Doors shall be painted to match the PL2 material as noted on the finish legend.

Preference is a factory pre‐finish.

2. 7/11/23 7/20/23 Hardware – All set and lists Best Part numbers for the levers. Is Dorma Closer acceptable?

Proceed with the door closers and codes that are noted in the hardware schedule.

3. 7/11/23 7/20/23 Is the door hardware to be standard Dull Chrome finish? Spec states to match existing.

Finishes for all door hardware should be assumed to be a standard chrome 626 finish.

4. 7/11/23 7/20/23 Drawing IN 03.00 & 03.01: The signage schedule has the restroom sign type as F/D1A/Wc. Please confirm if this is correct or if restroom signs should be sign type SA/D1A/Wc.

Restrooms shall be SA/D1A/Wc at all restroom/toilet locations.

5. 7/11/23 7/20/23 Drawing IN 03.00 & 03.01: The signage schedule has the building service signs (electrical, mechanical, IT) as type F/D1A/Wc. Please confirm if this is correct or if they should be sign type D1A/Wc (room number only).

7. 7/11/23 7/20/23 Drawing AE 02.02: Detail 8 shows 6”h stainless steel metal letters mounted to acoustical wood panels. Are the metal letters part of the signage scope?

These letters are not part of the signage scope.

8. 7/11/23 7/20/23 There is a discrepancy with the type of wall protection required for WP‐4. The Finish Legend indicates wall guard; however, elevations 12, 13, and 14 on sheet AE02.03 indicate rigid sheet at WP‐ 4 locations. Please verify what is needed.

WP4 has been updated on the finish legend to align with how it reads on the elevations

9. 7/11/23 7/20/23 There is a discrepancy with WP1 on this project.

Finish Legend indicates WP1 as HR1 but WP1 detail on pg. 46 shows HR1 and WP4. Please verify.

WP1 as shown in the section is incorrect.

WP4 is separate from WP1 and has been changed per the finish legend.

10. 7/11/23 7/20/23 There is a discrepancy with RWC3 on this project.

Finish legend calls for RWC3 to be Ricochet while detail 4 on pg. 46 calls for RWC to be rigid sheet.

Please verify.

The headwall that is part of the med surge sim lab shall be RWC 2 as noted on detail 6 on page AE02.03. RWC3 is located in the bench nooks as noted on AE 09.06

11. 7/11/23 7/20/23 There is a discrepancy with CG1 on this project.

Finish legend identifies an aluminum corner guard model, and a stainless‐steel corner guard for CG1.

Please verify which is needed

The corner guards specified for CG1 shall be the ACO‐8 corner guards not the ACO‐9 as listed. This has been updated on the Finish legend

12. 7/11/23 7/20/23 Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO?

14. 7/11/23 7/20/23 Please clarify if a superintendent can be a dual hat to cover the requirements of QA/QC?

Yes

15. 7/11/23 7/20/23 If no to the question above, will the QA/QC need to be full time for this project?

Addressed in question 14

16. 7/11/23 7/20/23 Can a superintendent be a triple hat to cover the requirements of SSHO and QA/QC?

Yes

17. 7/11/23 7/20/23 Please confirm the issued drawing set is the latest and complete set designed for construction.

The latest set is what was posted.

18. 7/11/23 7/20/23 Please confirm the current design documents meet current VA TIL guidelines.

Confirmed

19. 7/11/23 7/24/23 Please confirm the supplied WD is the latest wage determination for this project’s county.

The most recent version has been posted as part of Amendment 0002.

20. 7/11/23 7/11/23 Past Performance: If we have a PPQ that is less than 12 months old, can we use it within our proposal?

Or will a new PPQ need to be requested?

This project is an Invitation for Bid. There are no requirements for PPQs to be submitted.

Any references to the word proposal shall be changed to bid.

21. 7/11/23 7/11/23 Please confirm the BAA will be in effect for this project.

Follow the Buy American related clauses and provisions that are included in the solicitation.

22. 7/11/23 7/20/23 Will pre‐test and balance be required for HVAC components?

23. 7/11/23 7/23/23 Can the contractor be held liable for any unforeseen conditions not identified on the construction plans?

The project will follow the applicable clauses in the contract that pertain to a scenario like what was described.

24. 7/11/23 7/20/23 Will surveys be required after completion of the project, more specifically, the exterior renovation?

No

25. 7/11/23 7/20/23 There does not appear to be a Quality Control specification. Due to the quantity of submittals and onsite testing, as well as the magnitude and complexity of this project, it seems this project should warrant a full‐time, onsite quality control manager. Please clarify if this position is needed.

Not required.

26. 7/11/23 7/20/23 Based on the magnitude and scope of this project as well as the phasing plan identified on sheet GI 01.30, it seems unlikely the proposed contract duration of 480 calendar days can be met. In our experience this project will take a full 2 years to complete physical work. There should also be at least 30 days added to allow for precon plans, submittals and some early lead‐times. Therefore, we respectfully request a change in duration from 480 calendar days to 760 calendar days.

Period of Performance is to remain at 480 calendar days from issuance of the Notice to Proceed.

27. 7/11/23 7/24/23 01 00 00 1.3 Statement of Bid Items does not match the Solicitation Bid Items. Please confirm which is correct?

The price schedule and notice have been revised in Amendment 0002. The Asbestos Allowance CLIN has been removed.

28. 7/11/23 7/20/23 01 00 00 1.6 Operations and Storage Area – Can you give the contractors a location for their storage containers, office trailer and dumpster location?

See drawing attachment Amendment 0002 (VAMC ‐ IHC ‐ Addendum #1 ‐ Dwgs).

29. 7/11/23 7/24/23 01 33 23 1.0 States the VA has 21 working days to review submittals and 14 working days to review RFI’s. Should this be Calendar Days?

Yes. The specifications are now be changed via Amendment 0002 to reflect 21 calendar days for submittals and 14 calendar days for RFIs.

30. 7/11/23 7/20/23 01 91 00 1.1, A states the Contractor is responsible for hiring and compensating the Commissioning Agent. Section 1.8, C states that the Commissioning Agent is appointed by the VA.

Section 01 91 00 1.10.A says the contractor shall engage the CxA under a separate contract. Who is hiring the commissioning agent?

VA

31. 7/11/23 7/20/23 Sheet GI 01.30 appears to have mislabeled the phases. Phase I is referenced as Phase IA, Phase II is called Phase IB, phase III is called Phase IIA, and so

on. To clear up any confusion with our bidders, please correct the phasing labels.

Updated in revised drawings in Amendment 0002 (VAMC ‐ IHC ‐ Addendum #1 ‐ Dwgs).

32. 7/11/23 7/20/23 Sheet GI 01.41 denotes ICRA partitions for Phase II to be secured tight to floors and walls. Does this ICRA partition also need to extend above the existing finished ceiling and seal tight to the deck above or can it seal tight to the finished ceiling?

Walls should be such that it doesn’t allow construction debris to pass through and negative air pressure achieved.

33. 7/11/23 7/20/23 Can Starc panels be used in lieu of floor to deck ICRA barriers?

No

34. 7/11/23 7/20/23 All phasing plans in GI set of drawings indicate in General notes that air quality monitoring is to be performed before start of construction and periodically during construction. See questions below:

Is this for all construction areas or only those to receive abatement activities?

What type of air quality testing is required?

Can “periodic” testing be defined? Is this weekly, monthly, quarterly, etc?

This test is for all new construction.

Abatement activity is per the asbestos drawings and specifications.

The initial test is to create a benchmark this assumes that the current air quality has not created any health issues with the patients, the periodical testing to make sure air quality is staying with in the quality guidelines lines for safety and the final is to make sure the air quality is per the design/ guidelines for intended use.

35. 7/11/23 7/20/23 Sheet GI 01.52 calls out orange shading as transite wall/ceiling panels to be abated. However, the orange hatch can only be used for horizontal areas denoting transite ceiling panels. Please clearly identify all walls with transite panels to be abated.

A full hazardous materials report was included in Volume 1 of the specs. Refer to that for any information regarding the Hazardous materials within the project.

36. 7/11/23 7/20/23 Sheet GI 01.52 calls out orange lines as asbestos containing CBM – Brown. What is CBM – brown?

A full hazardous materials report was included in Volume 1 of the specs. Refer to that for any information regarding the Hazardous materials within the project.

37. 7/11/23 7/20/23 Sheet GI 01.52 General Note states the following

“ASBESTOS DRAWINGS AND CONTENTS ARE NOT

THE RESPONSIBILITY OF THE A/E DESIGN TEAM.

THESE DRAWINGS ARE INCLUDED TO REFERENCE

THE HAZARDOUS MATERIALS SURVEY THAT WAS

COMPLETED IN THE SUMMER OF 2021.” It is also not the responsibility of the Contractor to ensure ACM locations and quantities are correct. Who is responsible for the accuracy of these drawings?

A full hazardous materials report was included in Volume 1 of the specs. Refer to that for any information regarding the Hazardous materials within the project.

38. 7/11/23 7/20/23 Can an assumed quantity of abatement be provided so all bidders are bidding apples‐to‐apples?

See asbestos specifications.

39. 7/11/23 7/20/23 Sheet GI 01.52 calls out orange clouded areas as ACM window caulk. These clouds are located at the two ends of a large area of aluminum windows in the existing pool area. Is the ACM caulk located only at the end of the window frame or is it all caulk around the perimeter of the aluminum window?

A full hazardous materials report was included in Volume 1 of the specs. Refer to that for any information regarding the Hazardous materials within the project.

40. 7/11/23 7/20/23 Is there any ACM at the glazed panels at the mullions within the area of aluminum windows.

A full hazardous materials report was included in Volume 1 of the specs. Refer to

41. 7/11/23 7/20/23 Sheet GI 01.53 calls out green shaded hatch at areas with ACM duct insulation.

Are we to assume that all ductwork above ceiling in this area has ACM insulation?

Please provide the approximate qty of ACM duct insulation in this area.

A full hazardous materials report was included in Volume 1 of the specs. Refer to

42. 7/11/23 7/20/23 Renovation Work Note 1 on sheet GI 02.01 is problematic for many reasons. As stated on the plans; “ALL EXISTING PARTITIONS INDICATED TO

“ALL EXISTING PARTITIONS INDICATED TO REMAIN

SHALL BE UPGRADED TO RATING NOTED IF THEY

OCCUR ON OR IN A SMOKE COMPARTMENT

WITHIN CONSTRUCTION AREA.” The plans do not appear to indicate which existing walls are currently built to deck and which are not. How is the contractor to determine which existing walls are not currently smoke compartments but are

Review the life safety plan. There are no smoke compartments as part of this project.

All existing walls that are noted to be rated shall be upgraded to match the noted wall rating. All existing walls noted currently are CMU and currently go to deck. Thus the upgrade will be in the form of penetrations through the wall.

changing to smoke compartments? As the contractor, we are not the experts and should not be responsible for determining which existing walls need to be upgraded to smoke partitions. As the Designer of Record and the experts in this area, the A/E should provide bidders with this information.

Please clearly identify which existing walls need to be upgraded.

43. 7/11/23 7/20/23 “EXTENT OF UPGRADE SHALL INCLUDE, BUT SHALL

NOT BE LIMITED TO, EXTENDING PARTITIONS TO

JOINTS NOT OFFSET FROM OPPOSING SIDE”. This is a very broad set of options for the contractor to determine on their own. As the contractor, we are not the experts and should not be responsible for determining how to upgrade existing walls to be smoke partitions. As the Designer of Record and the experts in this area, the A/E should provide bidders with this information.

Please clearly identify the construction method for upgrading each existing wall based on the specific existing conditions.

Please clearly identify any and all existing recessed, wall mounted items which will need to be removed, have “FIVE‐SIDED ENCLOSURES” built of GWB, and reinstalled.

Please clearly identify which existing wall intersections will need to be “RECONSTRUCTING ….

AT OTHER PARTITIONS”.

Review the life safety plan. There are no smoke compartments as part of this project.

All existing walls that are noted to be rated shall be upgraded to match the noted wall rating. All existing walls noted are CMU and go to deck. Thus the upgrade will be in the form of penetrations through the wall.

Please clearly identify existing walls which will need new firestopping assemblies.

Please clearly identify the location and quantity of new firestopping assemblies, quantities and sizes of penetrations to be filled in existing walls.

Please clearly explain this item “INSTALLING 12”

WIDE STRIPS OF G.W.B OVER JOINTS NOT OFFSET

44. 7/11/23 7/20/23 Renovation Work Note 2 on sheet GI 02.01 says all ICRA doors should include the appropriate door hardware assemblies to meet fire and smoke ratings. As the contractor, we are not the experts in the field of door hardware functionality and should not be responsible for determining the appropriate design assemblies for fire and smoke rated doors and which doors meet this requirement. As the experts and the designer of records, the AE should be the party to define the hardware assemblies required as well as which ICRA doors need the respective hardware assemblies.

The note indicates that the doors should be provided with positive latching hardware and panic devices if the temporary partition is required to be rated. A full hardware set is not provided for temporary ICRA doors.

45. 7/11/23 7/20/23 Renovation Work Note 4 on sheet GI 02.01 says

“REMOVE EXISTING ANNEALED OR OTHERWISE

NON‐SAFETY‐RATED GLASS FROM EXISTING DOORS,

SIDELIGHTS, AND OTHER HAZARDOUS LOCATIONS

SCHEDULED TO REMAIN WITHIN PROJECT AREA. IN

NON‐RATED OPENINGS, PROVIDE NEW TEMPERED

GLASS TO MATCH ORIGINAL DESIGN. IN RATED

OPENINGS, PROVIDE NEW IMPACT‐RESISTANT,

FIRE‐RATED GLASS TO MATCH ORIGINAL

CONFIGURATION, RATED NO LESS THAN

SURROUNDING WALL CONSTRUCTION.” As the contractor, we are not the experts in the field of fire rated glazing and should not be responsible for determining which existing door/window glazing does not meet the new reqrueiments. As the experts and the designer of records, the AE should be the party to define the any and all existing glazing to be replaced.

If a door or windows is noted to remain and that door or window is in a noted rated wall as listed on the life safety plan, glazing should be provided as described within the note.

46. 7/11/23 7/20/23 Keynote 02.83 on sheet AD01.01 says to remove existing furred walls and existing brick walls on the interior side of the gym walls to expose CMU.

Please confirm or correct the assumed description of the existing wall condition; GWB, metal furring, brick, CMU, brick.

There is no GWB or metal furring on this wall. The existing configuration is as follows starting on the pool side of the wall.

Blocking, CMU, Brick, Furring and wood paneling to a certain height and just brick above that. Reference the photos on sheet

AD 01.06

47. 7/11/23 7/20/23 Keynote 02.12 on sheet AD01.01 says to remove ACT and hard ceilings. Please clarify this condition.

Is the exposed finished ceiling ACT across the entire gym with hard ceilings above the ACT across the entire gym? Or is the exposed ceiling a combination of ACT and gypsum.

This is a general note that applies to the condition of the room so that the room could be either ACT or hard ceiling. In this condition listed there is no hard ceiling above the ACT in the GYM.

48. 7/11/23 7/20/23 The spec calls out a 3/16" thick system with a quartz broadcast finish (Res‐3). The finish legend calls out a 2mm (~1/8") thick flake broadcast system (Res‐2). Which system is required?

Provide as noted on the finish legend

49. 7/11/23 7/20/23 The finish legend states, "For areas requiring increased thickness, a 1/8 to 3/16 in./0.31 to 0.47 cm of epoxy mortar may be added". Please clearly identify the areas which require the increased thickness?

The areas required increased thickness would be around the drains in female shower G09D and Male Shower G 09B

50. 7/11/23 7/20/23 Spec Section 01 00 00, 1.9, D requires a NPDES permit for this project. As per the TN Department of Environmental & Conservation NPDES Permit requirements, Section 1.2.1, the permit is only for one or more acres. The area disturbed is less than one acre.

Is the VA requiring a NPDES permit for less than one acre of disturbance?

This spec Section states that the owner (Department of Veterans Affairs) will provide the NPDES permit for the project. Please confirm that the owner has obtained or will obtain the NPDES permit by time of award so as not to delay the start of construction.

No permit needed.

51. 7/11/23 7/20/23 Has the owner obtained the Land Disturbance Permit (LDP) for development of this project through the City of Murfreesboro? If not, has the design and engineering calculations required for the LDP been reviewed and approved by the local permit authority for compliance with the permit parameters?

N/A

52. 7/5/23 7/20/23 Please confirm whether there are 2 different projects at the Murfreesboro VAMC because they listed the same architects for both the Integrated Health Center and the Renovation of Work 1V.
