facilities. The Metasys Extended Architecture BMS at the new CBOC will interface with the Metasys ADX server located in B-1, room D005 of the PVAMC via a secure network VLAN connection. The network architecture for the controls installed in the new CBOC relies on a daisy chain BACNET MSTP communications bus that connects all of the individual Metasys DDC controllers (VAV, AHU, etc.) and BACNET integrated devices (chillers, boilers, humidifiers, etc.) to a Metasys supervisory engine (SNE or NAE). The centralized nature of access to the Metasys network allows the end user to access all Metasys control systems from a single login regardless of the physical location of the facility as they are all connected on the same Metasys VLAN.

VA
Reference Contract Drawing M-701, Detail 1 and Coded Notes 1, 2, & 3. Please clarify if the controls for the miscellaneous plumbing and mechanical systems, i.e., steam humidifier, exhaust fans, mini-splits, hot water heaters, hot water boilers, pumps, etc., are required to have BACNET METASYS Controls/Outputs? Or just provide the required sensors to provide the local inputs required for the points noted in the Input/Output (point) Summary (schedules)?
If the piece of equipment (chiller, boiler, Mini split, humidifier) is not directly being controlled by Metasys via a Metasys DDC controller with Metasys sensors, actuators, inputs/outputs/logic; they need to have their own manufacturer controls with BACNET MSTP capabilities built into the internal controls so they can be integrated on the MSTP comm bus and report data, be controlled (start/stop, setpoint changes, schedules, etc.) from/by Metasys. BACNET IP integration does not meet this intent.
